Rural development plays a key role in attaining the targets. The Bangladesh Academy for Rural Development (BARD) is a pioneer institute for attaining rural development in Bangladesh. The academy is acknowledged as a center of excellence regarding training, research and action research. The institute was established in 1959 with the intention of provide training to the public officials and representatives of the local government and village institutions on diverse matters concerning to rural development. Still, the institution provides training to diverse stakeholders. Moreover, a large quantity of international clientele comprising scholars, research fellows, experts, government bureaucrats, affiliates of diplomatic corps and global organizations visit the academy. The academy has been steering socio-economic study from the time of its beginning. Research outcomes are used as training resources and contributions for introducing action research by the Academy itself. It also works as data resources and policy ideas for the policy makers, Ministries, and Planning Commission. In certain circumstances, these are also dispersed among the global organizations and institutes. BARD conducts investigational projects to progress models of better-quality institution, managerial arrangements in addition to harmonization and approaches of production. The project events generally include the villagers' development institutes, local bodies and public officials. To this point the Academy has directed more than 50 investigational projects on different facets of rural development. Finally, in the era of globalization and pressure of implementation of Sustainable Development Goals (SDGs), the book provides an immense knowledge on "Rural Development" issue in Bangladesh perspective"--

Book excerpt: This report, compiled with the assistance of Statistics Canada, shows that agriculture is no longer the dominant sector providing employment for rural populations in OECD countries. Today, in all member nations, the vast majority of rural employment opportunities are in non-agricultural activities. Even in the predominantly rural regions, less than a quarter of the total employment is in agriculture, forestry and fisheries. At least every second job is in the service sector, and in some countries, the proportion is even higher. Employment growth in the predominantly rural regions has been primarily, if not exclusively, due to substantial increases in service sector employment. Between 1980 and 1990, employment in this sector grew 15% to 25% in those regions. In most countries, this was often better than the national average in developing new employment opportunities. In many countries, such as Canada and Norway, a significant number of rural regions did better than the national average in developing new employment opportunities. So, being rural is not a handicap to job creation. On the contrary, some rural regions are the most innovative and dynamic elements of a country.

Book excerpt: This paper analyzes poverty dynamics in rural Bangladesh using a nationally representative panel dataset of 5,260 rural households interviewed in 2011/12 and 2015. We find that education, savings, assets, non-farm employment, substantial safety net transfers, and women’s empowerment are key factors in breaking persistent poverty; and savings, non-farm engagement, and substantial safety net transfers prevent households from falling into poverty. The results are consistent across multinomial logit, logit, and simultaneous quantile regression models. Thus, policies and programs that address the determinants of persistent and transient poverty identified in this study hold promise for sustained poverty reduction in rural Bangladesh.

Book excerpt: The World Bank Group has two overarching goals: End extreme poverty by 2030 and promote shared prosperity by boosting the incomes of the bottom 40 percent of the population in each economy. As this year’s Poverty and Shared Prosperity report documents, the world continues to make progress toward these goals. In 2015, approximately one-tenth of the world’s population lived in extreme poverty, and the incomes of the bottom 40 percent rose in 77 percent of economies studied. But success cannot be taken for granted. Poverty remains high in Sub- Saharan Africa, as well as in fragile and conflict-affected states. At the same time, most of the world’s poor now live in middle-income countries, which tend to have higher national poverty lines. This year’s report tracks poverty comparisons at two higher poverty thresholds—$3.20 and $5.50 per day—which are typical of standards in lower- and upper-middle-income countries. In addition, the report introduces a societal poverty line based on each economy’s median income or consumption. Poverty and Shared Prosperity 2018: Piecing Together the Poverty Puzzle also recognizes that poverty is not only about income and consumption—and it introduces a multidimensional poverty measure that adds other factors, such as access to education, electricity, drinking water, and sanitation. It also explores how inequality within households could affect the global profile of the poor. Dhaka, the economic powerhouse of the country, stands on the cusp of a dramatic transformation that could make it much more prosperous and livable. Today, Dhaka is prone to flooding, congestion, and messiness, to a point that is clogging its growth. But toward its east, where two major highway corridors will one day intersect, is a vast expanse of largely rural land. And much of it is within 6 kilometers of the most valuable parts of the city. The time to make the most of this eastward opportunity is now. Many parts of East Dhaka are already being developed in a haphazard way at an alarmingly rapid pace. Private developers are buying land and filling it with sand so they can build and sell new houses and apartments. Canals and ponds are disappearing, and the few narrow roads crossing the area are being encroached by construction. This spontaneous development could soon make East Dhaka look like the messy western part of the city, and retrofitting it later will be more difficult and costlier than properly planning and developing it now. Toward Great Dhaka: A New Urban Development Paradigm Eastward seeks to analyze how the opportunity of East Dhaka could be realized. Using state-of-the-art modeling techniques, the study simulates population, housing, economic activity, and commuting times across the 266 unions that constitute Greater Dhaka. It does so under various scenarios for the development of East Dhaka, but always assessing the implications for the entire city. The simulations suggest that pursuing a strategic approach to the development of East Dhaka would make Greater Dhaka a much more productive and livable city than continuing with business as usual. Based on current trends, Greater Dhaka would have a population of 25 million in 2035 and an income per capita of US$8,000 at 2015 prices. However, embracing a strategic approach would add 5 million people to the city. And, it would be a more productive city, with nearly 1.8 million more jobs and an income per capita of more than US$9,200 at 2015 prices, enough to put Dhaka on the map of global cities.

Book excerpt: The relationship between the agrarian structure of Bangladesh and its problems of rural development is established in this study based on four years (1975-79) of field research. The authors suggest that the concentration of land in the hands of a rural elite is the principal impediment to the participation of weaker sections of the peasantry in economic progress. Tracing the failure of local attempts to change Bangladesh's agrarian structure by legislative means, they outline a modified program for rural development that is linked to agrarian reform. Agrarian reform, Drs. Jannuzi and Peach argue, is the prerequisite for a rural development strategy that provides for both economic growth and improved income distribution; thus, approaches to rural development in Bangladesh that place reliance on new agricultural technology without first changing the institutions that determine peoples' relationships to the land are not viable. The authors' policy recommendations, grounded in new data on the relative proportions of owners of land, sharecroppers, and the landless, are supplemented by a theoretical analysis of the institution of sharecropping and detailed field work methodology.

In doing so, the book examines the political economic dynamics and offers valuable insights into the current state of the Bangladeshi economy in light of stability, transformability and sustainability. Pointing to the ‘high’ rate of growth in gross domestic product (GDP) in Bangladesh, there is wide belief that economic growth can be obtained even without functioning institutions, and is more important than an inclusive political system. Advocates go on to argue that authoritarianism may be condoned as long as a steady course of development is perused. However, the inadequacy of comparative analysis in to the state of the economy of Bangladesh vis-à-vis other relevant economies makes such claims myopic and parochial. This book thus investigates the numbers and narratives to ascertain the validity of such assertions and lamentations by looking at the necessary and sufficient conditions of development. The necessary conditions imply an incisive inquiry into the factors of economic growth— land, labour, capital and technology while sufficient conditions warrant a penetrating incisive inquiry into the factors of economic growth— land, labour, capital and technology. As such, the book explores development by drawing variables of politics and economics to find out a causal relationship, and interjects these variables have on themes such as growth, agriculture, manufacturing industry, financial sector, health, education, poverty and inequality.
