Book excerpt: This document investigates prospects for the use of index based weather insurance in Ethiopia for commercial and semi-commercial farmers. The document first summarizes the impact of risk weather risk in particular on Ethiopian agriculture and the need to balance investments in weather risk mitigation and weather risk management. Because the focus of this document is on risk management in the face of potential weather shocks, this introduction is followed by a summary of the traditional risk-transfer tool available for managing agricultural weather risk, multi-peril crop insurance. It outlines the limitations of this approach in the Ethiopian context. Finally, the first section of the paper provides an overview of the index based weather insurance product, which is the focus of the remainder of the document. Narrowing its scope to the potential use of index based weather insurance products in Ethiopia, the research discusses whether the prerequisites or enabling conditions for this type of product exist and whether there are any major impediments to developing a weather insurance program in the country. It was determined that the major pre-requisites for a pilot program appeared to be in place. The research took a project implementation approach to determining the technical feasibility of this type of program, despite some misgivings about scalability.

To meet these objectives a total of 382 sampled households were randomly selected from ten kebeles. Descriptive and inferential statistics of principal component analysis, multivariate regression, and propensity score matching (PSM) were employed to achieve these objectives. Social risks are a global phenomenon, having severe and direct implications for society, incurring large-scale influence, depending on the cultural, political, and economic context in which this phenomenon manifests itself. In recent years, a more holistic approach and society-wide arrangements of social risk management that go beyond social protection have become increasingly important to assist individuals and households to better manage multiple social risk factors. Given this, in the West Hararghe zone, pastoralists and agropastoralists often deal with social risks through the market, informal and public arrangements in the case of risks due to different reasons. However, the impact of the institutional arrangements for social risk management has not been well studied and documented.

Book excerpt: This report is a component of the Research Program on Climate Change, Agriculture, and Food Security (CCAFS)–-funded project “Impacts of Climate Extremes on Future Water and Food Security in South Asia and East Africa.” The goal of the project was to characterize extreme drought events, to improve on a methodology to assess the probability of these events in the future under climate change, to illustrate their impacts, and to provide suggestions on coping strategies. The present report sets the stage for the overall project by undertaking a review of the causes of vulnerability to drought in East Africa and the western Indo-Gangetic Plain (IGP) of South Asia, and discussing the options to increase resilience to drought in the agricultural sector. Agriculture is a high-risk endeavor in both regions, due to a combination of recurrent droughts—which may intensify due to climate change—poor soil fertility, and a host of constraints faced by farmers, especially low access to input and output markets. These factors, combined with farmers’ high aversion to risk, stifle investments in agriculture, resulting in continuous underachieving production, low income, and persisting poverty.

Book excerpt: Ethiopia began the decade on a great run, with high economic growth and significant gains in poverty reduction nationally. But the gains were unevenly shared. Multiple shocks at the beginning of the new decade threaten to discontinue progress and possibly undo most of the gains made in the recent past. This rural income diagnostics (RID) study seeks to inform how to promote growth in rural incomes to accelerate poverty reduction. The objective of the RID is to examine how those who currently reside in rural areas can have higher incomes in the future, which can entail one or more members moving to urban areas. The focus is on income growth that results in higher incomes on average, but also income that is less volatile because of due consideration to effective risk reduction and management, and to ensuring that growth is sustainable. While the RID focuses only on income that is earned by rural households, it is much more detailed in its identification of the constraints because of this narrower focus. The diagnostic provides evidence to validate constraints and key areas of focus in ongoing agriculture and rural policy reforms and other relevant reforms under the Homegrown Economic Reform Agenda (HGERA), elevate the importance of some reforms where immediate action is required, and provide empirical arguments to support important policy interventions where consensus may be lacking or there is policy hesitation.
