For explosives alone the sum of $20,000,000 is expended each year, and it is well within limits to say that fully twice as great a sum is paid out to drillers and blasters. When we consider the labor, the power and the powder required to mine and to quarry products in the aggregate so enormously valuable, we can not fail to be impressed with the scantiness of literature on the economics of rock excavation. A dozen years ago, when called upon to estimate the cost of some open cut rock excavation, I was astonished to find no text book that in the least served to guide me. I subsequently learned also that most of the matter to be found in the few books on blasting was either theoretic or too meagre to be of material value. What was true then has unfortunately remained true. In the preparation of this volume, it was my original intention to give only condensed cost data on rock excavation - including in that term, quarrying, open cut work, trenching, tunneling, and underground excavation; but, as the writing progressed, it become more and more apparent that methods of doing work and "tricks of the trade" should occupy an important part of the book to make it at all satisfactory. I saw that my object should be not merely to furnish data whereby an inexperienced man might predict the cost of rock work with at least tolerable accuracy, but that it should be my aim also to indicate to the experienced manager how and where savings in the cost of production may be effected. Taking my own notes and records of cost as a basis, I have added so extensively to them by correspondence that the reader will find not a little on costs that has never appeared in print before. This condition is due largely to the notable scarcity of information available on the subject of highway cost keeping, as practically all textbooks on cost keeping have been prepared from the viewpoint of factory management and are not readily adaptable to highway work. Furthermore, the usefulness of highway cost data has not yet been generally appreciated by public officials. Purpose of the bulletin. - The purpose of this publication is to present, first, in an elementary way the principles which govern cost keeping; second, a practicable application of those principles to highway work. Development of cost systems. - Cost keeping was developed in the manufacturing industries. To Charles Babbage has been conceded the honor of having first called the attention of the manufacturing world to its desirability, in 1832, in his publication entitled "The Economy of Manufacture." Half a century elapsed, however, before factory managers, forced by relentless competition to eliminate waste and incompetency from their factories, began to introduce systems of cost keeping. Since 1900 the use of cost keeping in manufacturing industries has developed steadily. During this period of development principles regarded as basic have been established. While cost keeping for highway work is of comparatively recent origin, it is based upon factory cost keeping, and the same principles govern. Cost Elements. The term "cost," as generally interpreted and as used in this bulletin, is the summation of expenditures expressed in terms of money involved to acquire or produce a utility or to perform a service. The cost of every unit of product, whether it be a square yard of road surface maintained, or a cubic yard of concrete which is a part of a bridge or culvert, is composed of four basic elements of expense, namely: (1) The cost of labor. (2) The cost of materials. (3) The cost of service of plant and equipment. (4) The cost of general expense or overhead. Labor. The costs of labor are divided into two classes; first, direct labor cost; and, second, indirect labor cost. All labor chargeable against the product which can be designated as directly expended on it is called direct labor. All labor chargeable against production and not directly expended on the product is called indirect labor. Book excerpt: Excerpt from Rock Drills: Design, Construction, and Use In presenting this collection of essays on rock drills, I make no claim to have treated the subjects exhaustively. Rock drills have formed the subject of numerous articles in the technical press. Various authors have dealt with the subject; but only incidentally and as a branch of other subjects. I know of no book that will, in the first place, give a description of the leading modem makes of English, Australian, and American drills of both piston and hammer types, or give such details of their actual use in metalliferous mines as would enable a novice to approach them with some previous knowledge; and, at the same time, assist the engineer and mine manager to choose machines most suited to his particular needs and to maintain and work them at their highest efficiency. This is my excuse for attempting such a task, while engaged in other mining work. I have not hesitated to reprint much of the writing of others, always, I hope, with due acknowledgment. Where the facts were stated concisely and clearly I saw no object in transcribing. I had much help from H. P. Gillette's excellent book, C. LeNeve Foster's and other works on mining. I have borrowed largely from proceedings of scientific societies and from A. and Z. Daw's exhaustive work on Blasting Rock. Many thanks are due to manufacturers for much help. I have tried to write without bias in comparing the merits of various machines and devices, and the book is not an advertisement for any particular drill. I have not given much space to either rotary or gasoline drills as they scarcely come within the scope of the book. My apology to my critics, who will doubtless find many omissions in the book, is, that it is a collection of notes that the author himself would have been very pleased to have had in book form when recently selecting and working rock drills. My chief qualification for writing this book is, that I have had to earn my living by using many of the machines described, and more recently in superintending rock-drilling operations.
