Over a quarter of forests in developing countries are now owned by or assigned to communities and there is a growing community forestry movement in developed countries such as Canada and the USA. There is, however, no economic theory of community forestry and no systematic treatment of the potential economic advantages of promoting Community forestry in developed countries. As a result much of the policy debate over forest management and forest tenure rests on confused and often erroneous views held by policy makers and encouraged by the dominant forestry industry. The Economic Theory of Community Forestry aims to address this gap and provides the tools for understanding community forestry movement as an alternative form of ownership that can mobilize community resources and encourage innovation. It uses a wide range of economic principles to show how community forestry can be economically superior to conventional forestry; provides examples from Canadian practice; and discusses the regulatory regime that policy makers must put in place to benefit from community forestry. This strategy replaces the Bank's 1991 Forestry Strategy, and was developed on the basis of the findings of an independent review of the 1991 strategy and a two-year consultative process with development partners and stakeholders around the world. The revised strategy, Sustaining Forests, is built on three guiding pillars: harnessing the potential of forests to reduce poverty, integrating forests into sustainable economic development, and protecting global forest values. Recognizing the key role forests play in contributing to the livelihoods of people living in extreme poverty, government and local ownership of forest policies and interventions are emphasized along with the development of appropriate institutions to ensure good governance and the mainstreaming of forests into national development planning. The strategy also aims to support ecologically, socially and economically sound management of production forests by ensuring good management practices through application of safeguard procedures and independent monitoring and certification. Implementation of the strategy will center on building and strengthening partnerships with the private sector, non-governmental organizations, and other donor agencies to promote better forest conservation and management at country and global levels.

Es wird gezeigt, dass im Rahmen von Regional Governance-Initiativen konventionelle und innovative Potentiale für die Forstwirtschaft bestehen. Diese können jedoch aufgrund unterschiedlicher Informationsstände, verschiedener Kapazitäten sowie unterschiedlicher Anreizwirkungen nicht von allen Akteursgruppen gleichermaßen realisiert werden. Die vorgefundenen politischen Determinanten von Regional Governance umfassen die Konkurrenz zwischen Regional Governance-Institutionen und demokratisch legitimierten Institutionen, die Strategie höherer politischer Ebenen zur Erlangung von Einfluss auf Regionalpolitik, sowie die Prägung von Regional Governance durch die Interessen von starken Akteuren und deren Koalitionen. In diesem Zusammenhang wird gezeigt, dass der sektorübergreifende Anspruch von Regional Governance aufgrund sektoraler Interessenlagen sowohl in der Formulierung als auch im regionalen Vollzug nicht erfüllt wird und sich lediglich punktuelle Integrationserfolge auf Projektebene erreichen lassen. Diese Ergebnisse lassen sich durch zweierlei Machtstrategien erklären: Einerseits das Bemühen übergeordneter politischer Ebenen, ihren Einfluss auf Regionalpolitik auszuweiten und andererseits die Strategie von konkurrierenden Politiksektoren, ihren Einflussbereich zu verteidigen bzw. zu Lasten anderer Sektoren auszudehnen.

Taungya is a system of forest plantations in which peasants are allowed to cultivate crops for the first few years between the seedlings of a forest plantations. Recent modifications to the taungya system include social and economic benefits to participating families. This book describes the history and current practices of taungya, as it has developed in Southeast Asia since its introduction to Burma in the 1860s, and assesses its strengths and weaknesses. It suggests social, economic and technical modifications that may help make taungya a method for improving the sustainability of forestry in developing countries (in Africa and South America as well as Asia), and will interest those concerned with tropical forestry, agroforestry systems and rural development.
