Book The Business of the State

Download or read book The Business of the State written by World Bank and published by World Bank Publications. This book was released on 2023-12-19 with total page 229 pages. Available in PDF, EPUB and Kindle. Book excerpt: The state, as an owner of businesses, competes and collaborates with the private sector, and this involvement has profound implications for investment and growth. Governments actively participate in commercial markets in different forms, from controlling the production of goods and services to investing in firms as a minority shareholder. The impact of state participation on an economy's growth depends on the type of public-private ownership, the types of markets, and the importance of those markets in the economy. The impact also depends on how policies and institutions regulate both the businesses with state ownership and the markets in which they are active. The Business of the State uses new evidence covering 91 countries from the World Bank's Global Businesses of the State database to highlight the distinction between businesses of the state and traditionally understood state-owned enterprises. The report analyzes how different ownership forms across sectors and institutional settings affect private investment, productivity, technology adoption, and job creation. It also analyzes how government participation in markets influences the ability of economies to respond to shocks, from pandemics to climate change. The report proposes a clear analytical framework for understanding the consequences of relying on businesses of the state to attain specific development goals.

Available in PDF, EPUB and Kindle. Book excerpt: This book addresses the regulation of the State/Enterprise relationship in the framework of international economic context. It analyzes this relationship from the discrete perspectives of conflict, cooperation, and integration in contributions by authors representing a diverse range of legal cultures and political backgrounds. The topic is investigated following three approaches: • State versus Enterprise (the State which bans, restricts, or regulates the activities of Enterprises, both domestic and foreign);• Enterprise versus State (the Enterprises, main actors of commercial, industrial or financial initiatives, which may directly or indirectly affect the legal and economic structure of the State);• State as Enterprise and Enterprise as State (public Enterprises under political control that pursue geopolitical goals, and Enterprises that rely on the political, financial, and strategic support of the State for their business expansion). Furthermore, the volume includes a special focus on the relationship State/Enterprise in non-capitalist economies (China, Russia, and Cuba).

Book Regulation in Israel

Download or read book Regulation in Israel written by Eyal Tevet and published by Springer Nature. This book was released on 2020-12-14 with total page 258 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines de facto regulation frameworks and methods in a variety of areas, such as banking, transportation, cyberspace, the non-profit sector, and more. Authored by experts in the field, this book deals with the “big” questions about the idea of regulation. It reveals the tentativeness of current regulatory schemes, the difficulties in balancing between the shared objective of protecting the public interest and other interests such as market stability, and promoting competition. The case studies point to the need for better planning and for more coherent policies. This collection offers to students of public policy, management and law, policy makers and practitioners a broad spectrum of insights—theoretical and practical—and contributes to the ongoing deliberations on the ways that regulatory arrangements could serve the public interest more efficiently.

Book State Owned Enterprises in Emerging Europe The Good the Bad and the Ugly

Download or read book State Owned Enterprises in Emerging Europe The Good the Bad and the Ugly written by Uwe Böwer and published by International Monetary Fund. This book was released on 2017-10-30 with total page 27 pages. Available in PDF, EPUB and Kindle. Book excerpt: State-owned enterprises (SOEs) play an important role in Emerging Europe’s economies, notably in the energy and transport sectors. Based on a new firm-level dataset, this paper reviews the SOE landscape, assesses SOE performance across countries and vis-à-vis private firms, and evaluates recent SOE governance reform experience in 11 Emerging European countries, as well as Sweden as a benchmark. Profitability and efficiency of resource allocation of SOEs lag those of private firms in most sectors, with substantial cross-country variation. Poor SOE performance raises three main risks: large and risky contingent liabilities could stretch public finances; sizeable state ownership of banks coupled with poor governance could threaten financial stability; and negative productivity spillovers could affect the economy at large. SOE governance frameworks are partly weak and should be strengthened along three lines: fleshing out a consistent ownership policy; giving teeth to financial oversight; and making SOE boards more professional.
