    Book Details:
  • Author : John E. Hodgetts

Download or read book The Canadian Public Service written by John E. Hodgetts and published by University of Toronto Press. This book was released on 1973-12-15 with total page 563 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Canadian Public Service is now so large that it employs over ten per cent of Canada's labour force, and among its many boards, commissions, and corporations there is a constant juggling of conventional departmental portfolios in an effort to keep pace with changing public priorities. As these bureaucracies penetrate our lives more and more, there is increasing need for a study which describes and explains them. This book is the first to offer the necessary clarification. It says nothing about public servants themselves; rather it focuses on the physiognomy and physiology of the structures in which they work and through which programmes are allocated, work distributed, and policy decisions made for all of Canada. It also examines the way in which environmental forces have helped to shape our so-called administrative culture, as well as the monumental difficulties that are involved in co-ordinating the administration of this vast country, three-quarters of whose public service concerns are located outside the capital. It concludes that all of our public organizations, the public service has proven the most responsive to the forces of change, but that it has been so caught up in structural and managerial adaptation that its capacity to concern itself with substantive policy issues has been subverted.

Book Federalism and the Constitution of Canada

Download or read book Federalism and the Constitution of Canada written by David E. Smith and published by University of Toronto Press. This book was released on 2010-10-30 with total page 334 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Canadian system of federalism divides the power to govern between the central federal parliament and the provincial and territorial legislative assemblies. In what can be seen as a double federation, power is also divided culturally, between English and French Canada. The divisions of power and responsibility, however, have not remained static since 1867. The federal language regime (1969), for example, reconfigured cultural federalism, generating constitutional tension as governments sought to make institutions more representative of the country's diversity. In Federalism and the Constitution of Canada, award-winning author David E. Smith examines a series of royal commission and task force inquiries, a succession of federal-provincial conferences, and the competing and controversial terms of the Constitution Act of 1982 in order to evaluate both the popular and governmental understanding of federalism. In the process, Smith uncovers the reasons constitutional agreement has historically proved difficult to reach and argues that Canadian federalism 'in practice' has been more successful at accommodating foundational change than may be immediately apparent.

Book Give and Take

  • Author : Shirley Tillotson
  • Publisher : UBC Press

Download or read book Give and Take written by Shirley Tillotson and published by UBC Press. This book was released on 2017-11-17 with total page 446 pages. Available in PDF, EPUB and Kindle. Book excerpt: Can a book about tax history be a page-turner? You wouldn’t think so. But Give and Take is full of surprises. A Canadian millionaire who embraced the new federal income tax in 1917. A socialist hero, J.S. Woodsworth, who deplored the burden of big government. Most surprising of all, Give and Take reveals that taxes deliver something more than armies and schools. They build democracy. Tillotson launches her story with the 1917 war income tax, takes us through the tumultuous tax fights of the interwar years, proceeds to the remaking of income taxation in the 1940s and onwards, and finishes by offering a fresh angle on the fierce conflicts surrounding tax reform in the 1960s. Taxes show us the power of the state, and Canadians often resisted that power, disproving the myth that we have always been good loyalists. But Give and Take is neither a simple tale of tax rebels nor a tirade against the taxman. Tillotson argues that Canadians also made real contributions to democracy when they taxed wisely and paid willingly.

Book Politics of Public Money Second Edition

Download or read book Politics of Public Money Second Edition written by David A. Good and published by University of Toronto Press. This book was released on 2014-02-05 with total page 417 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public money is one of the primary currencies of influence for politicians and public servants. It affects the standards by which they undertake the nation’s business and impacts the standard of living of the nation’s citizens. David A. Good’s The Politics of Public Money examines the extent to which the Canadian federal budgetary process is shifting from one based on a bilateral relationship between departmental spenders and central guardians to one based on a more complex, multilateral relationship involving a variety of players. This new edition offers an up-to-date account of the Canadian system, including the creation of the Parliamentary Budget Officer, the government’s response to the global financial crisis, Canada’s Economic Action Plan, strategic and operating reviews, the most recent attempts to reform the Estimates, and much more. An insightful and incisive study of the changing budgetary process, The Politics of Public Money examines the promises and pitfalls of budgetary reform and sheds new light on the role insiders play in influencing government spending.

Book The Official History of the British Civil Service

Download or read book The Official History of the British Civil Service written by Rodney Lowe and published by Routledge. This book was released on 2011-01-25 with total page 568 pages. Available in PDF, EPUB and Kindle. Book excerpt: This first volume of the Official History of the UK Civil Service covers its evolution from the Northcote-Trevelyan Report of 1854 to the first years of Mrs Thatcher’s government in 1981. Despite current concerns with good governance and policy delivery, little serious attention has been paid to the institution vital to both: the Civil Service. This Official History is designed to remedy this by placing present problems in historical context and by providing a helpful structure in which others, and particularly former officials, may contribute to the debate. Starting with the seminal 1854 Northcote-Trevelyan Report, it covers the ‘lost opportunity’ of the 1940s when the Service failed to adapt the needs of ‘big government’ as advocated by Beveridge and Keynes. It then examines, in greater detail, the belated attempts at modernisation in the 1960s, the Service’s vilification in the 1970s and the final destruction of the ‘old order’ during the first years of Mrs Thatcher’s government. Particular light is shed on the origins of such current concerns as the role of special advisers the need for a Prime Minister’s Department the evolution of Parliamentary Select Committees to resolve the potential tension between bureaucracy and Parliamentary democracy. This Official History is based on extensive research into both recently released and unreleased papers as well as interviews with leading participants. It has important lessons to offer all those, both inside and outside the UK, seeking to improve the quality of democratic government. This book will be of great interest to all students of British history, British government and politics, and of public administration in general.
