Book excerpt: In response to concerns resulting from changes in metropolitan growth during the past decade, and the concomitant gain in population of nonmetropolitan areas, this study was conducted in an effort to understand the effects of such growth on the quality of rural life and the physical environment. Data analyzed dealt with safisfactions, perceptions, evaluations, behaviors, and environmental characteristics, as seen by rural residents in three national and one regional (northern Michigan) surveys conducted between 1971 and 1976. The studies, which included questionnaires, personal interviews, and telephone interviews, defined the population groups by age, race, income and educational levels, job status, and occupation, with the last three categories looked at separately for men and women. Results indicated a somewhat "mixed picture" of life in rural America. In most instances, a greater satisfaction than dissatisfaction was seen in rural areas than in urban areas, but rural residents taken as a whole were seen to be neither better nor worse off than urban Americans. Stemming from limitations of using available national data in characterizing life in rural America, six issues concerning research tasks were identified which should be addressed by policy makers and other groups and individuals concerned with the quality of rural life. Book excerpt: The U.S. Department of Agriculture Economic Research Service (USDA/ERS) maintains four highly related but distinct geographic classification systems to designate areas by the degree to which they are rural. The original urban-rural code scheme was developed by the ERS in the 1970s. Rural America today is very different from the rural America of 1970 described in the first rural classification report. At that time migration to cities and poverty among the people left behind was a central concern. The more rural a residence, the more likely a person was to live in poverty, and this relationship held true regardless of age or race. Since the 1970s the interstate highway system was completed and broadband was developed. Services have become more consolidated into larger centers. Some of the traditional rural industries, farming and mining, have prospered, and there has been rural amenity-based in-migration. Many major structural and economic changes have occurred during this period. These factors have resulted in a quite different rural economy and society since 1970. In April 2015, the Committee on National Statistics convened a workshop to explore the data, estimation, and policy issues for rationalizing the multiple classifications of rural areas currently in use by the Economic Research Service (ERS). Participants aimed to help ERS make decisions regarding the generation of a county rural-urban scale for public use, taking into consideration the changed social and economic environment. This report summarizes the presentations and discussions from the workshop.

Indiana's Department of Education (IDOE) has a robust accountability system that provides the proxy for school quality, and the American Community Survey (ACS) provides the economic and demographic data for communities. However, ACS data presents obstacles for rural researchers to navigate due to the small population sizes of rural communities. Therefore, this paper addresses both the conceptual and the technical details of using ACS-type data for rural research. I offer suggestions to assist rural researchers in navigating ACS-type data and bring attention to the whys behind the results, pushing researchers to embrace these questions so that they might propel future studies that give rural schools and communities a voice in education policy.

To explore the impacts of economic, demographic, and social issues in rural communities and to learn about asset-based approaches to addressing the associated challenges, the National Academies of Sciences, Engineering, and Medicine held a workshop on June 13, 2017. This publication summarizes the presentations and discussions from the workshop.

Book excerpt: Accurate understanding of peoples’ livelihoods activities is needed to inform effective policy. Existing evidence relies heavily on studies that use designated respondents to provide information about their household members, imposing significant costs on these respondents along with possible distortions in the data. In rural Ghana, we randomize the order that household members are asked about and estimate that response fatigue leads to undercounting of labor activities by 8% on average. Women are twice as impacted as men while youth are four times as impacted as older adults, distorting both within-household and population wide comparisons. These biases result from women and youth being listed systematically later in rosters and stronger effects of fatigue for them, conditional on roster position. The implications of our results extend to other topics of enquiry as well, wherever similar repetitive survey structures are deployed, such as birth records, plot-level inputs, and household consumption and expenditures.
