However, the downsides of the present global economic constitution are rapidly becoming evident as well. After the 2008 crisis brought the financial system to the brink of collapse, new regulations, stricter supervision, higher capital requirements, and ethical codes were introduced to the sector. In un simile contesto si inserisce anche la recente riforma del diritto fallimentare, la quale ha introdotto e via via perfezionato alcuni istituti giuridici (piano di risanamento attestato ex art. 67 L.F., accordi di ristrutturazione dei debiti ex art. 182bis, concordato preventivo ex art. 160 L.F.), che offrono nuove opportunità di gestione della crisi e, più in generale, di interazione banca-impresa. Il volume si focalizza in modo specifico sulle procedure di ristrutturazione delle imprese in crisi caratterizzate dalla prospettiva della continuità aziendale, indagandole sotto cinque differenti e complementari profili. In primo luogo, ne vengono evidenziati i presupposti, le caratteristiche nonché i diversi step procedurali. In secondo luogo, si affronta il tema centrale della predisposizione di un adeguato piano di restructuring, focalizzandosi sui suoi due pilastri fondamentali: il Piano industriale e la Manovra Finanziaria. In this volume Negri investigates exactly what happens when the class subjects of industrial capitalism are demobilised and the factories close. Evidently capital continues to make profit, but how and where? According to Negri, the creation of value extends beyond the factory walls to embrace the whole of society; the 'mass worker' of industrialism gives way to the 'socialised worker' (operaio sociale) and the terrain of exploitation now becomes the whole of human life. In postmodernity, the metropolis becomes the privileged arena of value extraction. We must therefore understand the global city, with its stratifications, its enclosures and its resistances. Old categories of the private and the public are inadequate to describe the new matrix of production, which is characterised rather by the 'common', the productive space of cognitive and immaterial labour. Today's metropolis can be defined as a space of antagonisms between forms of life produced, on the one hand, by finance capital (the capital that operates around rents), and on the other by the 'cognitive proletariat'. The central question is then how 'the common' of the latter can be mobilised for the destruction of capitalism. In an analysis that runs from the Italian workerism (operaismo) of the 1970s to the present day, From the Factory to the Metropolis offers readers valuable insight into the far-reaching impact of deindustrialisation, presenting both the challenges and opportunities. Vavilov. He was undoubtedly the first scientist to understand the impor tance for humankind of conserving for utilization the genetic diversity of our ancient crop plants and their wild relatives from their centres of diversity. His collections showed various traits of adaptation to environ mental extremes and biotypes of crop diseases and pests which were unknown to most plant breeders in the first quarter of the twentieth cen tury. Later, in the 1940s-1960s scientists began to realize that the pool of genetic diversity known to Vavilov and his colleagues was beginning to disappear. Through the replacement of the old, primitive and highly diverse land races by uniform modem varieties created by plant breed ers, the crop gene pool was being eroded. The genetic diversity of wild species was equally being threatened by human activities: over-exploita tion, habitat destruction or fragmentation, competition resulting from the introduction of alien species or varieties, changes and intensification of land use, environmental pollution and possible climate change.

Proposed are a set of democratic innovations, ranging from citizens assemblies to regulatory gaming to citizens initiatives and lobbying, which are complementary, not antagonistic, to existing representative democracy across the European continent. These innovations are emerging bottom-up across the continent and getting traction at local, national and EU level in a new era powered by technology. This book brings together academics as well as practitioners to give a forward-looking, holistic view of the realities of EU citizen participation across the spectrum of participatory opportunities. They all converge in arguing that, after many years of proven experimentation, the EU must institutionalize supranational, participative and deliberative, democratic channels to complement representative democracy and each other, and ultimately improve the effectiveness of EU citizen participation. While this institutional approach will not magically treat the EU democratic malaise, it should make the system more intelligible, accessible, and ultimately responsive to citizen demand without necessarily undertaking Treaty reform. The attempt to harness citizen participation to help address the current EU crisis needs the type of multi-faceted approach presented in this book. One that recognises the potential of existing and new democratic mechanisms, and also, importantly, the links between different instruments of citizen participation to improve the overall quality of EU's democratic system
