Initially, invitations to join the EU went out to just six countries of the former Soviet bloc: Poland, Hungary, the Czech and Slovak republics, Romania, and Bulgaria. However, it was not long before there was a queue of other applicants from Eastern Europe pressing at the EU’s gates. There were real fears in some quarters that the economic reforms demanded for entry into the EU would bring about more ‘shock’ than ‘therapy’ in Eastern Europe, and that a rapid move to the market would undermine support for democracy. This volume of essays, by a group of internationally recognised experts, focuses on the eastward expansion of the European Union and the EU’s relations with the applicant states. The primary aim of the volume is to provide a historical and analytical account of the enlargement process and to provide readers with a scholarly road map to guide them through the intricacies of the rapidly changing enlargement terrain. After region-wide studies of the enlargement process, there are case studies of eight countries: Bulgaria, Romania, the Czech Republic, Slovakia, Croatia, Serbia, Poland, and Estonia.

They particularly focus on the relation between the less-developed Eastern part of the EU and its more developed Western counterpart, and discuss the consequences of this development gap in detail. Lastly, the book presents a range of case studies from different areas of governance, such as economy and commerce, health services, education, migration and public opinion in order to investigate the trends most likely to impact the European Union's medium and long-term development.

Book excerpt: This comparative study harks back to the revolutionary year of 1989 and asks two critical questions about the resulting reconfiguration of Europe in the aftermath of the collapse of communism: Why did Central and East European states display such divergent outcomes of their socio-political transitions? Why did three of those states—Poland, Bulgaria, and Russia—differ so starkly in terms of the pace and extent of their integration into Europe? Rumena Filipova argues that Poland’s, Bulgaria’s, and Russia’s dominating conceptions of national identity have principally shaped these countries’ foreign policy behavior after 1989. Such an explanation of these three nations’ diverging degrees of Europeanization stands in contrast to institutionalist-rationalist, interest-based accounts of democratic transition and international integration in post-communist Europe. She thereby makes a case for the need to include ideational factors into the study of International Relations and demonstrates that identities are not easily malleable and may not be as fluid as often assumed. She proposes a theoretical “middle-ground” argument that calls for “qualified post-positivism” as an integrated perspective that combines positivist and post-positivist orientations in the study of IR.

The analysis emphasizes the fusion between nationalism and liberalism, and the emancipatory impact national-liberalism had on the transition from the Old Regime to the modern order of the nation-state. While emphasizing liberalism's many achievements, the study critically scrutinizes the liberal doctrine of legal-political “capacity” and the dark side of nationalism, marked by tendencies toward exclusion. It highlights the challenges nascent liberal democracies face in the process of consolidation and the enduring appeal of illiberalism in periods of upheaval, represented mainly by nativism. The book's innovative interdisciplinary approach to citizenship in the Ottoman and post-Ottoman Balkans and the richness of the sources employed, appeal to a diverse readership.

Book excerpt: With the collapse of the Council for Mutual Economic Assistance in 1991, the Eastern European nations of the former socialist bloc had to figure out their newly capitalist future. Capitalism, they found, was not a single set of political-economic relations. Rather, they each had to decide what sort of capitalist nation to become. In Capitalist Diversity on Europe's Periphery, Dorothee Bohle and Béla Geskovits trace the form that capitalism took in each country, the assets and liabilities left behind by socialism, the transformational strategies embraced by political and technocratic elites, and the influence of transnational actors and institutions. They also evaluate the impact of three regional shocks: the recession of the early 1990s, the rolling global financial crisis that started in July 1997, and the political shocks that attended EU enlargement in 2004.Bohle and Greskovits show that the postsocialist states have established three basic variants of capitalist political economy: neoliberal, embedded neoliberal, and neocorporatist. The Baltic states followed a neoliberal prescription: low controls on capital, open markets, reduced provisions for social welfare. The larger states of central and eastern Europe (Poland, Hungary, and the Czech and Slovak republics) have used foreign investment to stimulate export industries but retained social welfare regimes and substantial government power to enforce industrial policy. Slovenia has proved to be an outlier, successfully mixing competitive industries and neocorporatist social inclusion. Bohle and Greskovits also describe the political contention over such arrangements in Romania, Bulgaria, and Croatia. A highly original and theoretically sophisticated typology of capitalism in postsocialist Europe, this book is unique in the breadth and depth of its conceptually coherent and empirically rich comparative analysis.
