This book goes well beyond simply growing commercial tree plantations for wood production. It explores new forests that can supply environmental services such as salinity mitigation and carbon sequestration together with commercial wood production in an environment beyond the boundaries of traditional forestry. New Forests targets agricultural landscapes affected by salinity and which generally have rainfall less than 650 mm per year. The book addresses vital issues such as where tree planting might best be pursued, what species and technologies should be used for establishment and later management, how productivity can be improved, what mix of environmental services and commercial goods is optimum, and whether the likely net benefits justify the change in land use and requisite investment. While the book is focussed on the low-rainfall, agricultural, inland zone of the Murray-Darling Basin wherever possible the scope of most chapters has been expanded to synthesise generic information applicable to other regions in Australia and elsewhere. The authors provide a comprehensive account of all the issues relevant to the development of these new forests, covering soils, the bio-physical environment, water use and irrigation strategies - including the use of wastewater, silviculture, pests and diseases, wood quality and products, and economics and policy implications.

The book examines markets in seven countries and three different U.S. states, ranging from village-level water markets in Oman to basin wide formal water markets in Australia's Murray-Darling River basin. Introductory chapters on the background of water markets and on transaction costs and policy design are followed by chapter length discussion of water markets as an adaptive response to climate change and of supply reliability in a changing climate. Case studies describe a variety of facets of the design and function of markets around the world: California, Chile, Spain, Oman, Australia, Canada, India and China. In analyzing these real-world examples of markets, the contributors explore water rights and trading of rights between agricultural and urban sectors and the principles and function of option markets. They discuss different sized approaches, from large scale, ministry-level administration of markets to informal arrangements among farmers in the same village, or groups of villages which allocate water without large investment in management and infrastructure. Discussion includes questions of why water market practices have not expanded more rapidly in arid places. The book discusses mechanisms for resolving conflicts between water rights holders as well as between water right holders and third parties impacted by water trades and whether or not public ownership of water rights or use rights should trump private ownership and under what condition. Also covered are new and expanding categories of water use, beyond human consumption, agriculture and industry to new technologies ranging from extracting natural gas from shale to producing biofuels. And, conversely, how do spaces frame the ways infrastructural provision is organized? How do existing spaces shape infrastructural development and the scope and forms of access to vital services such as transport and water? In this volume, historians and sociologists draw on a range of fascinating case studies and provide compelling answers to these questions. Exploring, among others, the provision of irrigation water in nineteenth-century Los Angeles, the invention of airport transit zones, and the infrastructural practices of homeless people in Berlin, the book demonstrates how the making of spaces through infrastructure is deeply political.
