It explores the contribution of migrant workers to the Chinese economy, the impact of changes within the ‘hukou’ system (household registration) and the impact of recent migration policies promoting rural-urban migration and targeting key events during migrant workers’ migration trajectories - job-seeking, wage exploitation, work injuries and illness - namely the corresponding ‘Skills Training Program for Migrant Workers’, the ‘Circular on Managing Wage Payment to Migrant Workers’, the ‘Circular on Migrant Workers Participating in Work-Related Injury Insurance’, and the ‘New Rural Medical Cooperative Scheme’ (Health Insurance). Through in-depth interviews, it examines how when facing such challenges, migrant workers choose to either make a claim under existing policies, or use other coping strategies. The book notably proposes a typology of “coping” which includes a variety of administrative coping, political coping and social coping, and considers how workers in China harness the power of civil groups and social networks.

This is particularly challenging for rice farmers, because paddy fields have to be cultivated continuously to retain their soil quality and value. Drawing on ethnographic fieldwork and written sources, this book describes farming households' strategic solutions to this predicament. It shows how, in light of rural-urban migration and agro-technological change, they manage to sustain both migration and farming. It innovatively conceives rural households as part of a larger farming community of practice that spans both staying and migrating household members and their material world. Focusing on one exemplary resource - paddy fields - it argues that socio-technical resources are key factors in understanding migration flows and migrant-home relations. Overall, this book provides rare insights into the rural side of migration and farmers' knowledge and agency.

Rural to urban migration together with regulated land supplies and developer entry restrictions can raise housing prices. This issue is examined using a multi-sector dynamic general-equilibrium model with migration and housing. Our quantitative findings suggest that this process accounts for about 80 percent of urban housing price changes. This mechanism remains valid in extensions calibrated to the two largest cities with most noticeable housing booms and to several alternative setups. Overall, supply factors and productivity account for most of the housing price growth.

Even though it has been the focus of abundant research over the past five decades, some key policy questions have not found clear answers yet. To what extent is internal migration a desirable phenomenon and under what circumstances? Should governments intervene and, if so, with what types of interventions? What should be their policy objectives? To shed light on these important issues, the authors survey the existing theoretical models and their conflicting policy implications and discuss the policies that may be justified based on recent relevant empirical studies. A key limitation is that much of the empirical literature does not provide structural tests of the theoretical models, but only provides partial findings that can support or invalidate intuitions and in that sense, support or invalidate the policy implications of the models. The authors' broad assessment of the literature is that migration can be beneficial or at least be turned into a beneficial phenomenon so that in general migration restrictions are not desirable. The book goes on to put forward a new strategy, which aims to ensure that China’s urbanization proceeds in an orderly manner and that people and their needs are put at the centre of the strategy. Key parts of the strategy include that 'city clusters' should become the main form of urbanization; that these should be arranged geographically in a pattern of 'two horizontal lines and three vertical lines'; that industrial and employment structures should highlight regional features and diversity; that urban public services should be more equitably distributed; that there should be new forms of urbanization management and city governance to accelerate urbanization and ensure harmonious social development; and that the whole process should be conducted in an ecological, 'green' way.

Rural-urban labour migration on an unprecedented scale played a vital role in rural income growth, poverty reduction and economic development. Empirical evidence shows that while the vast rural to urban migration does not significantly increase urban income poverty, labour market discrimination and social exclusion expose rural migrants to many risks and vulnerabilities in the cities, where the poor are becoming increasingly marginalised. Capacity building for the poor, the adoption of an integrated labour market system that also takes account of migrants, and the creation a of rural social security system are the three important poverty alleviation options promoted by the government. Although migration in China has unique institutional characteristics owing to the existence of the hukou system (Household Registration System), the experience of China has important lessons for our understanding of the impact of migration on development and poverty reduction.
