The rural poor have little access to land and thus there are limited opportunities for them in crop production. On the other hand, livestock wealth is more equitably distributed compared to land, and the expanding demand for animal food products generates significant opportunities for the poor in overcoming poverty through diversifying and intensifying livestock production. Keeping in view the above fact, a survey was conducted in 2006-07 to assess the livestock scenario in Bihar with the help of Sanjay Gandhi Institute of Dairy Technology, Patna to assess the livestock scenario in Bihar. Altogether 9 districts namely, Muzaffarpur, East Champaran, Purnia, Katihar, Banka, Jamui, Gaya, Aurangabad and Patna representing all the agro-climatic zones of Bihar. Survey revealed that the dairy contributed, on an average, about 22.39 percent to total household income in sample villages which was next only to crop production. It was found that livestock besides providing income to landless and marginal farmers also contributes significantly to their income in term of imputed wage of family labour. Findings also indicate that per capita availability of animal protein in the state is about 58 % in case of milk, 54 % in meat and one-fourth in eggs when compared to their respective availability at national level. Survey revealed that private practitioners played a major role in maintenance of general health and management of livestock. Public Animal Health Centres were the second most utilized source for health care services, particularly on medium and large farm households. Dairy sector generated annual per household employment of 831 hrs and goatry provided annual employment of 736 hrs for family members.

Sincere Efforts Have Been Made To Ascertain The Potential Of Livestock Sector For Increasing Income And Employment Through Adoption Of Improved Technology In Various Livestock-Crop Production Systems In The State Of Orissa Vis-À-Vis India. A Detailed Picture Of Farming Households, Livestock-Crop Raising Activities, Major Livestock-Crop Production Systems, Cost And Returns, Input-Output Relationship In Livestock And Crops, And Income And Employment Generation From Both The Activities Have Been Given. The Constraints In Livestock And Crop Production Activities Have Been Outlined. The Book Addresses The Problems Of Livestock-Crop Production Systems With Emphasis On Community Livelihood Development. Certain Policy Measures Have Been Suggested For Accomplishing Higher Level Of Growth. Farmers are unaware of improved management practices of livestock production. Number of crossbred cows increased but sterility increased in these cows due to poor nutrition and unhygienic breeding. There is need to improve veterinary health facility infrastructure and breeding facility at the door step of farmers. Buffalo is becoming more important dairy animals in several part of Bihar and Odisha but breeding facility is yet to improve for buffaloes. This report provides regional and species priorities for livestock research and development in Bihar and Odisha taking into consideration the developmental goals of increasing efficiency, improving equity and enhancing sustainability of the production systems. We have considered 'value of production of a species' as proxy for efficiency; 'number of poor' as indicator of equity; and 'land available for livestock production' as proxy for sustainability. Assigning equal weights to the developmental goals/objectives, and therefore to these extensity parameters and to their associated intensity parameters we have developed regional and species priorities. Further, by identifying important constraints to livestock production, the report also develops agenda for evolving species-specific strategies and programs as to maintain the livestock sector on the growth trajectory which it witnessed in the recent past. Livestock production in Bihar is constrained by a number of factors related to breeding, health, nutrition and management of the animals. Altogether the sector suffers a loss of Rs 46300 million which is almost equivalent to one-third of the total value of its output. Of these, problems related to animal health account for over one-third, followed by those related to breeding and reproduction (31%) and feed and nutrition (28%). Amongst various identified constraints, lack of availability of progeny-tested bulls, mineral deficiency, lack of availability of green fodder, foot and mouth disease and infertility rank higher in order of their economic severity, though their severity may vary across species, livestock productivity in Odisha is low. A number factors related to breeding, health, nutrition and management of the animals cause a loss in output worth Rs 71670 million which is higher than the total value of output of livestock sector in the state. Feed and fodder scarcity is identified as the most important constraint, contributing 46% of the total losses. Breeding and management related constraints account for 23% each in the total losses. Amongst various identified constraints, scarcity of feed and fodder, lack of clean water, mineral deficiency, lack of availability of progeny-tested bulls and infertility rank higher in order of their economic importance though their relative importance varies across species.

Book excerpt: Bihar state spread over 9.36 million hectares land. It covers 2.8 percent landmass, supports about 8 percent of human population and 5.4 percent of livestock of India. The importance of livestock sector in state's economy can be understood by the fact that it contributed more than 45 percent to state agricultural GDP which is much higher than the contribution of this sector at national level (Gross National Agriculture Production) which stands at 27 percent. In Bihar, breed replacement rate has been slow mainly due to collapse of Public Artificial Insemination Centres. A private organization namely Patna Animal Development Limited came into existence in mid-eighties but operating mainly around Patna in the field of A.I and animal health. COMPFED is also providing AI and animal health services to members of Dairy Co-operative societies. BAIF and J.K. Trust are also operating in Bihar but in limited area. Despite Public and private efforts in A.I. and animal health, about 50 percent of breedable bovine could come under AI system and remaining 50 percent bovine is still served by natural breeding. Hence, there is a need to revive public AI centres and promote private organization to establish A.I. and animal health centres in Bihar. Quacks still dominate in field of animal health in Bihar and some of them are providing emergency services to dairy farmers.
