Environmental and social benefits of water should also be considered in river basin management, and attempts should be made to value them similarly. This is not a straightforward task and very few studies have directly addressed this issue to date. In this paper, the Menik Ganga (River) in southern Sri Lanka is used as a case study to attempt and evaluate the costs and benefits of environmental water allocations, referred to as ‘environmental flows™ (EF). In this study, a broad definition of EF is used: the components of EF evaluated include the requirements of the religious festival, the requirements of the Yala National Park, the requirements of the Pilinnawa Coastal Wetland and the requirements of the Yala Fishery Management Area, off the coast. Almost all estimates are based on use values of EF such as marketed goods and recreation. For some components multiple estimates have been attempted. The religious EF requirement is estimated using the cost of alternative water supplies. The benefits of the EF requirement for the Yala National Park are estimated using the forgone value of tourism in the dry season and the benefits of avoiding the Human-Elephant Conflict. The Additional expenditure for the park in the dry season is also presented as another proxy estimate of the benefits of EF. The Benefit Transfer method was used for the Pilinnawa Wetland and grassland due to data constraints. The market prices of lobster and income of chank divers are used as proxies for the economic benefits of EF to the Yala Fishery Management Area. Finally, the cumulative value of the individual components is presented and discussed. The paper intends to stimulate discussion and further research on the complex subject of valuing the social and environmental benefits of water whether it is in the Menik Ganga, elsewhere in Sri Lanka or elsewhere in the world.

Book excerpt: The Missouri River Ecosystem: Exploring the Prospects for Recovery resulted from a study conducted at the request of the U.S. Environmental Protection Agency and the U.S. Army Corps of Engineers. The nation's longest river, the Missouri River and its floodplain ecosystem experienced substantial environmental and hydrologic changes during the twentieth century. The context of Missouri River dam and reservoir system management is marked by sharp differences between stakeholders regarding the river's proper management regime. The management agencies have been challenged to determine the appropriate balance between these competing interests. This Water Science and Technology Board report reviews the ecological state of the river and floodplain ecosystem, scientific research of the ecosystem, and the prospects for implementing an adaptive management approach, all with a view toward helping move beyond ongoing scientific and other differences. The report notes that continued ecological degradation of the ecosystem is certain unless some portion of pre-settlement river flows and processes were restored. The report also includes recommendations to enhance scientific knowledge through carefully planned and monitored river management actions and the enactment of a Missouri River Protection and Recovery Act.

Book excerpt: The main objective of the Water Framework Directive in the European countries is to achieve a “good status” of all the water bodies, in the integrated management of river basins. In order to assess the impact of improvement measures, water quality models are necessary. During the previous decades the progress in computer technology and computational methods has supported the development of advanced mathematical models for pollutant transport in rivers and streams. This book is intended to provide the fundamental knowledge needed for a deeper understanding of these models and the development of new ones, which will fulfil future quality requirements in water resources management. This book focuses on the fundamentals of computational techniques required in water quality modelling. Advection, dispersion and concentrated sources or sinks of contaminants lead to the formulation of the fundamental differential equation of pollutant transport. Its integration, according to appropriate initial and boundary conditions and with the knowledge of the velocity field, allows for pollutant behaviour to be assessed in the entire water body. An analytical integration is convenient only in one-dimensional approach with considerable simplification. Integration in the numerical field is useful for taking into account particular aspects of water body and pollutants. To ensure their reliability, the models require accurate calibration and validation, based on proper data, taken from direct measurements. In addition, sensitivity and uncertainty analysis are also of utmost importance. All the above items are discussed in detail in the 21 chapters of the book, which is written in a didactic form for professionals and students.
