Book excerpt: The authors assess impacts of rural road rehabilitation on market development at the commune level in rural Vietnam and examine the variance of those impacts and the geographic, community, and household factors that explains it. Double difference and matching methods are used to address sources of selection bias in identifying impacts. The results point to significant average impacts on the development of local markets. They also uncover evidence of considerable impact heterogeneity, with a tendency for poorer communes to have higher impacts due to lower levels of initial market development. Yet, poor areas are also saddled with other attributes that reduce those impacts.

A key question from a policy standpoint is whether the impact-contingent factors are consistent and universal across project areas and outcome indicators. Book excerpt: Vietnam's economic emergence is perhaps best experienced along its rural roads: over 175,000 kilometers of pavement, rubble, and dirt track extend to two-thirds of the country's population, including nearly all of the poorest people, who live among its productive farms, lush forests, and meandering river valleys. In recent years, road investments in Vietnam's rural areas have improved socioeconomic development and have promoted gender equity, social participation, improved school attendance, and more inclusive health services to impoverished regions. However, all but a few hundred communes remain off-grid, and infrastructural roadblocks and bureaucratic potholes have delayed the goal of a fully integrated road system. The World Bank's Third Rural Transport Project (RTP3) supported a win-win solution: employing ethnic minority women to sustainably manage road maintenance through an innovative participatory approach to local development. This smart lesson describes the experience of improving the roads and women's lives in rural Vietnam.

A proposed approach builds on some of the poverty-focused hybrid methods found in recent rural road appraisals-recognizing that an important share of the benefits to the poor from rural roads cannot be measured in monetary terms.Van de Walle examines how rural road investment projects should be selected and appraised when the objective is poverty reduction. After critically reviewing past and current practices, van de Walle develops an operational approach grounded in a public economics framework in which concerns of equity and efficiency are inseparable, information is incomplete in important ways, and resources are limited. She addresses a key problem: that an important share of the benefits to the poor from rural roads cannot be measured in monetary terms.The selection formula she proposes aims to identify places where poverty and economic potential are high and access is low. She illustrates the method using data for and project experience in Vietnam.Among the advantages of proceeding as outlined in her proposal: This approach holds the hope of building capacity and is participatory; it extracts local information that may not be readily available to the central government; and it appears to be feasible because it relies on local authorities participating in the appraisal of subprojects.This paper - a product of Public Economics, Development Research Group - is part of a larger effort in the group to study the impact of transport and other physical infrastructure on poverty. The World Bank's Third Rural Transport Project (RTP3) identified missing links that left many rural Vietnamese communities off the map from the country's remarkable development successes. The project prioritized road maintenance and local infrastructure management above new construction projects, and collaborated with the government institutions to address steep increases in travel costs per kilometer across crumbling rural roads. Project staff identified barriers along the route to more accessible road networks, including a lack of incentives to local bureaucracies to regularly maintain rural roads in remote areas. This situation has lead to deteriorating roads in places that are desperate for improved access to goods, services and social networks.
