Book excerpt: "The asset-based approach considers links between households' productive, social, and locational assets; the policy, institutional, and risk context; household behavior as expressed in livelihood strategies; and well-being outcomes. For sustainable poverty reducing growth, it is critical to examine household asset portfolios and understand how assets interact with the context to influence the selection of livelihood strategies, which in turn determine well-being. Policy reforms can change the context and income-generating potential of assets. Investments can add new assets or increase the efficiency of existing household assets, and also improve households' risk management capacity to protect assets. After all is said and done, a household's asset portfolio will determine whether growth and poverty reduction can be achieved and sustained over time. The asset-based framework is amendable to different analytical techniques. Siegel suggests combining quantitative and qualitative spatial and household level analyses (and linked spatial and household level analyses) to deepen understanding of the complex relationships between assets, context, livelihood strategies, and well-being outcomes. Book excerpt: The rural economy in Bangladesh has powerfully advanced economic growth and substantially reduced poverty, especially since 2000, but the remarkable transformation and unprecedented dynamism in rural Bangladesh remain an underexplored, underappreciated, and largely untold story. Dynamics of Rural Growth in Bangladesh: Sustaining Poverty Reduction tells that story and inquires what specific actions Bangladesh might take—given the residual poverty and persistent malnutrition—to accelerate and channel its rural dynamism to sustain the gains in eliminating poverty, achieving shared prosperity, and advancing national aspirations to achieve middle-income status. The central element of this study, undertaken with the Government of Bangladesh Planning Commission to address key questions elicited through extensive consultation, is an empirical analysis that illuminates the underlying dynamics of rural growth, particularly the role of agriculture and its relationship to the nonfarm economy. Using all sources of data available for the macro-, meso-, and microhousehold levels, the analysis provides new evidence on changes in the rural economy and the principal drivers of rural incomes. It also examines market performance for high-value agricultural products and agriculture†“nutrition linkages, based on new surveys and analysis. The resulting evidence, examined in light of the rich knowledge of rural development in Bangladesh, is used to delineate the implications for policy and the strategic priorities for sustaining future rural development, poverty reduction, food security, and nutrition. The effects of policy reforms, changes in technology, and investments in infrastructure and human capital described here, along with the persistent enterprise of rural Bangladeshi households, offer a compelling case study of how mutually reinforcing actions can trigger the highly-sought-after virtuous cycle of rural development. The findings clearly demonstrate the pro-poor nature of agricultural growth and its catalytic role in stimulating the rural nonfarm economy. They show that households have no linear or predictable pathway out of poverty; instead, they wisely employ a combination of farm and nonfarm income strategies to climb out of, and then stay out of, poverty. The results represent a strong contribution to the global thinking on rural transformation and on how agriculture in particular sustains the economic momentum that fosters poverty reduction and more widespread prosperity.

Migration patterns and dynamics from, to and between rural areas are profoundly differentiated across regions, and flows have considerably evolved over time. Yet, more recently, rural migration takes place in the unique situation of a major rural and urban demographic increase, which results in critical socio-economic and environmental challenges. In this context, intertwined migration drivers emerge and call for a better understanding of on-going dynamics. This working paper draws on a combination of literature review and data analysis, building on the results of the Atlas "Rural Africa in motion. Dynamics and drivers of migration South of the Sahara". This mixed approach is used to propose a conceptual framework based on past, current and future drivers of migration, then to examine observed patterns of rural migration and finally to discuss drivers’ characteristics and dynamics from case studies and existing datasets.

The Dutch government is promoting enhancing circular agriculture as an important rural development strategy in response to the challenges the sector is facing. All farmers in the country will have to be involved in closed cycles by 2030, but many farmers do not want to or cannot make this transition. This study aims to identify the different factors that influence a farmer's decision to transition towards circular agriculture. Based on thirteen semi-structured interviews with already transitioned farmers, a policy officer, a consultant, and a coordinator of a circular farmers' network, it presents an updated framework through which the linkages between different drivers and circular agriculture as a rural development strategy can be studied. This study informs policy makers, and fills a gap in literature between studies on rural development, drivers of diversification, and circular agriculture. From the results, it becomes clear that the most important incentives for farmers to actively work on closing their cycles, are the presence of a learning network, subsidies, and the personal objectives related to gaining insights into the business. Circular agriculture should not be seen as a rural development strategy per se. Many farmers do not link circular agriculture to rural development strategies, but see their business as circular by nature. It fits many different farming styles, and has the potential to contribute to sustainability in the sector as it reduces the creation of waste and need for inputs, regardless of what strategies are pursued. Further research is needed to test the framework in different contexts, and to gain a deeper understanding of the factors that withhold farmers from actively transitioning towards closed cycles.

Rural Wealth Creation makes numerous contributions to research on sustainable rural development. Important distinctions are drawn to help guide wealth measurement, such as the difference between the wealth located within a region and the wealth owned by residents of a region, and privately owned versus publicly owned wealth. Case study chapters illustrate these distinctions and demonstrate how different forms of wealth can be measured. Achieving healthy and viable rural communities in the face of rapidly changing social, ecological and economic conditions is a declared global priority. As a result, governments all over the world, in both developed and developing countries, are now prioritizing rural and regional development through policies and programs aimed at enhancing the livelihoods of people living in rural regions. In recognition of the important roles that research can play in rural development, a range of systematic literature reviews have rightly examined key priorities in rural development including education, gender, economic development (especially agriculture), and health and nutrition (see Department for International Development [DFID], 2011). However, none of these works has systematically examined the extent to which rural development as a field of research is progressing towards facilitating sustainable change. This book evaluates trends in rural development research across the five continental regions of the world. Specifically, it assesses the total publication output relating to rural development, the types of publications, their quality and impact over the last three decades. Additionally, it evaluates the continental origins of the publications as well as the extent to which such publications engage with issues of sustainability. The aim is to determine whether the rural development field is growing in a manner that reflects research and policy priorities and broader social trends such as sustainability. Development policy makers, practitioners, those teaching research methods and systematic literature reviews to undergraduate and graduate students, and researchers in general will find the book both topical and highly relevant.

Book excerpt: This study utilizes a recursive dynamic general equilibrium model calibrated with data for Tanzania to explore the link between agricultural and rural development spending and four development outcomes: economic growth, job creation, poverty reduction, and diet quality. Results show that no single expenditure option is the most effective in achieving all four desired development outcomes for Tanzania. Productivity-enhancing agricultural interventions in horticulture are effective at generating growth in the agri-food system (AFS) and improving diets, but have a limited effect on employment. Supporting cereal producers has large effects on growth and poverty reduction, with relatively high returns per dollar invested, but its effect on diet quality is weak. Providing livestock services to milk and poultry farmers consistently ranks high across the outcome indicators, with strong employment effects on downstream AFS. Crop research and development and feeder roads generate moderate impacts on all four outcomes. Partially reallocating the budget towards the most cost-effective spending options can substantially increase the development effectiveness for Tanzania of agriculture sector support expenditures. The approach adopted in this study can help policymakers design and prioritize agricultural interventions and expenditure portfolios that better reflect the country’s broad food system.
