Book excerpt: Thanks to advances in technology, medicine, Social Security, and Medicare, old age for many Americans is characterized by comfortable retirement, good health, and fulfilling relationships. But there are also millions of people over 65 who struggle with poverty, chronic illness, unsafe housing, social isolation, and mistreatment by their caretakers. What accounts for these disparities among older adults? Sociologist Deborah Carr’s Golden Years? draws insights from multiple disciplines to illuminate the complex ways that socioeconomic status, race, and gender shape the nearly every aspect of older adults’ lives. By focusing on an often-invisible group of vulnerable elders, Golden Years? reveals that disadvantages accumulate across the life course and can diminish the well-being of many. Carr connects research in sociology, psychology, epidemiology, gerontology, and other fields to explore the well-being of older adults. On many indicators of physical health, such as propensity for heart disease or cancer, black seniors fare worse than whites due to lifetimes of exposure to stressors such as economic hardships and racial discrimination and diminished access to health care. In terms of mental health, Carr finds that older women are at higher risk of depression and anxiety than men, yet older men are especially vulnerable to suicide, a result of complex factors including the rigid masculinity expectations placed on this generation of men. Carr finds that older adults’ physical and mental health are also closely associated with their social networks and the neighborhoods in which they live. Even though strong relationships with spouses, families, and friends can moderate some of the health declines associated with aging, women—and especially women of color—are more likely than men to live alone and often cannot afford home health care services, a combination that can be isolating and even fatal. Finally, social inequalities affect the process of dying itself, with white and affluent seniors in a better position to convey their end-of-life preferences and use hospice or palliative care than their disadvantaged peers. Carr cautions that rising economic inequality, the lingering impact of the Great Recession, and escalating rates of obesity and opioid addiction, among other factors, may contribute to even greater disparities between the haves and the have-nots in future cohorts of older adults. She concludes that policies, such as income supplements for the poorest older adults, expanded paid family leave, and universal health care could ameliorate or even reverse some disparities. A comprehensive analysis of the causes and consequences of later-life inequalities, Golden Years? demonstrates the importance of increased awareness, strong public initiatives, and creative community-based programs in ensuring that all Americans have an opportunity to age well.

In Status, sociologist and social psychologist Cecilia Ridgeway examines how this ancient and universal form of inequality influences today’s ostensibly meritocratic institutions and why it matters. Ridgeway illuminates the complex ways in which status affects human interactions as we work together towards common goals, such as in classroom discussions, family decisions, or workplace deliberations. Ridgeway’s research on status has important implications for our understanding of social inequality. Distinct from power or wealth, status is prized because it provides affirmation from others and affords access to valuable resources. Ridgeway demonstrates how the conferral of status inevitably contributes to differing life outcomes for individuals, with impacts on pay, wealth creation, and health and wellbeing. Status beliefs are widely held views about who is better in society than others in terms of esteem, wealth, or competence. These beliefs confer advantages which can exacerbate social inequality. Ridgeway notes that status advantages based on race, gender, and class—such as the belief that white men are more competent than others—are the most likely to increase inequality by facilitating greater social and economic opportunities. Ridgeway argues that status beliefs greatly enhance higher status groups’ ability to maintain their advantages in resources and access to positions of power and make lower status groups less likely to challenge the status quo. Many lower status people will accept their lower status when given a baseline level of dignity and respect—being seen, for example, as poor but hardworking. She also shows that people remain willfully blind to status beliefs and their effects because recognizing them can lead to emotional discomfort. Acknowledging the insidious role of status in our lives would require many higher-status individuals to accept that they may not have succeeded based on their own merit; many lower-status individuals would have to acknowledge that they may have been discriminated against. Ridgeway suggests that inequality need not be an inevitable consequence of our status beliefs. She shows how status beliefs can be subverted—as when we reject the idea that all racial and gender traits are fixed at birth, thus refuting the idea that women and people of color are less competent than their male and white counterparts. This important new book demonstrates the pervasive influence of status on social inequality and suggests ways to ensure that it has a less detrimental impact on our lives.

