As the rapid growth of the human population meets 'head on' with global environmental change, the frequency and magnitude of natural and conflict based disasters appear more probable in the future. This study examines the historic role of the U.S. Army in both domestic and international disaster operations within the framework of the present policy environment. Through an analysis of the emergency response mechanisms which 'trigger' a military response, the author suggests that the Secretary of the Army is indeed the correct proponent for military support to civil authority for domestic disasters, but that much more could be accomplished by the states through the use of interstate compacts to regionally share the resources of the National Guard in 'state active duty' status. The Army's role in international disaster operations could be enhanced by the use of a disaster response task force organized around Corps CS/CSS units coordinated by the Corps Rear Tactical Operations Center (RTOC). Such a tailored force would provide the resources to meet the primary emergency support functions in non-hostile situations, while insuring the training of the CS/CSS units and releasing the combat units for continued training. The proposed force structure would impose only limited training and equipment modifications, at minimal cost, while insuring public support of a peacetime Army that provides a service to society.

Book excerpt: The confluence of the September 11, 2001 terrorist attack and the U.S. Army's historic role to support civil authorities has resulted in substantial new challenges for the Army. To help meet these challenges, the Assistant Secretary of the Army for Research and Technology requested the National Research Council (NRC) carry out a series of studies on how science and technology could assist the Army prepare for its role in homeland security (HLS). The NRC's Board on Army Science and Technology formed the Committee on Army Science and Technology for Homeland Security to accomplish that assignment. The Committee was asked to review relevant literature and activities, determine areas of emphasis for Army S&T in support of counter terrorism and anti-terrorism, and recommend high-payoff technologies to help the Army fulfill its mission. The Department of Defense Counter-Terrorism Technology Task Force identified four operational areas in reviewing technical proposals for HLS operations: indications and warning; denial and survivability; recovery and consequence management; and attribution and retaliation. The study sponsor asked the Committee to use these four areas as the basis for its assessment of the science and technology (S&T) that will be important for the Army's HLS role. Overall, the Committee found that: There is potential for substantial synergy between S&T work carried out by the Army for its HLS responsibilities and the development of the next generation Army, the Objective Force. The Army National Guard (ARNG) is critical to the success of the Army's HLS efforts.

The study finds three potential options for an expanded Army role in civil emergency response: (1) continue to support the Federal Emergency Management Administration's (FEMA's) leadership of disaster response planning; (2) expand the Director of Military Support office to include formal state liaison offices; and (3) designate civil disaster support as a fifth pillar of national defense strategy and incorporate disaster-support missions into the Army's primary missions. The last two options expand the Army's current role and will require both internal changes and outside actions. While weighing these options and examining the issues surrounding them, the Army should take three steps to make its force ready to meet the current expectations of the American people in the event of a disaster at home: (1) transfer executive authority for military support from the Secretary of the Army to the Chairman of the Joint Chiefs; (2) support formal acceptance of civil disaster response as a mission for both active and reserve forces; and (3) review legal constraints on military participation in civil disaster relief.

It then looks at the 1988-1991 timeframe when two major natural disasters accelerated development of federal planning to respond more quickly to disaster relief requirements by means of coordinated contingency plans. It then discusses ongoing actions to update the Federal Response Plan and the Department of Defense Directive 3025.1, Military Support to Civil Authorities. This includes the Army's responsibilities for emergency management and the Domestic Emergency Planning System. The paper finishes with a discussion of current challenges that confront the Army regarding war fighting force structure, and domestic assistance contingencies. It concludes by proposing specific recommendations to deal with these challenges.

The National Guard (NG) is the initial component to be assigned these missions. However, Active Component (AC) troops are frequently employed even when the NG among the states in the region have the capacity to meet overall mission requirements. This unnecessary commitment of AC resources occurs because of inadequate planning or lack of coordination of Guard capabilities or inflexible government regulation which precludes employment of the NG. The nation continues to increase AC employment while we are reducing defense budgets and military personnel. This paper reviews the current policy, organization, and processes for military responses to domestic emergencies. Recommendations are made to improve cost effectiveness and response time, and to reduce the AC's optempo. The proposals are based substantially on the NG's increasing capacity for involvement in domestic support operations.

Book excerpt: This paper makes recommendations regarding the level of disaster response education Army leaders should receive during their careers to prepare them for leadership roles in disaster response and how the Army could better utilize the officers it assigns to the National Guard and the Federal Emergency Management Agency (FEMA). The roles and responsibilities of the U.S. Army and the Army National Guard in disaster response are defined, but not widely understood. The current lack of understanding by both military officers and civilian agencies of the Army's roles and responsibilities creates confusion prior to and during disaster response. Additionally, learning the roles and responsibilities during or after a natural disaster occurs consumes precious time and can slow progress in responding to the most pressing issues. Two of the leading causes for this are: a. Army leaders do not receive enough disaster response education. b. Key Army assignments with the National Guard and FEMA are not being maximized. We recommend including disaster response education for senior non-commissioned officers at the Sergeants Majors Academy (SMA), and for commissioned officers at their Intermediate Level Education (ILE), the Pre-Command Course (PCC), and the Army War College (AWC). In addition, we recommend that Inspector Generals (IGs), Senior Army Advisors to the Guard (SRAAGs), and Defense Coordinating Officers (DCOs) have follow-on utilization tours in the Army to share the knowledge and experience they gain while assigned to the National Guard and FEMA.
