Book excerpt: In 133 and 123/122 BCE, the Gracchan reforms opened three cans of worms, pitting the Roman landowning elites against their poorer compatriots, Roman economic interests against those of the Italian allies, and senators against equestrians. As these cumulative divisions threatened to coalesce into a perfect storm, the noble and wealthy tribune of the plebs M. Livius Drusus in 91 boldly proposed a comprehensive if costly New Deal. The eventual annulment of Drusus’ visionary reform package set the stage for the armed rebellion of Rome’s key Italic allies. Even before the conclusion of this gargantuan struggle in 87, the deep divisions Drusus and his backers had sought to resolve, compounded by political discontent among the enfranchised Italians, caused the Roman polity to descend into a series of devastating civil wars, terminated in 82/81 by Sulla’s vindictive victory and reactionary new settlement. Offering a novel narrative analysis of the pivotal events of this well-known but often poorly understood period, this book seeks to demonstrate how the time from Livius Drusus’ tribunate of the plebs to Sulla’s unparalleled dictatorship was marked by momentous reform and experimentation and suggests that the former’s fateful failure arguably represents the moment the Romans lost their ancestral Republic.

The simplicity of Christianity is very searching and very severe. VI The severity of the Gospel was for Luther so great that it broke the soul to pieces and ground it to dust to make the new man. The Church was severe in a way, and its way to perfection was laborious; but it was an unsearching severity, spread thinly over a wide area of life. It was split into a multitude of demands, observances, mortifications, persecutions of human nature. It was ascetic severity. The severity of the Gospel is pointed; it goes to the heart; it is the severity of a sword; it is concentrated, intense, deadly. It is thorough with the old man and his sin, as it is thorough with the new man and his salvation. Luther's work, while it made faith simpler in one way, yet made it much more hard, exacting, and powerful than it had been before. It was the simplicity of concentration, which is intense and irresistible. Luther's work was one of concentration from functions to acts, from acts to the soul. He compelled religion from acts which were mere offices to an act which taxed the whole will and soul, the decisive act of faith and its surrender. His work was a vast concentration; as it withdrew religious effort from a wide range of detailed conduct, it made it converge upon the central man in such a way that the amount of his religion was changed into its quality. Book excerpt: Have land reform movements ever managed to redistribute wealth, to encourage economic development, to improve standards of living, to ensure political stability? This book answers in the negative. Drawing upon land reform movements over twenty-six centuries of history, Tuma develops a hypothesis about land tenure reform that should enable other scholars to evaluate the success of past reform movements and to see the trends of present and future ones more clearly. In the first part of the study, a general definition of land tenure reform is advanced. Starting with the ordinary meaning of reform as "a redistribution of land to benefit the small farmer or landless agricultural worker," this definition is modified so as to take into account various forms of tenure of title to land, patterns of cultivation, terms of holding, and scale of operation. The middle section of the book presents a comparative study of different types of land reform movements. Eight major "case histories" are considered--the Greek reforms of Solon and Pisistratus in the sixth century B.C.; the Roman reforms of the Gracchi in the second century B.C.; the English tenure changes covering the commutations of the Middle Ages, and the enclosures of the sixteenth and eighteenth centuries; the reforms accompanying the French Revolution; the three Russian reforms: the emancipation of 1861, the Stolypin reforms of 1906 - 1911, and the Soviet reform beginning in 1917; the Mexican reform after the 1910 revolution; the Japanese reform after the Second World War; and the Egyptian reform starting in 1952. In sum, the book relates the land reform movements of past centuries to those now in progress in underdeveloped countries. It argues that the land reforms of the last two decades have dealt with symptoms rather than causes, have affected only a small percentage of either the population or the cultivable area, and warns that even if high concentrations of the land-holdings are broken down, reconcentration is likely to recur unless strong preventive measures are taken.