What can the United States learn from these other countries about how to provide children from disadvantaged backgrounds an equal chance in life? Making comparisons across ten countries, Persistence, Privilege, and Parenting brings together a team of eminent international scholars to examine why advantage and disadvantage persist across generations. The book sheds light on how the social and economic mobility of children differs within and across countries and the impact private family resources, public policies, and social institutions may have on mobility. In what ways do parents pass advantage or disadvantage on to their children? Persistence, Privilege, and Parenting is an expansive exploration of the relationship between parental socioeconomic status and background and the outcomes of their grown children. The authors also address the impact of education and parental financial assistance on mobility. Contributors Miles Corak, Lori Curtis, and Shelley Phipps look at how family economic background influences the outcomes of adult children in the United States and Canada. They find that, despite many cultural similarities between the two countries, Canada has three times the rate of intergenerational mobility as the United States—possibly because Canada makes more public investments in its labor market, health care, and family programs. Jo Blanden and her colleagues explore a number of factors affecting how advantage is transmitted between parents and children in the United States and the United Kingdom, including education, occupation, marriage, and health. They find that despite the two nations having similar rates of intergenerational mobility and social inequality, lack of educational opportunity plays a greater role in limiting U.S. mobility, while the United Kingdom’s deeply rooted social class structure makes it difficult for the disadvantaged to transcend their circumstances. Jane Waldfogel and Elizabeth Washbrook examine cognitive and behavioral school readiness across income groups and find that pre-school age children in both the United States and Britain show substantial income-related gaps in school readiness—driven in part by poorly developed parenting skills among overburdened, low-income families. The authors suggest that the most encouraging policies focus on both school and home interventions, including such measures as increases in federal funding for Head Start programs in the United States, raising pre-school staff qualifications in Britain, and parenting programs in both countries. A significant step forward in the study of intergenerational mobility, Persistence, Privilege, and Parenting demonstrates that the transmission of advantage or disadvantage from one generation to the next varies widely from country to country. This striking finding is a particular cause for concern in the United States, where the persistence of disadvantage remains stubbornly high. But, it provides a reason to hope that by better understanding mobility across the generations abroad, we can find ways to do better at home.

Book excerpt: Despite the vast expansion of global markets during the last half of the twentieth century, social science still most often examines and measures inequality and social mobility within individual nations rather than across national boundaries. Every country has both rich and poor populations making demands—via institutions, political processes, or even conflict—on how their resources will be distributed. But shifts in inequality in one country can precipitate accompanying shifts in another. Unveiling Inequality authors Roberto Patricio Korzeniewicz and Timothy Patrick Moran make the case that within-country analyses alone have not adequately illuminated our understanding of global stratification. The authors present a comprehensive new framework that moves beyond national boundaries to analyze economic inequality and social mobility on a global scale and from a historical perspective. Assembling data on patterns of inequality in more than ninety-six countries, Unveiling Inequality reframes the relationship between globalization and inequality within and between nations. Korzeniewicz and Moran first examine two different historical patterns—"High Inequality Equilibrium" and "Low Inequality Equilibrium"—and question whether increasing equality, democracy, and economic growth are inextricably linked as nations modernize. Inequality is best understood as a complex set of relational interactions that unfold globally over time. So the same institutional mechanisms that have historically reduced inequality within some nations have also often accentuated the selective exclusion of populations from poorer countries and enhanced high inequality equilibrium between nations. National identity and citizenship are the fundamental contemporary bases of stratification and inequality in the world, the authors conclude. The authors detail the three principal paths available for social mobility from a global perspective: within-country mobility, mobility through national economic growth, and mobility through migration. Korzeniewicz and Moran provide strong evidence that the nation where we are born is the single greatest deter-mining factor of how we will live. Too much sociological literature on inequality focuses on the plight of "have-nots" in wealthy nations who have more opportunity for social mobility than even the average individual in nations perennially at the bottom of the wealth distribution scale. Unveiling Inequality represents a major paradigm shift in thinking about social inequality and a clarion call to reorient discussions of economic justice in world-historical global terms.

Yet, increased inequality in America has made that dream more difficult for many to obtain. In Too Many Children Left Behind, an international team of social scientists assesses how social mobility varies in the United States compared with Australia, Canada, and the United Kingdom. Bruce Bradbury, Miles Corak, Jane Waldfogel, and Elizabeth Washbrook show that the academic achievement gap between disadvantaged American children and their more advantaged peers is far greater than in other wealthy countries, with serious consequences for their future life outcomes. With education the key to expanding opportunities for those born into low socioeconomic status families, Too Many Children Left Behind helps us better understand educational disparities and how to reduce them. Analyzing data on 8,000 school children in the United States, the authors demonstrate that disadvantages that begin early in life have long lasting effects on academic performance. The social inequalities that children experience before they start school contribute to a large gap in test scores between low- and high-SES students later in life. Many children from low-SES backgrounds lack critical resources, including books, high-quality child care, and other goods and services that foster the stimulating environment necessary for cognitive development. The authors find that not only is a child’s academic success deeply tied to his or her family background, but that this class-based achievement gap does not narrow as the child proceeds through school. The authors compare test score gaps from the United States with those from three other countries and find smaller achievement gaps and greater social mobility in all three, particularly in Canada. The wider availability of public resources for disadvantaged children in those countries facilitates the early child development that is fundamental for academic success. All three countries provide stronger social services than the United States, including universal health insurance, universal preschool, paid parental leave, and other supports. The authors conclude that the United States could narrow its achievement gap by adopting public policies that expand support for children in the form of tax credits, parenting programs, and pre-K. With economic inequalities limiting the futures of millions of children, Too Many Children Left Behind is a timely study that uses global evidence to show how the United States can do more to level the playing field.

