Book excerpt: The International Fund for Agricultural Development argues that, to be successful, poverty-reduction policies must focus on rural areas. To overcome disadvantages stemming from remoteness, lack of education and health care, insecure and unproductive jobs, high fertility and (often) discrimination as women or ethnic minorities, the rural poor need: legally secure entitlements to assets (especially land and water); technology (above all for increasing the output and yield of food staples); access to markets; opportunities to participate in decentralized resource management; and access to microfinance. Such policies not only promote economic growth but also help alleviate urban poverty. A sustainable reduction in poverty calls for the creation of a pro-poor policy environment, and allocation of a greater volume of resources targeted to the poor with greater effectiveness. This needs to be complemented by better partnership among government, civil society and the private sector so that the poor are empowered to take responsibility for their own development.

Released on 6 December 2010, the report contains updated estimates by IFAD regarding how many rural poor people there are in the developing world, poverty rates in rural areas, and the percentage of poor people residing in rural areas. Since the last Rural Poverty Report was published by IFAD in 2001, more than 350 million rural people have lifted themselves out of extreme poverty. But the new report notes that global poverty remains a massive and predominantly rural phenomenon -- with 70 per cent of the developing world's 1.4 billion extremely poor people living in rural areas. Key areas of concern are Sub-Saharan Africa and South Asia. Increasingly volatile food prices, the uncertainties and effects of climate change, and a range of natural resource constraints will complicate further efforts to reduce rural poverty, the report says. But the report also emphasizes that profound changes in agricultural markets are giving rise to new and promising opportunities for the developing world's smallholder farmers to significantly boost their productivity, which will be necessary to ensure enough food for an increasingly urbanized global population estimated to reach at least 9 billion by 2050.

Book excerpt: The World Bank Group has two overarching goals: End extreme poverty by 2030 and promote shared prosperity by boosting the incomes of the bottom 40 percent of the population in each economy. As this year’s Poverty and Shared Prosperity report documents, the world continues to make progress toward these goals. In 2015, approximately one-tenth of the world’s population lived in extreme poverty, and the incomes of the bottom 40 percent rose in 77 percent of economies studied. But success cannot be taken for granted. Poverty remains high in Sub- Saharan Africa, as well as in fragile and conflict-affected states. At the same time, most of the world’s poor now live in middle-income countries, which tend to have higher national poverty lines. This year’s report tracks poverty comparisons at two higher poverty thresholds—$3.20 and $5.50 per day—which are typical of standards in lower- and upper-middle-income countries. In addition, the report introduces a societal poverty line based on each economy’s median income or consumption. Poverty and Shared Prosperity 2018: Piecing Together the Poverty Puzzle also recognizes that poverty is not only about income and consumption—and it introduces a multidimensional poverty measure that adds other factors, such as access to education, electricity, drinking water, and sanitation. It also explores how inequality within households could affect the global profile of the poor.
