In practice, this will require updating the existing rural development strategy in order to better integrate the interaction of rural and urban areas. Policy approaches that account for the fast urbanisation process experienced in the country will therefore be key to improving the well-being of rural populations and promoting national growth. This report takes a spatial approach to study Ethiopia's rural development strategies. It highlights the need to develop stronger and more functional linkages between rural and urban areas. As such, the development of intermediary cities and small urban centres provides large scope for inclusive rural transformation. The report is the result of rigorous analysis, and extensive consultations with national and international stakeholders. It identifies some of the key challenges faced by rural areas and provides a series of recommendations to enhance Ethiopia's rural development strategies.

Chapter I, "Education and Rural Development: Setting the Framework" (David Atchoarena and Charlotte Sedel), provides a contextual and theoretical introduction to the new rural development and poverty reduction thinking, as well as a discussion on the contribution of education to rural development. In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Further exploring a particular dimension of basic education, Chapter III, "Making Learning Relevant: Principles and Evidence from Recent Experiences" (Peter Taylor, Daniel Desmond, James Grieshop and Aarti Subramaniam), devotes specific attention to strategies linking the formal school teaching with students' life environment, including agriculture, and to garden-based learning. The intention is to provide updated information and new insights on much-debated aspects which are often associated with rural areas although their application is much broader. Chapter IV, "Strategies and Institutions for Promoting Skills for Rural Development" (David Atchoarena, Ian Wallace, Kate Green, and Candido Alberto Gomes), shifts the analysis from education to work and discusses the implications of the transformation of rural labor markets for skill development. A particular concern is the rise in rural non-farm employment and the need to enlarge the policy focus from agricultural education and training to technical and vocational education for rural development. This debate is taken further in Chapter V, "Higher Education and Rural Development: A New Perspective" (Charles Maguire and David Atchoarena), which considers higher level skills and the contribution of the tertiary education sector to rural development. Special attention is given to the reform of higher agricultural institutions and lessons based on case studies are provided to document good practice in institutional reform. Finally, Chapter VI, "Main Findings and Implications for Policy and Donor Support" (David Atchoarena with Lavinia Gasperini, Michael Lakin and Charles Maguire), concentrates on the main findings of the study and discusses policy implications and possible responses for donors and countries. Book excerpt: Over the past few decades, the developing world has seen unprecendented urban growth and urban areas have had to deal with a number of complex problems as a result. While population growth is one of the factors contributing to the deprivation and decay characteristic of most urban areas in the developing world, there are other factors. Apart from demographic and economic factors, the political organization factor of centralization has concentrated decision-making and with it resources in the urban areas, leading to further rural-urban migration. Another factor is one of colonialism. The transfer of foreign social structures and technology, while offering alternatives, has dislocated and significantly altered indigenous patterns of development in the developing world. This book examines a region where this last factor is a major significance; Zambia's copperbelt. Here, the concentration of towns which were developed very rapidly in the 1930s made Zambia one of the most highly urbanized Sub-Saharan countries. By focusing on copperbelt towns, the book provides a critical analysis of the development of urban policy in Zambia. Aspects of conflict and cooperation between different interest groups and - where relevant - their economic relationships are explored and a structural conflict model of urban management is proposed. The book concludes that, with proper management, existing and emerging sectional interests in urban areas can help provide conditions which foster the formulation of equitable urban policy. Although focused on Zambia, the proposed structural conflict approach has potential for wider application.

Light Manufacturing in Zambia shows that Zambia has the potential to become regionally competitive in several light manufacturing subsectors by leveraging its comparative advantage in natural resource industries such as agriculture, livestock, and forestry. Light Manufacturing in Zambia has several innovative features. First, it provides in-depth cost comparisons between Zambia and four other countries in Asia and Africa at sector and product levels. Second, the book uses a wide array of quantitative and qualitative techniques to identify key constraints to enterprises and to evaluate differences in the performance of firms across countries. Third, it uses a focused approach to identify country- and industry- specific constraints. Fourth, it highlights the interconnectedness of constraints and solutions. For example, solving the manufacturing input problem requires actions in agriculture, education, and infrastructure. This book suggests directing government policies toward removing constraints in a few of the most promising light manufacturing sectors using practical and innovative solutions inspired by the fast-growing Asian economies whose starting point 20 years ago was not very different from Zambia's today. Growing production of light manufacturing goods would allow Zambia to capture more value from its raw materials and create more jobs.