As a result of the crisis, the United States lost more than 7.5 million jobs, and the unemployment rate doubled—peaking at more than 10 percent. The collapse of the housing market and subsequent equity market fluctuations delivered a one-two punch that destroyed trillions of dollars in personal wealth and made many Americans far less financially secure. They do find a decline in fertility rates, as well as increasing numbers of adult children returning home to the family nest—evidence that suggests deep pessimism about recovery. This protracted slump—marked by steep unemployment, profound destruction of wealth, and sluggish consumer activity—will likely continue for years to come, and more pronounced effects may surface down the road. The contributors note that, to date, this crisis has not yet generated broad shifts in lifestyle and attitudes. But by clarifying how the recession’s early impacts have—and have not—influenced our current economic and social landscape, The Great Recession establishes an important benchmark against which to measure future change.

How and why is economic mobility higher in some countries than in others? The contributors find that inequality in mobility-relevant skills emerges early in childhood in all of the countries studied. Bruce Bradbury and his coauthors focus on learning readiness among young children and show that as early as age five, large disparities in cognitive and other mobility-relevant skills develop between low- and high-income kids, particularly in the United States and the United Kingdom. Book excerpt: Political turmoil surrounding immigration at the federal level and the inability of Congress to pass comprehensive immigration reform have provided an opening for state and local governments to become more active in setting their own immigration-related policies. States largely dictate the resources, institutions, and opportunities immigrants can access: who can get a driver’s license or attend a state university, what languages are spoken in schools and public offices, how law enforcement interacts with the public, and even what schools teach students about history. In States of Belonging, an interdisciplinary team of immigration experts – Tomás R. Jiménez, Deborah J. Schildkraut, Yuen J. Huo, and John F. Dovidio – explore the interconnections among immigration policies, attitudes about immigrants and immigration, and sense of belonging in two neighboring states – Arizona and New Mexico – with divergent approaches to welcoming newcomers. Arizona and New Mexico are historically and demographically similar, but they differ in their immigration policies. Arizona has enacted unwelcoming policies towards immigrants, restricting the access of immigrants to state resources, social services, and public institutions. New Mexico is more welcoming, actively seeking to protect the rights of immigrants and extending access to state resources and institutions. The authors draw on an original survey and in-depth interviews of a cross-section of each state’s population to illustrate how these differing approaches affect the sense of belonging not only among immigrants, but among the U.S.-born as well. Respondents in Arizona, regardless of whether they were foreign- or native-born or their ethno-racial background, agreed that the state is unwelcoming to immigrants, and they pointed to Arizona’s restrictive policies as the primary factor. The sense of rejection perceived by Latinos in Arizona, including the foreign-born and the U.S.-born, was profound. They felt the effects of administrative and symbolic exclusions of the state’s unwelcoming policies as they went about their daily lives. New Mexico’s more welcoming approach had positive effects on the Latino immigrant population, and these policies contributed to an increased sense of belonging among U.S.-born Latinos and U.S.-born whites as well. The authors show that exposure to information about welcoming policies is associated with an improved sense of belonging across most population groups. They also find that the primary dividing line when it came to reactions to welcoming policies was political, not ethno-racial. Only self-identified Republicans, Latino as well as white, showed reduced feelings of belonging. States of Belonging demonstrates that welcoming policies cultivate a greater sense of belonging for immigrants and other state citizens, suggesting that policies aimed at helping immigrants gain a social, economic, and political foothold in this country can pay a broad societal dividend.

