Book excerpt: This book examines the scope of urban planning in Mexico through case studies of four municipalities - Campeche, Hermosillo, Leon and Morelia - that have recently updated their plans using new federal guidelines. We seek to advance a research agenda on the impacts of planning and its effectiveness by proposing some foundations for how to assess planning processes, as well as to provide guidance for the federal government of Mexico in its oversight of municipal planning practice and recommendations for the four cities we study. We begin with the concern that the debate over whether urban planning in Mexico “works” suffers from a lack of shared definitions about what is and is not within the scope of urban planning, and a shared conceptual framework for assessing the planning process. The case studies were conducted as part of a graduate studio in the Department of Urban Planning at UCLA. They rely on multiple interviews with planners and professionals in each city as well as documentary and data analysis, and literature reviews. We use a framework of five processes: creating a plan, implementing the plan, raising revenue to fund urban infrastructure, upgrading existing neighborhoods to ensure equal access across neighborhoods, and investing in new infrastructure to support growth. Each case presents a brief urban history and contextual data; a description of local government planning activities, the current plan, the city’s political history, and transparency in local planning; an assessment of planning processes, the mechanisms for changing land uses, and examples one infrastructure project and enforcement of land use rules; and an evaluation of the plan itself, including some GIS analysis local zoning and federal policy. The book’s recommendations fall into three areas: making plans into part of an ongoing and iterative process, increasing coordination between municipal budgeting and planning, and creating transparency and public input to the planning process. More specifically, we find that new plans often ignore successes and failures of prior plans, they do not periodically assess indicators to gauge impact, and discretionary changes in between plan updates diminishes the importance of the plan itself. In the second area, we argue that the scope of planning must be expanded. The plan should be integrated with the municipal budgeting process and municipalities in Mexico should work to generate more local revenues to adequately fund plans. Finally, in the third area, we recommend making planning documents, zoning maps, and basic data on urban conditions accessible to the public. A lack of transparency and the often opaque decision making processes harm the legitimacy of governance. We also outline how the federal government can play a role in advancing these recommendations for local planning processes.

But, Addis Ababa’s Road construction projects fail to be executed on time, within the allocated budget, and with the desired quality. To solve this problem, a new management concept is introduced, namely lean construction. It is known to increase productivity and minimize waste. To realize this solution, last planner system (LPS) is used; it is one tool of lean construction. It is a person or group of people with the task to control the production unit. The main objective of this study is to assess usefulness of the last planner system implementation to advance the current construction process management in Addis Ababa city road projects. The research was conducted on selected asphalt road construction projects located in Addis Ababa city. To address the problems Questioners, observations, interviews, focus group discussion, and recently published journals were employed as a qualitative and quantitative data collection tools and analyzed using statistical package for the social science version 26 and super decision model version 3.2. The finding shows that; the construction management process adopted in all three sites is more or less similar they use a push planning system and critical path method to determine the duration following the master schedule but have no weekly work plan and lookahead schedule to forecast the coming week's duty. The LPS implementation expected barriers are also ranked from one to five: as Labor-related, internal working environment-related, stakeholders-related, exogenous related, and material related expected barriers respectively. The last planner system has many benefits as agreed by different scholar’s those are time-related, Cost-related, claim-related, and quality-related benefits are the main benefits obtained through the LPS implementation and it is possible to conclude; LPS is useful for the road construction management system. The research is significant in creating awareness & understanding on the adoption of the lean construction tool (LPS) in sustainable construction, to improve knowledge and understanding of the implementation of LPS. Moreover, the LPS implementation conceptual framework was also developed based on the last planner system principles.

Book excerpt: This open access book traces the development of landscapes along the 414-kilometer China-Laos Railway, one of the first infrastructure projects implemented under China's Belt and Road Initiative (BRI) and which is due for completion at the end of 2021. Written from the perspective of landscape architecture and intended for planners and related professionals engaged in the development and conservation of these landscapes, this book provides history, planning pedagogy and interdisciplinary framing for working alongside the often-opaque planning, design and implementation processes of large-scale infrastructure. It complicates simplistic notions of development and urbanization frequently reproduced in the Laos-China frontier region. Many of the projects and sites investigated in this book are recent "firsts" in Laos: Laos's first wildlife sanctuary for trafficked endangered species, its first botanical garden and its first planting plan for a community forest. Most often the agents and accomplices of neoliberal development, the planning and design professions, including landscape architecture, have little dialogue with either the mainstream natural sciences or critical social sciences that form the discourse of projects in Laos and comparable contexts. Covering diverse conceptions and issues of development, including cultural and scientific knowledge exchanges between Laos and China, nature tourism, connectivity and new town planning, this book also features nine planning proposals for Laos generated through this research initiative since the railway's groundbreaking in 2016. Each proposal promotes a wider "landscape approach" to development and deploys landscape architecture's spatial and ecological acumen to synthesize critical development studies with the planner's capacity, if not naive predilection, to intervene on the ground. Ultimately, this book advocates the cautious engagement of the professionally oriented built-environment disciplines, such as regional planning, civil engineering and landscape architecture, with the landscapes of development institutions and environmental NGOs.

This research aims at developing a framework for optimizing the planning of construction detours. The main objectives of the research are to first identify all the decision variables that affect the planning of construction detours and secondly, implement a model based on shortest path formulation to identify the optimal alternatives for construction detours. The ultimate goal of this research is to offer construction planners with the essential guidelines to improve construction safety and reduce construction zone hazards as well as a robust tool for selecting and optimizing construction zone detours.
