Book excerpt: Individuals in the United States and Americans abroad are exposed to inhalation hazards from a variety of sources, and these hazards can have both short- and long-term adverse effects on health. For example, exposure to wildfire smoke, which contains particulate matter and toxic chemicals, can lead to respiratory problems, increased risk for heart attacks, and other adverse health outcomes. Individuals also may be exposed to airborne infectious agents through aerosol or droplet transmission, and as demonstrated by the COVID-19 pandemic, the individual and public health consequences of these exposures can be severe. Storms, floods, and hurricanes can increase exposure to moisture-driven hazards, such as mold, and to accidental releases from production facilities or transport vehicles that may result in chemical exposures. The current regulatory system is focused primarily on ensuring access to respiratory protection in occupational settings characterized by well-defined hazards and employer-employee relationships. With this narrow regulatory focus, the respiratory protection needs of the public and many workers are not being met. As climate change increases the incidence and severity of wildfires, hurricanes, floods, infectious disease outbreaks, and other phenomena that impact air quality and human health, it is imperative that the United States ensure that the respiratory protection needs of the public and all workers are met. Recognizing the urgent need to address the gaps in the nation's ability to meet the respiratory protection needs of the public and workers without workplace respiratory protection programs, this report makes recommendations for a framework of responsibilities and authorities that would provide a unified and authoritative source of information and effective oversight for the development, approval, and use of respiratory protection.

This revolutionary work transforms the burgeoning interdisciplinary debate on emotion by suggesting, instead, a positive relation between the "death of the subject" and the very existence of emotion. Reading the writings of Derrida and de Man--theorists often seen as emotionally contradictory and cold--Terada finds grounds for construing emotion as nonsubjective. This project offers fresh interpretations of deconstruction's most important texts, and of Continental and Anglo-American philosophers from Descartes to Deleuze and Dennett. At the same time, it revitalizes poststructuralist theory by deploying its methodologies in a new field, the philosophy of emotion, to reach a startling conclusion: if we really were subjects, we would have no emotions at all. Harrington has written an informative and insightful history of the Nisei (Second-generation Japanese Americans), working for the U.S. armed forces in the Pacific during World War II. This is no whitewashed narrative, as it exposes U.S. internment camps, prejudices, and the frustrations of patriotic Japanese-Americans who wanted to fight for their country, but were initially rebuffed. As the book relates, not all Nisei were in favor of fighting, and even those that did encountered another kind of prejudice at first, from Hawaiian-born Nisei who more than occasionally felt that continental Japanese-Americans just didn't measure up, linguistically-speaking. Like other children of immigrants, the Nisei were, to a large extent, caught between Japanese tradition and U.S. culture. The concept of honor, an essential element in Japanese-American family life, ended up serving U.S. military interests well. The author has done an outstanding job of uncovering names and telling little-known stories. Especially fascinating are the ones that describe the analytical acumen of Nisei translators.
