Roads to Prosperity: Economic Development Lessons from Midsize Canadian Cities explores the relative prosperity of midsize Canadian urban areas (population 50,000 to 400,000) over the past two decades. Communities throughout North America have strived for decades to maintain and enhance the prosperity of their residents. In the areas that are the focus of this research, the results of these efforts have been mixed—some communities have been relatively successful while others have fallen further behind the national averages. Midsize cities often lack the resources, both internal and external, to sustain and enhance their prosperity. Policies and strategies that have been successful in larger urban areas may be less effective (or unaffordable) in smaller ones. Roads to Prosperity first examines the economic structure of forty-two Canadian urban regions that fall within the midsize range to determine the economic specializations that characterize these communities and to trace how these specializations have evolved over the time period between 1991 and 2011. While urban areas with an economic base of natural resource or manufacturing industries tend to retain this economic function over the years, communities that rely on the service industries have been much more likely to experience some degree of restructuring in their economies over the past twenty years. The overall trend among these communities has been for their employment profiles to become more similar and for their economic specialization to fade over time. The second part of the book looks at a number of currently popular economic development strategies as they have been applied to midsize urban areas and their success and failures. While there appears to be no single economic development strategy that will lead to greater prosperity for every community, Sands and Reese explore the various factors that help explain why some work and others don’t. Those with an interest in urban planning and community development will find this monograph highly informative.

Book excerpt: The purpose of this study is to determine whether highway infrastructure in Montana is adequate to support future expected growth in traffic resulting from economic development in Canada, and a number of potential changes in border operations, industry structure and freight-related policy. Historical data on cross-border traffic, empirical findings from existing research, interviews with selected industry representatives and subject matter experts, as well as professional judgment, were used to: i) provide an overview of the regional economy, highlighting threats and opportunities for future economic development and growth in international trade; ii) develop forecasts of cross-border commodity flows and commercial traffic under alternative scenarios and economic growth assumptions; iii) document existing conditions along two highway corridors connecting US 2 with the Canadian border, namely the S-232 corridor between US 2 and Wild Horse, and the US 191 corridor between US 2 and Morgan; and iv) assess whether existing highway infrastructure along these corridors was adequate to accommodate future expected traffic levels. A number of conclusions could be reached. First, it is anticipated that existing highway infrastructure in Montana will be adequate to handle the potential increase in overall traffic, as well as the potential increase of truck traffic for both corridors of interest. Second, should the existing pavement and geometric conditions be maintained, the expected increase in AADT and truck percentages should not degrade the weighted traffic operations below free-flow conditions (LOS A); although individual locations within the corridor may experience higher degradation in operations than the overall weighted average operations. Third, traffic operations along the highway segments immediately adjacent to the ports are expected to remain below free-flow conditions through 2032. Only under the most aggressive growth scenario would traffic conditions south of Wild Horse deteriorate below LOS A in the busiest hour, in 2028.

Book excerpt: In 1988 a committee under the auspices of the roads and transportation association of canada began work on a study aimed at defining a national highways policy for canada (see phase 1 report, irrd 807292). one component of the first phase of the study established minimum design and operational standards for a national highway system. this report documents one task of the second phase of the study: an assessment of the benefits which would accrue to the national economy as a result of a program to improve the national highway system to meet the criteria identified in phase 1. an econometric model was used to assess the inter-relationships between detailed demands on the economy, output and employment of producers, prices of producers, and prices as they are finally faced by consumers as households, investors and governments. the cumulative benefits of the national highway program over the time period 1991-2000 are estimated to be in the range of $9.8 billion to $14.4 billion, with estimated employment impacts ranging from 18.9 to 186.9 thousand person years over the same time frame. the report presents a detailed description of the method of analysis and results.

Key elements of the study included: 1) literature review of regional economic and transportation studies, and similar border crossing analyses; 2) assessment of current traffic and infrastructure conditions, and border crossing policies and security; 3) evaluation of existing economic conditions and projections of future industry growth; and 4) forecasts of future traffic volumes at Montana border crossings and connecting highways. The research employed a risk analysis to account for future uncertainties in key driving factors and industry growth trends, thus producing a range of likely future traffic volumes by facility.

Book excerpt: A large scale project was carried out in brazil between 1975 and 1981 to develop vehicle operating cost and pavement deterioration models for the economic evaluation of alternative highway investment strategies. the project was funded by the brazilian government and the united nations development program (undp), with the world bank as the executing agency. data collected and analyzed in the study were incorporated into the highway design and maintenance standards model (hdm-iii), a program which is intended to meet the needs of highway authorities, particularly in developing countries, for evaluating policies, standards and programs of road construction and maintenance. phase 1 of the present rtac study involved four major objectives: 1) to review the results of the brazil study and other subsequent work in the areas of vehicle operating cost, road deterioration and highway investment analysis, 2) to assess canadian government and industry needs in these areas, 3) to determine the applicability of the brazilian research to canadian needs, and 4) to formulate the terms of reference to modify existing models or develop new models that will be suitable for canadian needs and conditions. results of the study indicate that the hdm-iii model has the potential to be a useful network road policy analysis tool, but that a good deal of work will be required to adapt and calibrate the model to accurately reflect canadian conditions. in particular, further research is recommended in two major areas: 1) the relationship between road deterioration and vehicle operating costs, and 2) the development and calibration of a common road roughness scale for canada.
