This report assesses Iran's security policy in light of these factors. It examines broad drivers of Iran's security policy, describes important security institutions, explores decisionmaking, and reviews Iran's relations with key countries. The authors conclude that Iraq is widely recognized as the leading threat to Iran's Islamic regime and Afghanistan is seen as an emerging threat. In contrast, Iran has solid, if not necessarily warm, relations with Syria and established working ties to Pakistan and Russia. Iran's policies toward its neighbors are increasingly prudent: It is trying to calm regional tension and end its isolation, although its policies toward Israel and the United States are often an exception to this policy. Iran's security forces, particularly the regular military, are often voices of restraint, preferring shows of force to overactive confrontations. Finally, Iran's security forces generally respect and follow the wishes of Iran's civilian leadership; conducting rogue operations is rare to nonexistent.

The Philosophy of Religion in Post-Revolutionary Iran discusses why and how Soroush's thought has developed from an Islamic apologetic modernist theology in the 1970s to a liberal theory about religion in post-revolutionary Iran. Through a close and detailed analysis of Soroush's main theories, the book argues that Soroush's thought evolved, through reception of post-positivist epistemology and interaction with Islamism in practice, into a historicist and pluralist theory of religion, a theory that regards religion, including Islam, as being a contextual and historical dialogue between man and the Absolute. The book also highlights some shortcomings of Soroush’s reform project. Specifically, it notes that Soroush, consciously or unconsciously, has not yet admitted many extensive consequences of his theories, such as those relating to historicity of religious rituals (‘ibadat) or recognition of the post-Mohammadan revelations and religions. In addition, some other features and implications of Soroush’s thought, such as a historical-critical approach to the Koran, post-secular and post-Islamist theologies, and his dialogical approach that goes beyond the Orientalism–Occidentalism dichotomy, are discussed. Providing a detailed overview on this leading Muslim thinker, this book will appeal to students and scholars of Islamic Philosophy, Middle East Studies, and Philosophy of Religion.

Book excerpt: Carried out by the government of the shah between 1962 and 1971, the Iranian land reform was one of the most ambitious such undertakings in modern Middle Eastern history. Yet, beneath apparent statistical success, the actual accomplishments of the program, in terms of positive benefits for the peasantry, were negligible. Later, the resulting widespread discontent of thousands of Iranian villagers would contribute to the shah's downfall. In the first major study of the effects of this widely publicized program, Eric Hooglund's analysis demonstrates that the primary motives behind the land reform were political. Attempting to supplant the near-absolute authority of the landlord class over the countryside, the central government hoped to extend its own authority throughout rural Iran. While the Pahlavi government accomplished this goal, its failure to implement effective structural reform proved to be a long-term liability. Hooglund, who conducted field research in rural Iran throughout the 1970s and who witnessed the unfolding of the revolution from a small village, provides a careful description of the development of the land reform and of its effects on the main groups involved: landlords, peasants, local officials, merchants, and brokers. He shows how the continuing poverty in the countryside forced the migration of thousands of peasants to the cities, resulting in serious shortages of agricultural workers and an oversupply of unskilled urban labor. When the shah's government was faced with mass opposition in the cities in 1978, not only did a disillusioned rural population fail to support the regime, but thousands of villagers participated in the protests that hastened the collapse of the monarchy.

As the aims of the revolution shifted and hardened once Khomeini took power and as an eight-year war with Iraq dragged on, Iranian filmmakers confronted new restrictions. In the 1990s, however, the Reformist Movement, led by Mohammad Khatami, and the film industry, developed an unlikely partnership that moved audiences away from revolutionary ideas and toward a discourse of reform. In Reform Cinema in Iran, Blake Atwood examines how new industrial and aesthetic practices created a distinct cultural and political style in Iranian film between 1989 and 2007. Atwood analyzes a range of popular, art, and documentary films. He provides new readings of internationally recognized films such as Abbas Kiarostami's Taste of Cherry (1997) and Mohsen Makhmalbaf's Time for Love (1990), as well as those by Rakhshan Bani, Masud Kiami, and other key Iranian directors. At the same time, he also considers how filmmakers and the film industry were affected by larger political and religious trends that took shape during Mohammad Khatami's presidency (1997-2005). Atwood analyzes political speeches, religious sermons, and newspaper editorials and pays close attention to technological developments, particularly the rise of video, to determine their role in democratizing filmmaking and realizing the goals of political reform. He concludes with a look at the legacy of reform cinema, including films produced under Mahmoud Ahmadinejad, whose neoconservative discourse rejected the policies of reform that preceded him.

Ever since Ayatollah Khomeini overthrew the Shah in 1979, the relationship between the two nations has been antagonistic: revolutionary guards chanting against the Great Satan, Bush fulminating against the Axis of Evil, Iranian support for Hezbollah, and President Ahmadinejad blaming the U.S. for the world's ills. The unending war of words suggests an intractable divide between Iran and the West, one that may very well lead to a shooting war in the near future. But as Ray Takeyh shows in this accessible and authoritative history of Iran's relations with the world since the revolution, behind the famous personalities and extremist slogans is a nation that is far more pragmatic--and complex--than many in the West have been led to believe. Takeyh explodes many of our simplistic myths of Iran as an intransigently Islamist foe of the West. Tracing the course of Iranian policy since the 1979 revolution, Takeyh identifies four distinct periods: the revolutionary era of the 1980s, the tempered gradualism following the death of Khomeini and the end of the Iran-Iraq war in 1989, the "reformist" period from 1997-2005 under President Khatami, and the shift toward confrontation and radicalism since the election of President Ahmadinejad in 2005. Takeyh shows that three powerful forces--Islamism, pragmatism, and great power pretensions--have competed in each of these periods, and that Iran's often paradoxical policies are in reality a series of compromises between the hardliners and the moderates, often with wild oscillations between pragmatism and ideological dogmatism. The U.S.'s task, Takeyh argues, is to find strategies that address Iran's objectionable behavior without demonizing this key player in an increasingly vital and volatile region.
