Book The Use of Dispersants in Marine Oil Spill Response

Download or read book The Use of Dispersants in Marine Oil Spill Response written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2020-04-24 with total page 341 pages. Available in PDF, EPUB and Kindle. Book excerpt: Whether the result of an oil well blowout, vessel collision or grounding, leaking pipeline, or other incident at sea, each marine oil spill will present unique circumstances and challenges. The oil type and properties, location, time of year, duration of spill, water depth, environmental conditions, affected biomes, potential human community impact, and available resources may vary significantly. Also, each spill may be governed by policy guidelines, such as those set forth in the National Response Plan, Regional Response Plans, or Area Contingency Plans. To respond effectively to the specific conditions presented during an oil spill, spill responders have used a variety of response optionsâ€"including mechanical recovery of oil using skimmers and booms, in situ burning of oil, monitored natural attenuation of oil, and dispersion of oil by chemical dispersants. Because each response method has advantages and disadvantages, it is important to understand specific scenarios where a net benefit may be achieved by using a particular tool or combination of tools. This report builds on two previous National Research Council reports on dispersant use to provide a current understanding of the state of science and to inform future marine oil spill response operations. The response to the 2010 Deepwater Horizon spill included an unprecedented use of dispersants via both surface application and subsea injection. The magnitude of the spill stimulated interest and funding for research on oil spill response, and dispersant use in particular. This study assesses the effects and efficacy of dispersants as an oil spill response tool and evaluates trade-offs associated with dispersant use.

Download or read book Visual Worlds written by John R Hall and published by Routledge. This book was released on 2006-02-01 with total page 282 pages. Available in PDF, EPUB and Kindle. Book excerpt: As many observers have noted, the world is becoming increasingly visually mediated, with the rise of computers and the internet being central factors in the emergence of new tools and conventions. Exploring the social structure of visuality, this volume contains a collection of essays by internationally renowned artists and scholars from a variety of fields (including art history, literary theory and criticism, cultural studies, film and television studies, intellectual history and sociology). It was conceived to address a bold query: how is our experience and understanding of vision and visual form changing under pressure from the various social, economic and cultural factors that are linked under the term 'globalization'. The essays overlap in their considerations of the tensions between cultures and worlds, political life, everyday social experience, and war. The resulting conversation that develops between the chapters touches on points from many visual worlds, and provides a unique opportunity for considering the changing character of visual experience today. This book will attract readers from a wide range of academic disciplines and will especially be valuable as a textbook for graduate and undergraduate courses in visual culture and cultural studies.

Book The Democratic Foundations of Policy Diffusion

Download or read book The Democratic Foundations of Policy Diffusion written by Katerina Linos and published by Oxford University Press. This book was released on 2013-04-01 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why do law reforms spread around the world in waves? Leading theories argue that international networks of technocratic elites develop orthodox solutions that they singlehandedly transplant across countries. But, in modern democracies, elites alone cannot press for legislative reforms without winning the support of politicians, voters, and interest groups. As Katerina Linos shows in The Democratic Foundations of Policy Diffusion, international models can help politicians generate domestic enthusiasm for far-reaching proposals. By pointing to models from abroad, policitians can persuade voters that their ideas are not radical, ill-thought out experiments, but mainstream, tried-and-true solutions. The more familiar voters are with a certain country or an international organization, the more willing they are to support policies adopted in that country or recommended by that organization. Aware of voters' tendency, politicians strategically choose these policies to maximize electoral gains. Through the ingenious use of experimental and cross-national evidence, Linos documents voters' response to international models and demonstrates that governments follow international organization templates and imitate the policy choices of countries heavily covered in national media and familiar to voters. Empirically rich and theoretically sophisticated, The Democratic Foundations of Policy Diffusion provides the fullest account to date of this increasingly pervasive phenomenon.

Book Smoking and Tobacco Control

Download or read book Smoking and Tobacco Control written by Justin Healey and published by . This book was released on 2018 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: Tobacco smoking is one of the largest preventable causes of death and disease in Australia. It is associated with an increased risk of a wide range of serious health conditions and is responsible for around 15,000 deaths each year. Although smoking rates have decreased over the past 15 years, 2.6 million adult Australians still smoke daily. Why do so many people persist with such an addictive and deadly habit; what are the ways in which they can quit smoking? The increasing uptake of e-cigarettes is seen by some to help people quit smoking and reduce harm, and by others (including the government) to be an inducement to take up and normalise smoking, particularly by young people. How safe is 'vaping' and what are the arguments for and against e-cigarettes? Australia is a world leader in tobacco control, having introduced initiatives such as the banning of advertising, imposing a tobacco excise, and mandating smoke-free environments and plain packaging. Is the fight against Big Tobacco being won? Despite these interventions, why do so many Australians continue to let their health go up in smoke?

Download or read book Oil Spill Dispersants written by Committee on Understanding Oil Spill Dispersants: Efficacy and Effects and published by . This book was released on 2005 with total page 408 pages. Available in PDF, EPUB and Kindle. Book excerpt: Approximately 3 million gallons of oil or refined petroleum products are spilled into U.S. waters every year. Oil dispersants (chemical agents such as surfactants, solvents, and other compounds) are used to reduce the effect of oil spills by changing the chemical and physical properties of the oil. By enhancing the amount of oil that physically mixes into the water, dispersants can reduce the potential that a surface slick will contaminate shoreline habitats. Although called for in the Oil Pollution Act of 1990 as a tool for minimizing the impact of oil spills, the use of chemical dispersants has long been controversial. This book reviews the adequacy of existing information and ongoing research regarding the effectiveness of dispersants as an oil spill response technique, as well as the effect of dispersed oil on marine and coastal ecosystems. Oil Spill Dispersants also includes recommended steps for policy makers faced with making hard choices regarding the use of dispersants as part of spill contingency planning efforts or during actual spills.
