Book excerpt: Adapting to the changes that occurred in the strategic environment after the end of the Cold War and in order to solve its security needs Romania's fundamental national interest is to join NATO the single structure capable of providing guarantees for peace and stability in its regional area of interest. To achieve this interest Romania started to implement a comprehensive reform process in all domains of national power - political economic military and psychological. In the military realm the main policy by which the reform is applied is the transformation of the Armed Forces. Through this process Romania aims to create a compact efficient and flexible military force that is fully capable of meeting its national security needs and NATO's expectations as a full Alliance member. This paper analyses Romania's objectives for its Armed Forces transformation envisages ways and means leading to their achievement and recommends a possible option that can be considered.

Book Romania s NATO Membership

Download or read book Romania s NATO Membership written by and published by . This book was released on 2005 with total page 49 pages. Available in PDF, EPUB and Kindle. Book excerpt: Romania represents a reliable NATO member and an emergent democracy among the Eastern European countries. In 2004, Romania became a NATO member and will be integrated in the European Union in 2007. However, these achievements required Romania to go through challenging reforms and to implement Western standards. NATO membership represented the first challenge after the fall of communism in the early 1990s. The process for NATO developed along three main dimensions: NATO's evolution after the Cold War, Romania's historical position toward Western integration, and Romania's military reform after the Warsaw Pact dissolved. After 1990, NATO's own evolution represented the main process that influenced decisively Romania's development. NATO had to confront two policy issues: the relevance of the Alliance after the fall of the Soviet Union, and the rationale for including former Eastern European countries. NATO's approach was to encourage former Warsaw Pact countries to cooperate within NATO's security forum to maintain stability in Eastern Europe. Moreover, the Eastern European countries could develop policies and plans for NATO membership. At the same time, the possible NATO enlargement could redefine NATO's role and preserve its relevancy. Romania's communist domination for almost 5 decades after World War II limited its opportunities for becoming a democratic country. Nicolae Ceausescu's dictatorship produced negative political, social, and economic effects and influenced the West's perception of Romania. However, Romania started to review its servitude to the Soviet regime in the mid 1960s. The West responded positively, but remained skeptical after Ceausescu's failure to improve social and economic conditions. After the 1989 Revolution, Romania struggled to create the conditions for NATO and EU membership. Political consensus and proper resource allocation remained the constant issues for the post-1989 Rumanian governments.

Book The Required Restructuring Process for the Romanian Armed Forces

Download or read book The Required Restructuring Process for the Romanian Armed Forces written by Alexandru Cotoara-Nicolae and published by . This book was released on 2001-06-01 with total page 112 pages. Available in PDF, EPUB and Kindle. Book excerpt: The transformation of the political relations in Europe at the dawn of the 21st Century resulted in deep changes in the concept of security and collective defense. In the context of NATO enlargement, Romania, like other Central and Eastern European countries, reconsidered its political and strategic position in this new environment, started profound reforms in its security institutions and continues to consolidate the democratic statecraft. This thesis examines the Steps Romania, as an aspiring country, has to complete for the admission into the Alliance. The analysis mainly focuses on the process of defense resource allocation and reorganization of the Armed Forces as requirements imposed by NATO through the concept of the Membership Action Plan. A detailed description of the defense resource allocation process is presented and analyzed against relevant theory on policy analysis and contemporary budgeting systems, in particular PPBS. The analysis concludes that through the implementation of the new defense resource management system and reorganization of the Armed Forces, Romania can meet its defense needs and become an important military contributor to NATO.

Book NATO Influence on Romanian National Security in the Post Cold War Era

Download or read book NATO Influence on Romanian National Security in the Post Cold War Era written by Silviu D. Popa and published by . This book was released on 2002-06-01 with total page 77 pages. Available in PDF, EPUB and Kindle. Book excerpt: The transformation of the political relations in Europe at the dawn of the 21st century resulted in deep changes in the concepts of security and collective defense. In the context of NATO becoming an organization dedicated to freedom and democratic values, Romania reconsidered its political and strategic position, started profound reforms in its security institutions and continues to consolidate the democratic statecraft. This thesis examines the influence of NATO mechanisms on Romanian National Security in the Post Cold War Era. The analysis is primarily concerned with examining the building blocks and mechanisms by which NATO extends its institutional and normative influence and contributes or not to reducing chances for military conflict and political tension in the Central and Eastern Europe (CEE) countries, by integrating them into the Western security community and increasing the speed of democratic domestic reforms. The analysis concludes that through NATO influence, Romania has developed into a major factor of peace and stability in the area and could become an important military contributor to NATO.

