The survey findings also highlight the barriers that local governments face in promoting economic development and identify important technical assistance needs and gaps in local capacity.

Book excerpt: The Government is failing to clearly and effectively communicate climate science to the public. There is little evidence of co-ordination amongst Government, government agencies and public bodies on communicating climate science, despite various policies at national and regional level to mitigate and adapt to climate change. The mandate to act on climate can only be maintained if the electorate are convinced that the Government is acting on the basis of strong scientific evidence. Ministers therefore need to do more to demonstrate that is the case and consistently reflect the Government approach in all their communications, especially with the media. The report also criticises the BBC for its reporting on the issue. It points out that BBC News teams continue to make mistakes in their coverage of climate science by giving opinions and scientific fact the same weight. The BBC is called to develop clear editorial guidelines for all commentators and presenters on the facts of climate that should be used to challenge statements, from either side of the climate policy debate, that stray too far from the scientific facts. It is important that climate science is presented separately from any subsequent policy response. Government should work with the learned societies and national academies to develop a source of information on climate science that is discrete from policy delivery, comprehensible to the general public and responsive to both current developments and uncertainties in the science

Book excerpt: This report finds that the Government's desire to deliver localism is neither supported consistently across Whitehall nor implemented coherently by each department of state. MPs warn that the Minister for Decentralisation will need to bring coherence, rigour and clear priorities to the Government's programme. The MPs call for a more explicit statement about where the dividing line will be drawn between a central, light-touch framework for local services and unwarranted interference from ministers in local affairs. So far the Government has shown itself all too eager to impose its preferences on local decision-making. Ministers have also introduced policies that circumvent rather than empower local government: elected police commissioners, free schools, academies and health service reform, threaten to fragment rather than integrate delivery of better public services at local level. As devolution proceeds, the manner in which local decisions are taken come under greater scrutiny. Any reduction in the inspection and performance management required by Whitehall must be accompanied by stronger local democratic accountability. Broadening the provider base for public services is an important plank of the government's decentralisation agenda, but it remains unclear how far the 'Big Society' can expand to take on services and functions shed by statutory bodies. Localism should not be adopted purely as a way to curb public sector costs not least because the financial benefits of more tailored services may not offset the loss of efficiencies of scale. Stimulating greater democratic participation and civic activism will itself cost money if it is to be successful and sustainable.

In December 2012, the Committee launched Green Deal: watching brief inquiry, to follow the Green Deal from its inception and monitor its debut on the UK market. In May 2013, the Committee published the Green Deal: watching brief report in which were outlined concerns about the lack of clarity regarding the outcomes that Department of Energy and Climate Change (DECC) expected from the Green Deal. Green Deal: watching brief (part 2) reviews the performance of the Green Deal and Energy Company Obligation (ECO) in the seven key areas outlined in the previous report, assess DECC's approach to evaluating and monitoring the performance of the Green Deal and ECO, and considers DECC's recent proposals to improve the Green Deal and reduce the cost of ECO. The report found that the Green Deal, rather than facilitating access to energy efficiency measures and creating momentum in the market, has caused frustration and confusion for both consumers and businesses in the supply chain. Only 4,000 Green Deal plans have so far been initiated. As a result, carbon savings through Green Deal finance have been negligible. Therefore the Government must re-evaluate its approach and set out a clear strategy to revive the failing scheme, as unless the package is made more attractive to a wider group of consumers, Green Deal finance is likely to remain unappealing to many.

Book excerpt: The significance, timetable and volume of the proposed welfare reforms should not be underestimated. The changes will see Housing Benefit, currently administered by local authorities, transferring into Universal Credit (UC), to be administered by the Department for Work and Pensions (DWP). Moving in the other direction, Council Tax Benefit and parts of the Social Fund will be replaced with schemes designed and administered by local authorities. This report focuses on implementation and the part that local authorities are playing. It identifies four key areas that will be crucial to the successful implementation of the changes. First, these reforms require close interdepartmental working, particularly between the Department for Communities and Local Government and DWP. Second, the Government needs to work with the Local Government Association to assess the cumulative impact of the entire programme on local authorities' resources. Third, for the simplification of benefits, the Government is switching the payment of housing support from the landlord directly to the claimant. Housing associations may therefore face increased rent arrears and collection costs, though the Government has agreed that this may be offset by excluding "vulnerable" tenants and an automatic switchback mechanism (paying rent to the landlord when a tenant's arrears hit a threshold level). In addition, it is vital that DWP makes good on its assurances that the financial viability of housing associations will not be damaged by the welfare reforms. Fourth, there are concerns about the readiness of ICT systems, specifically that the systems for fraud detection within UC were still at early development even though implementation is now advanced
