The empirical analyses show that non-farm income shares increase with overall consumption levels and, also, with time. Rural-dwellers in lower quintiles of the consumption distribution tend to earn a larger share of their nonagricultural incomes from wage labor activities. For the poorest, low-productivity wage labor activities are important. The quantile wage regression analysis for rural Mexico shows a rather heterogeneous impact pattern of individual characteristics across the wage distribution on monthly wages. The author's findings reveal that education is key to earning higher wages, and that workers in more dispersed rural areas earn less than their peers in semi-urban rural areas (localities with less than 15,000 inhabitants). The rural non-farm sector is heterogeneous and includes a great variety of activities and productivity levels across non-farm jobs. Moreover it can reduce poverty in a couple of distinct but qualitatively important ways in rural Mexico. The analysis of non-farm employment in rural Mexico suggests that the two key determinants of access to employment and productivity in non-farm activities are education and location.

Beale show in Rural and Small Town America, the much-heralded disappearance of small town life has not come to pass, and the nonmetropolitan population still constitutes a significant dimension of our nation's social structure. Based on census and other recent survey data, this impressive study provides a detailed and comparative picture of rural America. The authors find that size of place is a critical demographic factor, affecting population composition (rural populations are older and more predominantly male than urban populations), the distribution of poverty (urban poverty tends to be concentrated in neighborhoods; rural poverty may extend over large blocks of counties), and employment opportunities (job quality and income are lower in rural areas, though rural occupational patterns are converging with those of urban areas). In general, rural and small town America still lags behind urban America on many indicators of social well-being. Pointing out that rural life is no longer synonymous with farming, the authors explore variations among nonmetropolitan populations. They also trace the impact of major national trends—the nonmetropolitan growth spurt of the 1970s and its current reversal, for example, or changing fertility rates—on rural life and on the relationship between metropolitan and nonmetropolitan communities. By describing the special characteristics and needs of rural populations as well as the features they share with urban America, this book clearly demonstrates that a more accurate picture of nonmetropolitan life is essential to understanding the larger dynamics of our society. With a new framework designed to structure 3,283 counties into six tiers, I measure the progress of economic development across the rural-urban continuum. Benchmarks of establishments, employment level, and annual pay have been established to compare where the metropolitan counties, micropolitan counties, and all other counties stand in relation to each other as of the first two decades in the twenty-first century. As would be expected, development increases in proportion to population. What comes as a surprise is the level of activity among the micropolitan areas. Evidence shows income growth at slightly higher rates in the micropolitan counties than in the largest metropolitan counties. Evidence further shows that the U.S. national average reflects development in lower tier (Tier 3) metropolitan counties such as Tuscaloosa in Alabama, Dubuque in Iowa, and Missoula in Montana.

Book excerpt: India has recorded high levels of unemployment and low labor force participation rates in recent years even before the onset of the COVID-19 pandemic and the lockdown. How does an episode of unemployment or loss of income affect household consumption expenditure is an important question for designing effective safety nets. We use data on household-specific episodes of job loss and decline in income, from an earlier year (March-April 2019) to estimate the household response to employment shocks. We apply diff-in-diff and quantile regressions to a high-frequency panel data from a nationally representative survey of 1,75,000 households to estimate the impact of a job loss (and change in income) on household consumption expenditure—for urban and rural households, and households across different expenditure levels. We find that loss of employment of an earning member leads to a significant immediate decline in household consumption expenditure. The decline is much larger for urban households and households in the lowest and the highest deciles of monthly per capita. Durable expenses go down the most. Expenditure on health and education also goes down significantly and there is evidence of adjustments in discretionary expenses too, especially for urban households. For households with only one earning member, borrowing does not increase after the job loss, suggesting credit constraints. Government cash transfers help rural households, as the beneficiaries show a smaller reduction in consumption expenditure after the shock. Our findings highlight the high vulnerability of urban households to economic shocks and can inform the design and targeting of income support and other safety-net programs in India and other developing countries.
