Roosevelt and Stalin tells of the first face-to-face meetings of the two leaders over four days in December 1943 at Tehran, in which the Allies focused on the next phases of the war against the Axis Powers in Europe and Asia; of Stalin’s agreement to launch another major offensive on the Eastern Front; and of his agreement to declare war against Japan following the Allied victory over Germany. Butler writes of the weeklong meeting at Yalta in February of 1945, two months before Roosevelt’s death, where the unconditional surrender of Nazi Germany was agreed on and postwar Europe was reorganized, and where Stalin agreed to participate in Roosevelt’s vision of the United Nations. The book makes clear that Roosevelt worked hard to win Stalin over, pursuing the Russian leader, always holding out the promise that Roosevelt’s own ideas were the best bet for the future peace and security of Russia; however, Stalin was not at all sure that Roosevelt’s concept of a world organization, even with police powers, would be enough to keep Germany from starting a third world war, but we see how Stalin’s view of Roosevelt evolved, how he began to see FDR as the key to a peaceful world. Butler’s book is the first to show how FDR pushed Stalin to reinstate religion in the Soviet Union, which he did in 1943; how J. Edgar Hoover derailed the U.S.-planned establishment of an OSS intelligence mission in Moscow and a Soviet counterpart in America before the 1944 election; and that Roosevelt had wanted to involve Stalin in the testing of the atomic bomb at Alamogardo, New Mexico. We see how Roosevelt’s death deeply affected Stalin. Averell Harriman, American ambassador to the Soviet Union, reported that the Russian premier was “more disturbed than I had ever seen him,” and said to Harriman, “President Roosevelt has died but his cause must live on. We shall support President Truman with all our forces and all our will.” And the author explores how Churchill’s—and Truman’s—mutual mistrust and provocation of Stalin resulted in the Cold War. In this landmark study, Stephen Rock seeks to restore appeasement to its proper place as a legitimate--and potentially successful--diplomatic strategy. Appeasement was discredited by Neville Chamberlain's disastrous attempt to satisfy Adolf Hitler's territorial ambitions and avoid war in 1938. Rock argues, however, that there is very little evidence to support the belief that dissatisfied states and their leaders cannot be appeased or that appeasement undermines a state's credibility in later attempts at deterrence. Rock looks at five case studies from the past 100 years, revealing under what conditions appeasement can achieve its goals. From British appeasement of the United States near the beginning of the twentieth century to American conciliation of North Korea in the early 1990s, Rock concludes that appeasement succeeds or fails depending on the nature of the adversary, the nature of the inducements used on the antagonist, and the existence of other incentives for the adversary to acquiesce. Appeasement in International Politics suggests the type of appeasement strategy most appropriate for various situations. The options range from pure inducements, reciprocity, to a mixture of inducements and threats. In addition to this theoretical framework, Rock's explicit comparison of appeasement and deterrence offers important guidelines for policymakers on when and how to implement a strategy of appeasement. At a time when the strategy of engagement plays an increasingly central--and controversial--role in U.S. foreign policy, Appeasement in International Politics reestablishes the long-discredited use of inducements as an effective means of preventing conflict.

Revisiting these episodes in a dramatic tour of humanity’s moral history, The Last Utopia shows that it was in the decade after 1968 that human rights began to make sense to broad communities of people as the proper cause of justice. Across eastern and western Europe, as well as throughout the United States and Latin America, human rights crystallized in a few short years as social activism and political rhetoric moved it from the hallways of the United Nations to the global forefront. Book excerpt: Only nine days after the Arcadia Conference (also known as the First Washington Conference) was held in Washington, DC, the Combined Chiefs of Staff (CCS) again convened for a series of twenty meetings between January 23 and May 19, 1942. All of these meetings were held in Washington, DC. During these meetings, the CCS focused on the situation in the Southwest Pacific area known as the American-British-Dutch-Australian (ABDA) area, which included Burma; support of Chinese Nationalist leader Chiang Kai-Shek; and the possibility of a German attack on England. The use of US Army and Navy aviation against Japan was also discussed. In addition to the US Joint Chiefs of Staff and the British Chiefs of Staff Committee, some of these CCS meetings were attended by members of Allied and Commonwealth countries when issues relating to their national interests were considered.
