This paper asks what drought and water scarcity management options are currently applied in England and Wales and contrasts it with international literature. This research will also deviate from the standard differentiation of supply versus demand options and present a new classification focussing on different stakeholder groups or overarching water governance issues. This new typology helps identifying weaknesses in current drought and water scarcity management. The literature review shows a tendency towards proactive measures that focus on cross-sectoral collaboration, abstractor groups and valuing water. In contrast, the results for England and Wales, based on an analysis of water companies' Water Resources Management Plans, show that only a limited number of the international available options are applied and that the currently applied options focus on restricting water use in times of drought but focus less on preventing droughts in a larger context of water governance. Thus, to tackle future challenges such as climate change and population growth, water companies and regulators should embrace the introduction of more proactive drought management options.

Book excerpt: This report finds that Europe is not doing enough to protect itself from the threats to water resources in large parts of the continent. Urgent action is required to safeguard water quality and availability in the UK and many areas of Europe which are already suffering from the effects of a significant lack of rain. The Government should bring forward the deadline for reforming the water abstraction regime, outlined in its Water White Paper ('Water for life', Cm. 8230, ISBN 9780101823029). More than 10% of rivers are abstracted to an extent that may damage water ecosystems, but the Government has set a target of the mid to late 2020s for reforming the regime, which fails to respond to the urgency of the situation. Other recommendations include: the EU must start planning immediately for a future in which water resources will be increasingly uncertain; the Government must allow the cost of water to increase where other measures to tackle water scarcity have failed; more must be done to promote the catchment level as an important level of governance, in the Blueprint for the future of the EU's water resources (due later this year); local stakeholders (for example, rivers trusts, amenity groups, anglers and farmers) should be allowed to play a much greater role in decisions on issues such as river catchments, in order to reconnect people with the value of water as a resource; and the EU should encourage all Member States to develop national water scarcity and drought management plans.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
