This book explores how such a process took place in Russia from 1917 through 1920, when the Bolshevik coup of November 1917 led to the creation of two regimes: the Bolshevik "Reds" and the anti-Bolshevik "Whites." As Reds consolidated their one-party dictatorship and nursed global ambitions, Whites struggled to achieve a different vision for the future of Russia. Anatol Shmelev illuminates the White campaign with fresh purpose and through information from the Hoover Institution Archives, exploring how diverse White factions overcame internal tensions to lobby for recognition on the world stage, only to fail—in part because of the West's desire to leave "the Russian question" to Russians alone. In the Wake of Empire examines the personalities, institutions, political culture, and geostrategic concerns that shaped the foreign policy of the anti-Bolshevik governments and attempts to define the White movement through them. Additionally, Shmelev provides a fascinating psychological study of the factors that ultimately doomed the White effort: an irrational and ill-placed faith in the desire of the Allies to help them, and wishful thinking with regard to their own prospects that obscured the reality around them.

Book excerpt: Building on constructivist approaches to international relations this book develops a narrative theory of identity, action and foreign policy, which is then applied to account for the evolution of Finnish foreign policy. The book adopts an innovative approach by showing how foreign policy orientations need to be seen as grounded in overlapping and competing sets of identity narratives that reappear in different forms through history. By emphasising the dynamism implicit within identity narratives the book not only challenges traditional rationalist materialist approaches to foreign policy analysis, but also the current tendency to depict the story of Finnish foreign policy, identity and history as one of a gradual move towards a Western location. Rather the book emphasises elements of multiplicity and contingency, whilst re-establishing foreign policy as a highly political process concerned with power and the right to define reality and national subjectivity.

Nobody had ever taken into account the possibility that some day German divisions would have to fight and to winter in northern Karelia and on the Murmansk coast.’ (Lieutenant-General Waldemar Erfurth, German Army). Despite this statement, the German Army’s first campaign in the far north was a great success: between April and June 1940 German forces totaling less than 20,000 men seized Norway, a state of three million people, for minimal losses. Hitler’s Arctic War is a study of the campaign waged by the Germans on the northern periphery of Europe between 1940 and 1945. As Hitler’s Arctic War makes clear, the emphasis was on small-unit actions, with soldiers carrying everything they needed – food, ammunition and medical supplies – on their backs. The terrain placed limitations on the use of tanks and heavy artillery, while lack of airfields restricted the employment of aircraft. Hitler’s Arctic War also includes a chapter on the campaign fought by Luftwaffe aircraft and Kriegsmarine ships and submarines against the Allied convoys supplying the Soviet Union with aid. However, Wehrmacht resources committed to Norway and Finland were ultimately an unnecessary drain on the German war effort. Hitler’s Arctic War is a groundbreaking study of how war was waged in the far north and its effects on German strategy.