The period between birth and kindergarten is a critical time for child development, and socioeconomic disparities that begin early in children’s lives contribute to starkly different long-term outcomes for adults. Yet, compared to other advanced economies, high-quality child care and preschool in the United States are scarce and prohibitively expensive for many middle-class and most disadvantaged families. To what extent can early-life interventions provide these children with the opportunities that their affluent peers enjoy and contribute to reduced social inequality in the long term? Cradle to Kindergarten offers a comprehensive, evidence-based strategy that diagnoses the obstacles to accessible early education and charts a path to opportunity for all children. The U.S. government invests less in children under the age of five than do most other developed nations. Most working families must seek private childcare, which means that children from low-income households, who would benefit most from high-quality early education, are the least likely to attend them. Existing policies, such as pre-kindergarten in some states are only partial solutions. To address these deficiencies, the authors propose to overhaul the early care system, beginning with a federal paid parental leave policy that provides both mothers and fathers with time and financial support after the birth of a child. They also advocate increased public benefits, including an expansion of the child care tax credit, and a new child care assurance program that subsidizes the cost of early care for low- and moderate-income families. They also propose that universal, high-quality early education in the states should start by age three, and a reform of the Head Start program that would include more intensive services for families living in areas of concentrated poverty and experiencing multiple adversities from the earliest point in these most disadvantaged children’s lives. They conclude with an implementation plan and contend that these reforms are attainable within a ten-year timeline. Reducing educational and economic inequalities requires that all children have robust opportunities to learn, fully develop their capacities, and have a fair shot at success. Cradle to Kindergarten presents a blueprint for fulfilling this promise by expanding access to educational and financial resources at a critical stage of child development.

Yet, as economic inequality has increased over the last several decades, it has become harder for many to climb the economic ladder. This issue of RSF, edited by Katharine Bradbury and Robert K. Triest of the Federal Reserve Bank of Boston, brings together a distinguished group of the nation's leading social scientists to examine the extent of and the barriers to opportunity that exist today. Several contributors investigate how rising inequality in parental investments in children, lack of public resources for low-income families, and the high cost of postsecondary education limit the futures of many. Janet L. Yellen, Chair of the Federal Reserve Board, reviews trends in income and wealth inequality since the 1980s and shows how lack of access to key resources such as high-quality childhood education, affordable college, private business ownership, and inheritances for those in the lower half of the wealth distribution has significantly restricted economic opportunity in the U.S. Isabel Sawhill and Richard Reeves find that the socioeconomic status of one's parents strongly predicts where one will end up on the income ladder as an adult, particularly for those at the very bottom and top of the income distribution. Timothy Smeeding shows that black men, children of never-married mothers, and children of parents lacking high school diplomas are likely to both begin life in the bottom quartile of the income distribution and remain there as adults. Other contributors explore how inequality of opportunity begins in childhood, where family conditions and neighborhood quality influence children's life outcomes. Katherine Magnuson and Greg Duncan show that even prior to kindergarten, low-income children lag behind their affluent peers in math and reading skills, in part because they lack access to high-quality preschool education. Greg Duncan and Richard Murnane find that affluent children's advantages are further amplified during their school years, in part because their parents invest more time and resources in their educational and extra-curricular activities. They also show that increased residential segregation has led to higher concentrations of children with behavioral problems in low-income areas, which negatively affects their classmates' ability to learn. Patrick Sharkey reviews research on the correlation between child neighborhood conditions and adult economic outcomes and confirms that the longer low-income children reside in bad neighborhoods, the more their disadvantages are compounded. This issue of RSF offers new insights into how, despite our persistent belief in the American Dream, economic opportunity and mobility have stagnated for a growing number of citizens.

Four decades later, the degree of racial inequality has barely changed. To understand what went wrong, Patrick Sharkey argues that we have to understand what has happened to African American communities over the last several decades. In Stuck in Place, Sharkey describes how political decisions and social policies have led to severe disinvestment from black neighborhoods, persistent segregation, declining economic opportunities, and a growing link between African American communities and the criminal justice system. As a result, neighborhood inequality that existed in the 1970s has been passed down to the current generation of African Americans. Some of the most persistent forms of racial inequality, such as gaps in income and test scores, can only be explained by considering the neighborhoods in which black and white families have lived over multiple generations. This multigenerational nature of neighborhood inequality also means that a new kind of urban policy is necessary for our nation’s cities. Sharkey argues for urban policies that have the potential to create transformative and sustained changes in urban communities and the families that live within them, and he outlines a durable urban policy agenda to move in that direction.

His transformational agenda sought to ensure affordable healthcare; reform the nation's schools and make college more affordable; promote clean and renewable energy; reform labor laws and immigration; and redistribute the tax burden from the middle class to wealthier citizens. The Wall Street crisis and economic downturn that erupted as Obama took office also put U.S. financial regulation on the agenda. By the middle of President Obama's first term in office, he had succeeded in advancing major reforms by legislative and administrative means.
