In many cases the special studies which are always prepared by the best experts available stand as the most important works ever to appear on a given subject. For example, the studies used by the Royal Commission on Dominion-Provincial Relations (1937-1940) are still used as required reading in both graduate and undergraduate university courses almost thirty years later. In the author's work as Government Documents Librarian, he witnesses the daily use of royal commission material. The importance attached to royal commission documents and the considerable difficulty in locating many of the earlier reports let Henderson to undertake the compilation of this checklist four years ago.

Book excerpt: Mandated to foster a sense of national cohesion The National Film Board of Canada's Still Photography Division was the country's official photographer during the mid-twentieth century. Like the Farm Security Administration and other agencies in the US, the NFB used photographs to serve the nation. Division photographers shot everything from official state functions to images of the routine events of daily life, producing some of the most dynamic photographs of the time, seen by millions of Canadians - and international audiences - in newspapers, magazines, exhibitions, and filmstrips. In The Official Picture, Carol Payne argues that the Still Photography Division played a significant role in Canadian nation-building during WWII and the two decades that followed. Payne examines key images, themes, and periods in the Division's history - including the depiction of women munitions workers, landscape photography in the 1950s and 60s, and portraits of Canadians during the Centennial in 1967 - to demonstrate how abstract concepts of nationhood and citizenship, as well as attitudes toward gender, class, linguistic identity, and conceptions of race were reproduced in photographs. The Official Picture looks closely at the work of many Division photographers from staff members Chris Lund and Gar Lunney during the 1940s and 1950s to the expressive documentary photography of Michel Lambeth, Michael Semak, and Pierre Gaudard, in the 1960s and after. The Division also produced a substantial body of Northern imagery documenting Inuit and Native peoples. Payne details how Inuit groups have turned to the archive in recent years in an effort to reaffirm their own cultural identity. For decades, the Still Photography Division served as the country's image bank, producing a government-endorsed "official picture" of Canada. A rich archival study, The Official Picture brings the hisotry of the Division, long overshadowed by the Board's cinematic divisions, to light.

Jocelyn Wills’s Tug of War reminds us that colonizing the cosmos has not only accelerated the arms race but also encouraged government contractors to compete for the military and commercial spoils of surveillance. Although Canadians prefer to celebrate their role as purveyors of peaceful space applications, Canada has played a pivotal part in the expansion of neoliberal policies and surveillance networks that now encircle the globe, primarily as a political ally of the United States and component supplier for its military-industrial complex. Tracing the forty-five-year history of Canada’s largest space company – MacDonald, Dettwiler and Associates (MDA) – through the lens of surveillance studies and a trove of oral history transcripts, government documents, trade journals, and other sources, Wills places capitalism’s imperial ambitions squarely at the centre of Canada-US relations and the privatization of the Canadian political economy. Tug of War confronts the mythic lure of technological progress and the ways in which those who profess little interest in war rationalize their leap into military contracting by avoiding the moral and political implications of their work.

Jeffrey Brison documents how American philanthropy facilitated the transformation from a private, localized system of cultural, intellectual, and academic patronage to a complex, nation-based system of incorporated patronage - a system in which the major patron was the federal state. His study calls into question our essentialistic notions of contrasting national identities and the now-mythologized juxtaposition of an American culture fueled by the free market with a Canadian one sustained by state support.

It describes a sector that is often not recognized, organizations that don't like being institutionalized, forms of education that exist outside the mainstream, types of aesthetic expression that often go unrecognized, and unusual learning and cultural opportunities for socially marginalized young people. Rooted in the history of community arts movements from the 1970s, Youthsites, or the non-formal youth arts learning sector, is now part of cities around the world. Technological change, shifts in educational discourses, changes in policy rhetorics, including a turn away from traditional public institutions and a decline in funding of formal public schooling have all impacted the growth of youth arts organizations. Yet there are to date no systematic studies of the history, structure, and development of this sector. Youthsites: Histories of Creativity, Care, and Learning in the City fills this gap and is the first book to develop an internationally comparative, evidence-based, structural analysis of the development of the youth arts sector. Based on an original 4-year study examining the history, priorities, and tensions within this sector between 1995 and 2015, Youthsites explores the organizations and people who are helping young people to become creators, citizens, or just themselves in times of austerity, crisis, and change. The volume concludes with an essay on early printmaking in Newfoundland and Reginald Shepherd's work in this medium by Anne Pratt, who has had considerable experience as an art jou alist and critic. These essays constitute approximately half the volume, the remainder consisting of illustrations from the work of both artists.
