Book excerpt: Robbery is a particularly important and interesting type of crime. It is important because of the psychological and physical trauma suffered by the million victims each year, and because of the fear engendered by the threat of robbery; this threat causes changes in lifestyle that are destructive to social life and the sense of community in urban areas. Robbery is particularly interesting to criminologists because it is the only one of seven traditional FBI Index crimes that is both a property crime and a violent crime. It shares with other crimes of property the primary motivations (money), and the fact that in most cases the perpetrators do not know their victims. It shares with other types of violent crime a fairly high probability of victim injury or even death, the face-to-face encounter between perpetrator and victim, and the extreme overrepresentation of males and blacks among perpetrators (and, to a lesser extent, among victims). Developing an empirical basis for criminal justice system policy with respect to robbery requires more than descriptive information; unfortunately, there is no automatic connection between our ability to describe or diagnose a problem, and our ability to intervene effectively to mitigate the problem. Needless to say, our ability to provide reliable descriptive information on robbery is more advanced than our ability to assess the potential effectiveness of policy interventions. The last chapter of this report suggests a useful framework for understanding the robbery process from a policy perspective, and summarizes research that is germane to several specific policy options.

Significant data were generated by the Commission's National Survey of Criminal Victims, the first of its kind conducted on such a scope. The survey found that not only do Americans experience far more crime than they report to the police, but they talk about crime and the reports of crime engender such fear among citizens that the basic quality of life of many Americans has eroded. The core conclusion of the Commission, however, is that a significant reduction in crime can be achieved if the Commission's recommendations (some 200) are implemented. The recommendations call for a cooperative attack on crime by the Federal Government, the States, the counties, the cities, civic organizations, religious institutions, business groups, and individual citizens. They propose basic changes in the operations of police, schools, prosecutors, employment agencies, defenders, social workers, prisons, housing authorities, and probation and parole officers.

First, an analysis of crime, criminals, and the criminal justice system provides a perspective to help distinguish myths about ideal system operation from the reality of its functioning. This conceptual framework focuses on the conflicting priorities of private motives and public interests, perceptions (and misconceptions) of crime, theories about what constitutes a criminal, and the implementation of criminal justice policy from these perceptions. The workings of each of the major components of the criminal justice system are then examined, with attention to the real roles and interests of the police, lawyers (attorneys and the defense counsel), the courts, and corrections. Interests and goals that are prime points of conflict between these components are detailed, as is the impact of these conflicts on law enforcement and crime. Third, four policies currently being used in the U.S. to deal with crime are explored -- deterrence, rehabilitation, decriminalization, and diversion. Attempts are made to fit each policy into its historical beginning a and to highlight reasons for its emerging as an important policy; each policy's assumptions about the nature of crime and the nature of criminals are discussed. Finally, processes for assessing policies and their impact on society and crime are presented; the processes are evaluated for advantages and pitfalls.