Book Civil Military Relations in Post Communist Europe

Download or read book Civil Military Relations in Post Communist Europe written by Timothy Edmunds and published by Routledge. This book was released on 2013-10-18 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fifteen years after the fall of communism, we are able to appraise the results of the multi-faceted postcommunist transition in Central and Eastern Europe with authority. This volume specifically addresses the fascinating area of Civil-Military relations throughout this transitional period. The countries of the region inherited a onerous legacy in this area: their armed forces were part of the communist party-state system and most were oriented towards Cold War missions; they were large in size and supported by high levels of defence spending; and they were based on universal male conscription. Central and eastern European states have thus faced a three fold civil-military reform challenge: establishing democratic and civilian control over their armed forces; implementing organisational reform to meet the security and foreign policy demands of the new era; and redefining military bases for legitimacy in society. This volume assesses the experiences of Poland, Hungary, Latvia, Romania, Croatia, Serbia-Montenegro, Ukraine and Russia in these areas. Collectively these countries illustrate the way in which the interaction of broadly similar postcommunist challenges and distinct national contexts have combined to produce a wide variety of different patterns of civil-military relations. This book was previously published as a special issue of European Security.

Book NL ARMS Netherlands Annual Review of Military Studies 2020

Download or read book NL ARMS Netherlands Annual Review of Military Studies 2020 written by Frans Osinga and published by Springer Nature. This book was released on 2020-12-03 with total page 538 pages. Available in PDF, EPUB and Kindle. Book excerpt: This open access volume surveys the state of the field to examine whether a fifth wave of deterrence theory is emerging. Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. Air Commodore Professor Dr. Frans Osinga is the Chair of the War Studies Department of the Netherlands Defence Academy and the Special Chair in War Studies at the University Leiden. Dr. Tim Sweijs is the Director of Research at The Hague Centre for Strategic Studies and a Research Fellow at the Faculty of Military Sciences of the Netherlands Defence Academy in Breda.

Book Small Navies

Download or read book Small Navies written by Michael Mulqueen and published by Routledge. This book was released on 2016-04-01 with total page 266 pages. Available in PDF, EPUB and Kindle. Book excerpt: Whilst maritime studies tend to reflect the dominance of large navies, history shows how relatively small naval forces can have a disproportionately large impact on global events. From Confederate commerce raiders in the nineteenth century, to Somali pirates today, even the most minor of maritime forces can become a key player on a global stage. Examining a broad range of examples, this volume addresses the roles and activities of small navies in the past and the present at the national, regional and international level. In particular, it focusses on the different ways in which such forces have identified and addressed national and international security challenges and the way in which they interact with other navies and security agencies. In addition the collection also investigates the relationship of such navies with non-governmental organisations, institutions and bodies in pursuit of broader maritime goals, be they political, financial or environmental. Adopting an interdisciplinary approach drawing on the best new research from the fields of international relations, security studies, strategic studies and maritime history, the book examines the diversity of experience amongst different smaller navies and also establishes areas of similarity. Divided into two sections, part one begins with a number of chapters that are theoretical in nature, whilst part two provides case studies that offer a more regional focus, including analysis of the challenges facing contemporary navies and historical case studies designed to reveal the experience of small navies over time. By adopting an approach that combines historical considerations with analysis of current events, the collection offers a unique perspective on the role that small navies have played in wider nautical affairs and their continued impact upon global maritime strategies.

Download or read book Beyond NATO written by Michael E. O'Hanlon and published by Brookings Institution Press. This book was released on 2017-08-15 with total page 171 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

Book Civil Military Relations in Europe

Download or read book Civil Military Relations in Europe written by Hans Born and published by Routledge. This book was released on 2006-09-27 with total page 422 pages. Available in PDF, EPUB and Kindle. Book excerpt: This new book illustrates how democracy cannot develop or endure unless military and security forces are under the full control of democratic institutions and all the necessary safeguards, checks and balances are in place. The contributors show how contemporary European states manage the following issue: how does a society, primarily through its legitimate, democratically elected political leaders and their appointed officials, control the military, that same state institution that has been established for its protection and wields the monopoly of legitimate force? Twenty-eight case studies are selected from key countries: the Czech Republic, Germany, Georgia, France, Hungary, Ireland, Israel, Macedonia, Poland, Romania, Slovenia, Serbia and Montenegro, Switzerland and the Ukraine. The key subjects of these cases vary from corruption to military incompetence, disobedience towards civilian superiors, to unauthorized strikes and accidents. The focus is on the relationship between political, civilian and military actors while identifying problems and dangers that can emerge in those relations to the detriment of effective and legitimate democratic control. This is essential reading for students of civil-military relations, democratization, European politics and security studies in general.
