Book excerpt: In Sub-Sahara Africa, the sector of informal micro-enterprises (IMEs) is already employing a large share of the labour force in both urban and rural areas. This study reviews the ways in which the owners and workers of IMEs have acquired their vocational and management skills. It reviews the contributions of all the different training providers, including public sector training institutes, private sector training providers, and training centres run by NGOs and other non-profit organizations. The study finds that informal apprenticeship training is by far the most common source of various skills - in some countries it is likely to be responsible for 80-90% of all ongoing training efforts. Informal apprenticeship training presents a number of important advantages. At the same time it has a number of limitations. The study concludes that there is a major challenge to improve the transfer of relevant skills to IME operators, both through pre-employment training and skills upgrading. In view of the scope of the challenge to provide hundreds of thousands IME owners and workers, as well as large numbers of out of school youths with relevant practical and management skills, it suggests to build upon the strengths of the existing practices of informal apprenticeship training and to remedy its weaknesses by involving professional training providers in upgrading its training organization and delivery, quality and efficiency, and final training outcomes. It reviews the results of a number of innovative interventions in different African countries that are working in this direction. Finally, the study suggests that there is an interesting potential in ‘business-embedded training’ provided by private companies as part of their regular business operations.

However, key challenges remain, including (a) enrolling the last 10 15 percent of out-ofschool children, including a growing number of HIV/AIDS orphans (one of every 10 African children by 2010); (b) improving learning outcomes; and (c) reducing dropout. Maintaining progress will require continuing the reforms to (a) implement cost-effect.

Book excerpt: The International Labor Organization (ILO), founded in 1919 at the Paris Peace Conference, was the first international organization established prior to World War II to mention women in its constitution. Organized to promote the "protection of young children, young persons and women," its original Labor Charter stood by the principle that "men and women should receive equal renumeration for work of equal value." Social Justice for Women provides the first comprehensive and analytical history of the ILO with respect to women, examining the origins, operations, and successes and weaknesses of its policies. Carol Riegelman Lubin, a staff member of ILO for seventeen years, and Anne Winslow, for twenty-two years editor for the Carnegie Endowment, explore the important role played by women of the American and British trade union movement in the founding of the ILO. In surveying the organization's history and structure, they ask how the ILO's concern with women has manifested over the years, if it was faithful to its constitution, how it dealt with conflicting needs of women from industrialized nations and Third World countries, and what its relationship was to the international feminist movement. The specific subject is to rethink the development of the East African mountains in relation to the fast growing towns and cities that surround them. Three East-African mountains were chosen: Mount Kenya, Mount Elgon (Ugandan side) and Uporoto Mountains (Tanzania). Comparisons are included, especially with Mount Kilimanjaro, which has been studied in previous books and programs (e.g. Kilimanjaro: Mountain, Memory and Modernity, Mkuki na Nyota, Dar es Salaam, 2006). The authors are East African (Tanzania, Uganda, Kenya) and French scholars, most of them geographers. Made from 12 contributions, this book focuses on a recent change in those mountains: a growing urbanization which shapes new mountain systems. This phenomenon, which is actually a major upheaval, is the focal point of this book, giving rise to this question: what are the links between Rural-Urban evolution in such contexts? What are the impacts on livelihoods and development? This book, covering social and environmental scientific issues relating to Rural-Urban nature, is the first of its kind for African mountains.

The subjects of theological methods, contextual hermeneutics, and appropriate curriculum are given special attention. Of course even foundational issues cannot be discussed in a vacuum and so each of the essays addresses these foundational subjects in the light of African realities. Part Two deals with 'Contemporary Issues.' It is particularly in this section that the traditional themes in African theology have been somewhat displaced by concerns which are today very pressing indeed. Three essays are devoted to the question of HIV/AIDS. This disease, which has devastated the African continent, demands a theological and practical response from those who claim to follow Jesus Christ. If the churches do not respond to this crisis with energy and determination we should not be surprised if the next generation wonders whether the Gospel has the power which we claim that it has. Two essays address the question of Islam and Muslim-Christian Relations in Africa. The resurgence of Islam in the world today is a concern of many. For those who believe in Jesus, this is a challenge which demands much wisdom and love. How should we respond to our Muslim neighbours? What are appropriate and thoughtful ways to share the love of Christ? Two further essays appear under the title of 'The Marginalized.' This could, of course, be a much large section. Those who suffer from AIDS could be included in this number, and one might have expected to see at least one essay on the place of women. In this volume, however, the 'disabled' and youth are highlighted. Both groups are clearly in need of the attention of the churches, and both groups are clearly misunderstood and neglected. The final section of Part Two contains essays, which focus attention on 'Theological Paedagogy.' All of the other contributions to this volume make suggestions and arguments about curriculum, resources, and issues of concern for theological educators. The causal aim of this book is that these essays may help us to reflect in an intentional way on the implications of contemporary realities for the future of theological education.

The Labor Market for Health Workers in Africa uses the analytical tools of labor markets to examine the human resource crisis in health from an economic perspective. Africa's labor markets are complex, with resources coming from governments, donors, the private sector, and households. Low numbers of health workers and poor understanding of labor market dynamics are major impediments to improving health service delivery. Yet some countries in the region have developed innovative solutions with new approaches to creating a robust health workforce that can respond to the continent's health challenges. As Africa grows economically, the invaluable lessons in this book can help build tomorrow's African health systems.
