A scenario analysis needs a good and careful system approach. Based on a Generic Algorithm the RIBASIM model was applied using the dependable 80% of discharge and shifting the start of land preparation. The results provide evidence that the cropping pattern of the fifth scenario results in an overall optimal agriculture production of the Subak schemes. The recoverable flow considered in the river basin scheme model plays an important role in the optimisation. Nevertheless, if a normal hydro-climate occurs, the other scenarios, especially the first scenario, can be applied as well. When the indigenous knowledge of farmers is compromised with present day knowledge of agricultural and technological developments, capability of these farmers increases, thus reflects the applicability of the Tri Hita Karana philosophy on harmony among people and harmony among people and nature.

Book excerpt: Integrated Water Resources Management (IWRM) is an approach that promotes the coordinated development and management of water, land and related resources, in order to maximize economic and social welfare in an equitable manner without compromising the sustainability of vital ecosystems. Without public interest and participation, successful implementation of IWRM plans for river basin cannot be possible. Further to this, management at the watershed level to assure water supplies to support livelihood (i.e. domestic water, irrigation, industries, etc.) and sustainable groundwater development requires water augmentation through water conservation structures, and pollution control will also play a vital role. In India, because of limited period of rainfall during Monsoon (i.e. three to four months), water conservation and rainwater harvesting have been practiced since ancient days in order to meet water demands throughout the year. These structures are generally constructed and operated through the public participation. Keeping in view of the importance of public partnership, the role of public partnership in context of water-related awareness and practices has been investigated in different parts of the Yamuna River basin. The investigation evaluates the impact of various water conservation devices on livelihood; compares the performance of recently developed water conservation structures with ancient structures; examines spatial variation of water-related problems in the basin; and proposes an institutional setup for effective governance.

Book excerpt: This report explores the theory and practice of Adaptive Water Management (AWM) based on a detailed field study in the Lower Bhavani Project (LBP) in the South Indian state of Tamil Nadu. A five-step framework is used to analyze the extent to which AWM is practiced and how it could be improved. The analysis shows that the LBP system has increasingly fulfilled the criteria of a complex adaptive system over the years. The main uncertainty factor, rainfall variability, has been considered in a stepwise way during the system change cycles and has been included in the LBP system design. The study shows that in spite of contending with an imperfect irrigation system design and intense competition for water resources, water resource managers and farmers are able to adapt and continue to reap benefits from a productive agricultural system.
