Book Legal Frameworks for Transparency in Water Utilities Regulation

Download or read book Legal Frameworks for Transparency in Water Utilities Regulation written by Mohamad Mova Al'Afghani and published by Routledge. This book was released on 2016-08-12 with total page 251 pages. Available in PDF, EPUB and Kindle. Book excerpt: Transparency in the regulation of water utilities is essential in order to ensure quality and fairness. This book explores and compares different regulatory arrangements in the water utilities sectors in three jurisdictions to determine which regulatory and ownership model is most transparent and why. The three jurisdictions considered are England (UK), Victoria (Australia) and Jakarta (Indonesia). Following an introduction to the importance of transparency in water utilities regulation, the book provides an overview of the three chosen jurisdictions and their legal and institutional frameworks. Through a comparison of these the author explores the contested and difficult terrain of "privatization", as (often) opposed to public ownership, in which it is shown that the relationships between transparency and ownership models are not as clear-cut as might be assumed. Chapters consider various aspects and outcomes of the regulatory process and the role of transparency, including topics such as regulators' internal governance mechanisms, utilities corporate governance, licensing and information flow, freedom of information and transparency in tariffs and pricing, as well as customer service. The book concludes with a summary of lessons learned to inform the refinement of transparency in utilities regulation.

Book Institutional Governance and Regulation of Water Services

Download or read book Institutional Governance and Regulation of Water Services written by Michael J. Rouse and published by IWA Publishing. This book was released on 2013-09-14 with total page 301 pages. Available in PDF, EPUB and Kindle. Book excerpt: Institutional Governance and Regulation of Water Services aims to provide the key elements of policy, governance and regulation necessary for sustainable water and sanitation services. On policy matters, it covers important aspects including separation of policy and delivery, integrated planning, sustainable cost recovery, provisions for the poor, and transparency. Regulation and Regulatory Bodies are presented in their various forms, with discussion of why some form of independent scrutiny is essential for sustainability. The focus is on what works and what does not, based on consideration of basic principles and on case studies in both developing and developed countries. The early chapters discuss the key elements, with later chapters considering how these elements have come together in successful reforms of public sector operations. A chapter is devoted to the successful use of the private sector based on lessons learnt from ‘failures’ of private contracts and the need for the application of sound procurement principles. The current trend is for a public sector model which benefits from business approaches, the so-called corporatised public utility. Experience since the publication of the first edition in 2007 reinforces the importance of the key elements for sustainable water services. This second edition brings the material up to date and with some increased emphasis on public participation in its many forms. It refers to the opportunity for progress provided by the UN Declaration of Water and Sanitation as a Human Right, but only if it is implemented in a practical and sustainable way. Institutional Governance and Regulation of Water Services is aimed at providing an informative source for national and local governments responsible for water policy, for water utility managers, and for students who will be the policy makers of tomorrow. It is a teaching aid for courses on water policy, governance and regulation. About the Author: Michael Rouse is a Distinguished Research Associate at the University of Oxford and manages the Institutional Governance and Regulation module of the University’s MSc Course on Water Science, Policy and Management. He was formerly Head of the Drinking Water Inspectorate in London and has extensive knowledge and experience of water governance and regulation, including all aspects of audit and enforcement, and the governance issues related to both public sector management and privatisation. He has wide knowledge of water technical and operational matters, based on his applied research and development background at the Water Research Centre, where he spent 9 years as Managing Director. Michael has a good understanding of international water matters and advises governments on policy and regulation. He is a Past President of the International Water Association. He is a visiting professor at Tsinghua University in Beijing and at the Shanghai Academy of Social Science. In 2000 he was awarded the CBE (Commander of the British Empire) for his professional services.

Book Drinking Water Regulation and Health

Download or read book Drinking Water Regulation and Health written by Frederick Pontius and published by John Wiley & Sons. This book was released on 2003-08-01 with total page 1072 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Drinking Water Act Amendments of 1996 instituted wide-ranging regulatory changes to the seminal Safe Drinking Water Act (SDWA)-such as providing funding to communities facing health risks, focusing regulatory efforts on contaminants posing such health risks, and adding flexibility to the regulatory process- and the amendments continue to shape regulations and regulatory policy to this day. Editor Frederick Pontius's Drinking Water Regulation and Health provides a comprehensive, up-to-date resource on the current regulatory landscape. Drinking Water Regulation and Health serves as a guide for water utilities, regulators, and consultants, forecasting future trends and explaining the latest developments in regulations. A diverse group of contributors covers topics such as water treatment, water protection, how some of the regulations have been interpreted in the courts, how water utilities can stay in compliance, and how to satisfy customer expectations, especially sensitive subpopulations. Divided into four sections - The SDWA and Public Health, Regulation Development, Contaminant Regulation and Treatment, and Compliance Challenges - the book includes chapters on: * Improving Waterborne Disease Surveillance * Application of Risk Assessments in Crafting Drinking Water Regulations * Control of Drinking Water Pathogens and Disinfection By-Products * Selection of Treatment Technology for SDWA Compliance * Death of the Silent Service: Meeting Consumer Expectations * Achieving Sustainable Water Systems * What Water Suppliers Need to Know About Toxic Tort Litigation
