Book excerpt: During the Covid-19 pandemic, the term "vulnerable" was applied to "individuals" and to "populations", "groups" and "countries" in discussions, laws and regulations; now it applies to all objects in relation to all kinds of threats. However, rather than a label for governing people and places, the notion of "vulnerability" was expected to become an instrument to tackle the root causes of disasters, poverty and maldevelopment, as well as the inequalities and injustices they bring, whether social, political, economic or environmental. Despite this radical dimension, vulnerability has gradually been incorporated into public policies and international recommendations for global risk and disaster management. This book is intended for researchers, students, managers and decision makers concerned with the management of not only risks and crises but also climate and environmental change. The first part examines the multiple theoretical and conceptual approaches; the second explores vulnerability assessments, using examples from the Global North and Global South; and the third discusses tools, public policies and actions taken to reduce vulnerability.

Si les incertitudes d’origine naturelle ont longtemps marqué la conduite des activités humaines, d’autres, liées aux activités de l’homme, ont désormais pris l’ascendant. Elles alimentent nombre de controverses autour des choix politiques ou des changements techniques et scientifiques. On ne peut désormais plus prétendre dominer aisément les grandes incertitudes. Celles-ci ne sont plus des phénomènes résiduels dont il faut « débarrasser » nos décisions. Mais alors, la question du maîtrisable, celle de la « gestion des risques », doit-elle être posé à nouveau frais. Quelles répercussions peut-elle avoir auprès d’individus contemporains appelés à se responsabiliser, à se maîtriser eux-mêmes, à défaut de pouvoir maîtriser le sort et les incertitudes les plus radicales? Des incertitudes qui ne sont pas réparties également, car, que l’on soit homme ou femme, habitant du Nord ou du Sud, que l’on habite quelque quartier chic ou, au contraire, quelque bidonville, nous ne sommes décidément pas égaux face aux risques.

This book invites us to analyze the resources available to support crisis management and reconstruction, and consider the unequal access to these resources in different territories in order to design future territorial strategies. This often results in a form of territorial inertia after the crises. However, some innovate, imagine renewed territories, prepare for reconstruction, or even recompose territories now in order to make them more resilient. The crisis can then be the driving force or the accelerator of these changes and contribute to the emergence of new practices, or even new urban and territorial utopias.

Drawing on research conducted in collaboration with the French Institute for Radiological Protection and Nuclear Safety (IRSN), the ideas that are put forward rely on a review of the practices of specialists in human and organizational factors concerning nuclear safety. The author shows that the French approach depends on maintaining a technical dialogue between the regulatory authority (ASN), IRSN and nuclear operators. This method of risk management is known as "French cooking" in the Anglo-Saxon world, where a more formal regulatory approach is taken. This technical dialogue does however hold certain benefits, particularly in the field of human and organizational factors, where it allows an advancement of the state of knowledge, which remains incomplete. After the Fukushima accident, in the face of an ongoing European and global re-evaluation of the safety of nuclear power and alignment towards the Anglo-Saxon standard, the French cooking approach may yet be able to make a significant contribution. This work will be of interest to all involved in nuclear power engineering and in the field of risk management and nuclear safety.
