Yet despite unreserved agreement on the importance of this cultural moment, previous studies often reductively distort our reading of the formation of early twentieth-century lesbian identity, either by neglecting to examine in detail the developments leading up to the ban or by framing events in too broad a context against other cultural phenomena. Fashioning Sapphism locates the novelist Radclyffe Hall and other prominent lesbians--including the pioneer in women's policing, Mary Allen, the artist Gluck, and the writer Bryher--within English modernity through the multiple sites of law, sexology, fashion, and literary and visual representation, thus tracing the emergence of a modern English lesbian subculture in the first two decades of the twentieth century. Drawing on extensive new archival research, the book interrogates anew a range of myths long accepted without question (and still in circulation) concerning, to cite only a few, the extent of homophobia in the 1920s, the strategic deployment of sexology against sexual minorities, and the rigidity of certain cultural codes to denote lesbianism in public culture.

There are several - partly intermingled - evolutionary forest transitions underway: the slow transition from forest area decrease to an increase in the North while deforestation and degradation continues in the South. Although not all deforestation is considered negative, serious social, economic, and environmental costs may be associated with excessive deforestation. Deforestation control is just the first step on the stony path towards sustainable forest management. The forest management transition refers to the shift in the utilization towards managed semi-natural, secondary forests and plantation forests. There are some signs in the North of the forest paradigm shift from sustainable yield to forest ecosystem concepts. How deforestation can be tackled and how these concurrent transitions are effected will have profound implications for the future. These processes involve several challenges with South-North dimensions. A search for an optimum mix of public policies and markets is a global priority both as a forest policy issue and as an inter-sectoral item on the political agenda. Deforestation and transition is discussed here by a team of 14 scientists from both the North and the South. This book offers knowledge, facts, and information about world forests, society, and environment to help us towards equity in our use of the global forest – to create a clearer vision of unasylva.

This book explores how forest restoration might be carried out to increase landscape heterogeneity, improve ecological functioning and restore ecosystem services in such landscapes. It focuses on large, landscape-scale reforestation because that is the scale at which restoration is needed if many of the problems that have now developed are to be addressed. It also shows how large-scale forest restoration might improve human livelihoods as well as improve conservation outcomes. A number of governments have undertaken national reforestation programs in recent years; some have been more successful than others. The author reviews these to explore what type of reforestation should be used, where this should be carried out and how much should be done. For example, are the traditional industrial forms of reforestation necessarily the best to use in all situations? How can forest restoration be reconciled with the need for food security? And, are there spatial thresholds that must be exceeded to generate economic and environmental benefits? The book also examines the policy and institutional settings needed to encourage large-scale reforestation. This includes a discussion of the place for incentives to encourage landholders to undertake particular types of reforestation and to reforest particular locations. It also considers forms of governance that are likely to lead to an equitable sharing of the costs and benefits of forest restoration.

Book excerpt: "Although private forest use in Brazil has been regulated at least since the Forest Code of 1965, cumulative deforestation in the Brazilian Amazon reached 653,000 km2 by 2003 (INPE 2004). Much of this deforestation is illegal. In 1999, the State Foundation of the Environment (FEMA) in Mato Grosso introduced an innovative licensing and enforcement system to increase compliance with land use regulations. If successful, the program would deter deforestation that contravenes those regulations, including deforestation of riverine and hillside forest (permanent preservation areas), and reduction of a property's forest cover below a specified limit (the legal forest reserve requirement). This study seeks to assess whether introduction of the program affected landholder behavior in the desired direction. Simple before/after comparisons are not suitable for this purpose, because there is considerable year to year variation in deforestation due to climatic and economic conditions. Nor is it valid to assess program impacts by comparing licensed and unlicensed landholders, even though the program focused its enforcement efforts on the former. This is because, first, landholders with no intention of deforesting may choose to become licensed; and second, unlicensed landholders may be deterred from deforestation by the mere existence of a serious program that aims for universal licensing. To meet these challenges, the study applies a difference-in-difference approach to geographically explicit data. It looks for, and confirms, post-program declines in deforestation in high-priority enforcement areas relative to other areas; in more easily observed areas relative to less easily observed areas; and in areas of low remaining forest cover (where further deforestation is probably illegal) relative to high remaining forest cover. Thus, even against a backdrop of higher aggregate deforestation (driven in part by higher agricultural prices), there is evidence that the program in its early stages (before 2002) did shift landholder behavior in a direction consistent with reduced illegal deforestation. (The legality of deforestation was not however directly observed). The study hypothesizes that this behavioral change resulted from an initial perception of increased likelihood of the detection and prosecution of illegal deforestation, following announcement of the program. The study does not assess Mato Grosso's new system for environmental regulation (SLAPR) impacts following the change of state administration in 2003. "--World Bank web site.
