Book excerpt: Given the context of transitions related to rapid urbanization, the roles that rural economies and societies will have to play (particularly smallholder farmers and other rural producers) in creating sustainable and inclusive food systems, in generating employment and incomes and in contributing to more balanced, equitable and mutually reinforcing patterns of rural-urban development in Africa require the attention of analysts, policymakers and development programmes in the years ahead. Addressing challenges related to a bulging population of young people will be particularly important in any work on the rural-urban nexus, in which youth migration plays critical roles. This is borne out by an analysis of evidence from sub-Saharan Africa and elsewhere, which stresses the importance of increasing productivity and incomes among rural people, particularly smallholders, during processes of economic and social transformation. Emerging trends and opportunities - such as the increasing demand for food and the changing nature of that demand as consumer preferences evolve, urbanization, demographic patterns that mean young people are an increasingly important proportion of the overall population, and more integrated food value chains - all point to the importance of ensuring key rural dynamics are taken into account in developing rural-urban linkages. Taking account of these dynamics will mean addressing key rural-urban inequalities and connectivity gaps, developing more integrated and inclusive links within food systems and agricultural value chains, testing spatial and territorial approaches to development that provide valuable tools to integrate the rural dimension into debates surrounding urbanization, the promotion of a more sustainable urbanization, and building decent employment in food value chains. Nonetheless, the review of evidence in this paper suggests that, while urbanization potentially opens up opportunities for inclusive rural and structural transformation, this can only be achieved when suitable policies and investments are put in place to adequately address the particular needs of often-neglected rural people who play critical roles in food systems.

This is particularly the case in smaller cities, which are often the most rapidly urbanising, but the least able to cope with this growth. This book argues that an examination of the food system and food security provides a valuable lens to interrogate urban poverty. Chapters examine the linkages between poverty, urban food systems and local governance with a focus on case studies from three smaller or secondary cities in Africa: Kisumu (Kenya), Kitwe (Zambia) and Epworth (Zimbabwe). The book makes a wider contribution to debates on urban studies and urban governance in Africa through analysis of the causes and consequences of the paucity of urban-scale data for decision makers, and by presenting potential methodological innovations to address this paucity. As the global development agenda is increasingly focusing on urban issues, most notably the urban goal of the new Sustainable Development Goals and the New Urban Agenda, the work is timely. The UN projects that 60% of people living in Africa will be in urban areas by 2050, with the urban population on the continent tripling over the next 50 years. The challenge of building inclusive and sustainable cities in the context of rapid urbanization is arguably the critical development issue of the 21st Century and creating food secure cities is key to promoting health, prosperity, equity, and ecological sustainability. The expansion of Africa’s urban population is taking place largely in secondary cities: these are broadly defined as cities with fewer than half a million people that are not national political or economic centres. The implications of secondary urbanization have recently been described by the Cities Alliance as “a real knowledge gap”, requiring much additional research not least because it poses new intellectual challenges for academic researchers and governance challenges for policy-makers. International researchers coming from multiple points of view including food studies, urban studies, and sustainability studies, are starting to heed the call for further research into the implications for food security of rapidly growing secondary cities in Africa. This book will combine this research and feature comparable case studies, intersecting trends, and shed light on broad concepts including governance, sustainability, health, economic development, and inclusivity. Book excerpt: Reducing undernutrition requires improving access to goods and services from a wide range of economic and social sectors, including agriculture, education and health. Yet despite broad agreement on the multisectoral nature of the global burden of undernutrition, relatively little research has analyzed how different dimensions of accessibility, such as urbanization and travel times to urban centers, affect child nutrition and dietary outcomes. In this paper we study these relationships in sub-Saharan Africa, a highly rural continent still severely hindered by remoteness problems. We link spatial data on travel times to 20,000 person cities to survey data from 10,900 communities in 23 countries. We document strong negative associations between nutrition indicators and rural livelihoods, but only moderately strong associations with remoteness to cities. Moreover, the harmful effects of remoteness and rural living largely disappear once education, wealth, and social/infrastructural services indicators are added to the model. This implies that the key nutritional disadvantage of rural populations stems chiefly from social and economic poverty. Combating these problems requires either an acceleration of urbanization processes, or finding innovative cost-effective mechanisms for extending basic services to isolated rural communities.

Book excerpt: This report marks the first stage of AFSUNs goal of expanding knowledge about urban food systems and experiences of household food insecurity in secondary African cities. It contributes to an understanding of poverty and sustainability in Mzuzu, Malawi, through the lens of household food security. The focus on food as an urban issue not only speaks to the development challenges presented by urbanization, but it also brings a fresh perspective to debates about food security in Malawi. The urban setting highlights the changing food system in Malawi where people in rural and urban areas are increasingly reliant on cash income to buy food. The reports key findings include that the most vulner- able households are those without a formal wage income, households headed by older people, especially older women, and households that are not able to produce food in the rural areas. The research also shows that the food system is dynamic and diverse, with households accessing food from a variety of formal and informal food sources and relying on rural-urban linkages for urban survival. Urban and rural agriculture are important features of the food system, but there is little evidence that these are the self-help responses to poverty that advocates for urban agriculture in Africa sometimes imply.
