Book excerpt: "After our examination of the new strategic environment of the next quarter century (Phase I) and of a strategy to address it (Phase II), this Commission concludes that significant changes must be made in the structures and processes of the U.S. national security apparatus. They consider how the transformed joint services of the United States should employ force in the 21st century. The services are exploring concepts such as Effects Based Operations and Rapid Decisive Operations to move swiftly and strike vigorously to secure victory in the coming decades. At the same time the nation and its armed forces are developing new concepts of homeland security to defend the country in the war on terrorism. Officers who participated in the Advanced Strategic Art Program (ASAP) during Academic Year 2002 wrote the individual chapters.

Book A Responsibility to Prepare

Book excerpt: Changes in the climate pose direct threats, such as sea level rise and increased storm surges, which could inundate coastal military and civilian infrastructure. Dramatic changes in food, water and energy availability also increase the likelihood of instability and state failure across the globe. The gravity of these risks has been af rmed by a number of senior defense and intelligence leaders in the current Administration. Given the threats of climate change identi ed by our nation's defense, national security and intelligence communities, a rise in destructive climate-driven impacts on the United States, and our increased capacity to foresee these risks, our government has a "Responsibility to Prepare" to meet future challenges at home and abroad. To ful ll this responsibility - to save lives and money, strengthen security, and advance U.S. interests worldwide - the current Administration must expand efforts to reduce and manage the security risks of climate change and seize the strategic opportunities presented by such efforts.

Book The National Security Enterprise

Download or read book The National Security Enterprise written by Roger Z. George and published by Georgetown University Press. This book was released on 2017 with total page 441 pages. Available in PDF, EPUB and Kindle. Book excerpt: This second edition of The National Security Enterprise provides practitioners' insights into the operation, missions, and organizational cultures of the principal national security agencies and other significant institutions that shape the US national security decision-making process. Unlike some textbooks on American foreign policy, this book provides analysis from insiders who have worked at the National Security Council, the State Department, Department of Defense, the intelligence community, and the other critical entities included in the book. The book explains how organizational missions and cultures create the labyrinth in which a coherent national security policy must be fashioned. Understanding and appreciating these organizations and their cultures is essential for formulating and implementing coherent policies. This second edition includes four new chapters (Congress, DHS, Treasury, and USAID) and updates to the text throughout. It covers the many changes instituted by the Obama administration, implications of the government campaign to prosecute leaks, and lessons learned from more than a decade of war in Afghanistan and Iraq.

Book Making Strategy

Download or read book Making Strategy written by Dennis M. Drew and published by . This book was released on 2002-04 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: National secuirty strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book.
