Written from the point of view of an on-the-ground practitioner after exceptional government and voluntary service abroad, Rufus C. Phillips III uses his experience to explain why US efforts to help fragile countries stabilize is important to national security. Helping stabilize fragile states has been too much of a poorly informed, impersonal, technocratic, and conflicted process that has been dominated by reactions to events and missing a more human approach tailored to various countries’ circumstances. In his book, Phillips explains why we have not been more successful and what it would take to make our stabilization efforts effective, sustainable, and less expensive. Recent US involvements have ranged in intensity and size from Colombia, which did not put US boots on the ground, to massive interventions in Iraq and Afghanistan, which did. The lack of success in Afghanistan and Iraq has tended to dominate the national conversation about dealing with fragile states. Stabilizing Fragile States provides a thorough analysis of what has gone wrong and what has gone right in US involvement. • Stabilizing fragile states is more of an unconventional political and psychological endeavor requiring an operational mindset rather than conventional war or normal diplomacy. • Defines the focus of counterinsurgency not as killing insurgents but as a positive effort to win local people’s support by involving them in their own self-defense and political, social, and economic development. • Americans must understand the religious, historical, political, and social context of the host country and be consistent, patient, and persistent in what they do. • Security-force training in host countries must include respect for civilians and the definition by their leadership of a national cause that the trainees believe is worth risking their lives to defend. • Recommends creating a dedicated cadre of expeditionary diplomacy and development professionals in Department of State/USAID and a special training school as an addition to the Global Fragility Act. Very little attention was paid to the effects of fiscal policy on growth and on macroeconomic volatility over the cycle. Important issues such as the composition of public expenditures (and its effects on growth), the ability of fiscal policy to stabilize cyclical fluctuations, and the currency composition of public debt were largely neglected. As a result, fiscal policy has often amplified cyclical volatility and dampened growth. 'Fiscal Policy, Stabilization, and Growth' explores the conduct of fiscal policy in Latin America and its consequences for macroeconomic stability and long-term growth. In particular, the book highlights the procyclical and anti-investment biases embedded in the region's fiscal policies, explores their causes and macroeconomic consequences, and asesses their possible solutions.

Book excerpt: Setting the issue "Most economists consider the marked increase in automatic stabilizers a highly favorable development with respect to maintenance of economic stability". Besides the rare privilege of having being signed by both Milton Friedman and Paul Samuelson (Depres,Friedman, Hart, Samuelson, and Wallace [1950]), among others, this sentence expressed as soon as 1950 the consensus view on the stabilizing effect of fiscal rules governing tax revenue and public expendi tures and transfers. This positive ex ante assessment will have been confirmed ex post as part of the explanation for post war stabilization (Burns [1960], de Long and Summers [1986], Moore and Zarnovitz [1986]). However, it becomes disputed in both its positive and normative aspects. Many institutional changes since the eighties point at curbing back the transfer mechanisms underlying automatic stabilizers, and legal restraints on deficits such as the US balanced budget amendment or the European Maastricht criteria would involve serious risks for the future of stabilizers. Under such rules "the government would become, almost inevitally, a destabilizer rather than a stabilizer" said Joseph Stiglitz, quoted by the New York Times (April 1995)). "Built-in stabilizers are automatic fiscal adjustments that reduce the national income multiplier and thus cushion the effects of changes in autonomous spend ing on the level of income" (Pechman [1987]). Early analyses of the automatic fiscal stabilizers include the contributions of A. G. Hart [1945], R. Musgrave and M. Miller (1948) and E. C. Brown (1955).

Book excerpt: Since the fall of the Taliban from power in Afghanistan, United States, Coalition, and North Atlantic Treaty Organization forces have been conducting stability and reconstruction operations throughout Afghanistan. One of the U.S. government's strategies for establishing an environment that is sufficiently stable to facilitate reconstruction, development, and growth was the creation and stationing of Provincial Reconstruction Teams (PRT) throughout Afghanistan. These joint, inter-agency and multi-national (JIM) teams comprised of military, governmental and host-nation personnel which have been operating for over two years have become the focal point for much debate between International Organizations (IOs), Non-Governmental Organizations (NGOs) and the military regarding civil-military cooperation in post-conflict scenarios. Among the concerns that repeatedly arise are security, the proper role of the military in providing assistance, information sharing, coordination and the preservation of "humanitarian space" upon which IOs and NGOs rely to perform their tasks. This project will focus on the effect that the PRTs have had on these pivotal concerns and contrast the different perspectives from which international civilian assistance providers and military actors view these issues. This research project concludes with specific recommendations for the PRTs, as well as a general set of suggestions for enhancing the relationship between military forces and civilian assistance providers simultaneously operating in close proximity to one another.

Part of the reason is that emissions in two provinces, Alberta and Saskatchewan – already about half the Canadian total when taken together – have been steadily increasing as a result of expanding oil and gas production. Declining emissions in other provinces, such as Ontario, Quebec, Nova Scotia, and New Brunswick, have been cancelled out by those western increases. The ultimate explanation for Canadian failure lies in the differing energy interests of the western and eastern provinces, overlaid on the confederation fault-line of western alienation. Climate, energy, and national unity form a toxic mix. How can Ottawa possibly get all the provinces moving in the same direction of decreasing emissions? To answer this question, Douglas Macdonald explores the five attempts to date to put in place coordinated national policy in the fields of energy and climate change – from Pierre Trudeau’s ill-fated National Energy Program to Justin Trudeau’s bitterly contested Pan-Canadian program – analysing and comparing them for the first time. Book excerpt: This Financial System Stability Assessment paper discusses that Canada has enjoyed favorable macroeconomic outcomes over the past decades, and its vibrant financial system continues to grow robustly. However, macrofinancial vulnerabilities—notably, elevated household debt and housing market imbalances—remain substantial, posing financial stability concerns. Various parts of the financial system are directly exposed to the housing market and/or linked through housing finance. The financial system would be able to manage severe macrofinancial shocks. Major deposit-taking institutions would remain resilient, but mortgage insurers would need additional capital in a severe adverse scenario. Housing finance is broadly resilient, notwithstanding some weaknesses in the small non-prime mortgage lending segment. Although banks’ overall capital buffers are adequate, additional required capital for mortgage exposures, along with measures to increase risk-based differentiation in mortgage pricing, would be desirable. This would help ensure adequate through-the cycle buffers, improve mortgage risk-pricing, and limit procyclical effects induced by housing market corrections.
