Community leadership operates within a different domain; an environment with different dynamics, structures, and goals. Community leadership is distinctive in that leaders often do not have formal training or authority to dictate and facilitate change. Instead, community leaders must rely on informal networks of diverse citizens, each with a unique local capacity, as the basis for change. This book brings together classic and contemporary articles drawn from Community Development. Divided into two sections, the book begins with a range of seminal leadership theory and conceptualization pieces. These have been instrumental in shaping leadership development in a wide range of settings. Following the theory section, a variety of research and application chapters are presented. These chapters operationalize theory through applied research and programming, and provide replicable frameworks for future research and programs. This book is a compilation of articles published in the journal Community Development.

Book excerpt: Rural Turnaround Leadership Development: The Power of Partnerships focuses on a three- year rural turnaround leadership project sponsored by the U.S. Department of Education. The project was designed to foster the development of a cohort of aspiring school leaders in rural high poverty/low performing K-12 school districts. The Alabama Project was selected by the U.S. Department of Education, in part, because it was the only submission which emphasized partnership between higher education institutions, school districts and the Alabama State Department of Education (ALSDE). Facets of the book include a treatment of the structures and processes each university created to develop their unique program, the distinctive turnaround curriculum used at each university, the role of mentoring in developing aspiring rural school leaders and the internship experiences and practices which supported aspiring leader development. One of the most powerful changes witnessed during the project was the development of aspiring leaders by the major and ancillary partners. The cross-connections between K-12 districts, the ALSDE, and the three university educational leadership programs was a multifaceted and multi-layered collaborative approach. The partnerships not only strengthened within each master’s program, but across agencies as a result of this project. The book will describe the value of partnership and leadership development through the eyes of the major contributors. The contributors or authors of the book will include the Alabama State Department of Education, the three educational leadership higher education institutions i.e. Auburn University, University of Alabama and Samford University, partner school district representatives and graduates of the program.

Book excerpt: In order to build sustainable communities it is critical to understand the connection between youth leadership development and community development. Youth leadership is vital to develop, maintain, and sustain communities. Thus, it is critical to provide youth with leadership experiences that allow them to act collectively for the betterment of their communities. Alternatively, while a wide array of programs claim contributions towards community development, they focus on providing youth with individual leadership skills, and do not provide them with opportunities for practice. This study is designed to understand the factors contributing to the development of youth leaders. A descriptive correlational study was conducted to reach this goal, and a mixed method approach was used. Four public high schools with agriculture program were selected from southeastern Pennsylvania to participate in this study. A total of 421 questionnaires were completed leading to a response rate of 86%. This was coupled with ninetneen interviews with teachers and students. The findings of this research indicate that social support was the most important predictor of leadership skills. This was followed by civic engagement and social interaction variables. Participation in leadership programs was also related to leadership skills. Additionaly, gender differences existed in leadeship skills, with females showing higher levels.Much of the leadership skills are formed through support, engagement and interaction. This occurred at schools and in communities. Implications of these findings were presented and served to integrate the processes of youth leadership development and community development.

Problems faced by people living in rural communities including isolation, is out weighed by quality of life and community involvement where neighbors help neighbors. Patricia Kota is a recognized leader in assisting communities to improve the talents of their residents - talents that will help them ask a better question, build a much needed program from 'nothing' and to ensure long-term sustainability. Kota describes how teams worked on community projects that supported reduction of head trauma due to adolescent traffic accidents, decreasing school-based violence behaviors, and establishment of a community center. The case study presents how the leadership program was designed and funded. It was also a sustainbility initiative for a rural health network providing much needed revenue for its operation. Residents among four-counties are directly impacted by the program and sub-programs with results of participant satisfaction provided.
