The second phase of the project focused on synthesizing the research compiled in Phase I and determining where gaps exist in available tools, techniques, and data. Phase II also included presenting a path forward for addressing these gaps and supporting better risk assessments in the future.

Decision makers are often confronted with complex issues concerning economic and social development, industrialization and associated infrastructure needs, population and land use planning. Such issues have to be ad dressed in such a way that ensures that public health wiD not be disrupted or substan tially degraded.

Book excerpt: The Pipeline and Hazardous Materials Safety Administration of the U.S. Department of Transportation defines hazardous materials (hazmat) as a substance or material capable of posing an unreasonable risk to health, safety, or property when transported in commerce. Hazmat accidents can result in significant impact to the population (death, injuries) and damage to the environment (destroyed or damaged buildings and infrastructure). Further, hazmat, especially explosive materials, can potentially be used by terrorists to attack civilians or to destroy critical infrastructure. This handbook provides models from Operations Research and Management Science that study various activities involving hazmat transportation: risk assessment, route planning, location decisions, evacuation planning, and emergency planning for terrorist attacks. There are two important research areas in hazmat transportation that are widely studied in the literature: risk assessment and shipment planning. In the risk assessment area, important issues include measurement of accident probabilities and consequences in hazmat transport. Example works in the risk assessment area include modeling risk probability distribution over given areas, considering hazmat types and transport modes, and environmental conditions. The first half of this handbook covers the two fields of risk assessment and shipment planning, while the second half of this handbook provides useful models and insights on other important issues including location problems for undesirable facilities, network interdiction, terrorist attack, and evacuation.

Meeting this challenge was the principal motivation for the conference on "Risk Assessment and Risk Management Strategies for Hazardous Waste Storage and Disposal Prob lems," held at the Wharton School of the University of Pennsylvania on May 18-19, 1988. The conference brought together representatives from the major interested parties - environmentalists, government, insurance, law, manufacturing, and the university community - who have been con cerned with the waste management process. The conference was the third cosponsored by the Wharton Center for Risk and Decision Processes addressing the knotty problem of hazardous waste. The first, held at the International Institute for Applied Systems Analysis in 1985, examined the transportation, storage, and disposal of hazardous materials. It suggested steps that industry, insurers, and gov ernment agencies could take to improve the safety and efficiency with which hazardous materials are produced and controlled in industrialized societies. Specifically, it focused on the risk-management tools of insurance, com pensation, and regulation. xv xvi PREFACE The second conference, held at the Wharton School, University of Penn sylvania in 1986, concentrated on the role of insurance and compensation in environmental pollution problems. It characterized a set of problems related to the environmental pollution liability insurance crisis as presented by key interested parties and proposed a set of research needs for providing a sound basis for constructing socially appropriate measures to deal with the problem.

Moses In June 1991, the Transportation Center at Northwestern University sponsored Hazmat Transport '91: A National Conference on the Transportation of Hazardous Materials and Wastes. The faculty associated with the center were aware that there had been many professional, industrial and government conferences and meetings on the subject. However, they believed that the unique capacity of the Transportation Center to bring together leaders from industry and government, as well as leading scholars from economics, law, engineering, psychology and sociology who have done research on the problems associated with the transportation of hazardous materials and wastes (hazmats), could produce a set of integrated insights and understandings that would go well beyond those of previous conferences. The papers that make up this volume were all delivered at Hazmat Transport '91. From a legislative point of view, they tend to deal with issues associated with the Hazardous Materials Transportation Act of 1975 (HMTA), the original act passed to regulate the transportation of hazardous materials, and the Hazardous Materials Transportation Uniform Safety Act of 1990 (HMTVSA). There were talks and papers presented at the conference that focused on other recent legislation and transportation issues with which HMTUSA does not deal. The conference proceedings volume also had discussions and papers on significant managerial and regulatory issues that could not be included in this volume because of constraints on its size. Therefore, this essay is made up of three parts.
