Book excerpt: Raymond Pace Alexander (1897-1974) was a prominent black attorney in Philadelphia and a distinguished member of the National Bar Association, the oldest and largest association of African American lawyers and judges. A contemporary of such nationally known black attorneys as Charles Hamilton Houston, William Hastie, and Thurgood Marshall, Alexander litigated civil rights cases and became well known in Philadelphia. Yet his legacy to the civil rights struggle has received little national recognition. As a New Negro lawyer during the 1930s, Alexander worked with left-wing organizations to desegregate an all-white elementary school in Berwin, Pennsylvania. After World War II, he became an anti-communist liberal and formed coalitions with like-minded whites. In the sixties, Alexander criticized Black Power rhetoric, but shared some philosophies with Black Power such as black political empowerment and studying black history. By the late sixties, he focused on economic justice by advocating a Marshall Plan for poor Americans and supporting affirmative action. Alexander was a major contributor to the northern civil rights struggle and was committed to improving the status of black lawyers. He was representative of a generation who created opportunities for African Americans but was later often ignored or castigated by younger leaders who did not support the tactics of the old guard's pioneers.

Book excerpt: Joel Schwartz's major reinterpretation of urban development in New York City examines Robert Moses's role in shaping the city and demonstrates for the first time that Moses's personal and ruthless crusade to redevelop New York's neighborhoods was actually sustained by his alliance with liberal city groups. After World War II, New York City forged ahead with urban renewal made possible by Title I of the Housing Act of 1949. While Title I was meant to help big cities replace slums with middle-class housing, New York instead used the program to replace housing for the poor with high-rent apartments, medical centers, and university campuses. When Title I became synonymous with callous relocation and "Negro removal", New Yorkers blamed Robert Moses, the legendary construction czar. While many concluded that Moses's high-handed ways were behind much that went wrong with their city, few could explain how he operated in a town famous for its feisty neighborhoods, liberal politics, and pioneer interracialism. From exhaustive research in previously unexamined archives, Schwartz demonstrates the extent to which Moses was abetted by liberal city leaders. From science to public policy, the "culture of poverty" to overpopulation, feminism to Puerto Rican nationalism, this book uncovers the persistence of concerns about motherhood, prostitution, and family in shaping the beliefs and practices of virtually every player in the twentieth-century drama of Puerto Rican colonialism. In this way, it sheds light on the legacies haunting contemporary debates over globalization. Puerto Rico is a perfect lens through which to examine colonialism and globalization because for the past century it has been where the United States has expressed and fine-tuned its attitudes toward its own expansionism. Puerto Rico's history holds no simple lessons for present-day debate over globalization but does unearth some of its history. Reproducing Empire suggests that interventionist discourses of rescue, family, and sexuality fueled U.S. imperial projects and organized American colonialism. Through the politics, biology, and medicine of eugenics, prostitution, and birth control, the United States has justified its presence in the territory's politics and society. Briggs makes an innovative contribution to Puerto Rican and U.S. history, effectively arguing that gender has been crucial to the relationship between the United States and Puerto Rico, and more broadly, to U.S. expansion elsewhere.

Today, the musical Rent plays on Broadway to a mostly white and suburban audience, MTV exploits the neighborhood's newly trendy squalor in a film promotion, and on the Internet a cyber soap opera and travel-related Web pages lure members of the middle class to enjoy a commodified and sanitized version of the neighborhood. In this sweeping account, Christopher Mele analyzes the political and cultural forces that have influenced the development of this distinctive community. He describes late nineteenth-century notions of the Lower East Side as a place of entrenched poverty, ethnic plurality, political activism, and "low" culture that elicited feelings of revulsion and fear among the city's elite and middle classes. The resulting -- and ongoing -- struggle between government and residents over affordable and decent housing has in turn affected real estate practices and urban development policies. Selling the Lower East Side recounts the resistance tactics used by community residents, as well as the impulse on the part of some to perpetuate the image of the neighborhood as dangerous, romantic, and bohemian, clinging to the marginality that has been central to the identity of the East Village and subverting attempts to portray it as "new and improved". Ironically, this very image of urban grittiness has been appropriated by a cultural marketplace hungry for new fodder.Mele explores the ways that developers, media executives, and others have coopted the area's characteristics -- analyzing the East Village as a "style provider" where what is being marketed is "difference". The result is a visionary look at how political and economic actions transform neighborhoods and at what happens when a neighborhood is what is being "consumed".
