Book excerpt: Shipyard workers and active duty personnel have the potential to be exposed to various congeners of Polychlorinated Biphenyls (PCBs) during operational, maintenance and disposal scenarios. On 6 December 1994 the US Environmental Protection Agency (EPA) proposed a revision of the PCB ruling which would significantly impact Navy O & M costs and limit options for disposal of ships and submarines. The significant drivers to the EPA criteria were assessed. Additional occupational samples were collected to provide a statistically significant data base from which to evaluate possible exposure. No samples were identified with PCB in the vapor phase, therefore, inhalation was not considered a pathway of concern. Dermal exposure was found to be the only potential exposure route. A probabilistic risk assessment was conducted for both shipyard workers and crew members. The level of risk was determined to be acceptable for both active duty and shipyard workers. The approach presented here is applicable for PCB exposure in all three services.

Estimating the potential residual risk from polychlorinated biphenyls (PCBs) may involve more complex issues than many other chemicals; the presence of more decision points in a risk assessment results in more potential for variation among the analyses performed by different people. For example, the toxicity of PCBs is known to vary with composition, but methods for estimating the toxicity of these complex mixtures for different toxicity endpoints are controversial. Changes in composition of the mixture with time, medium, and place of exposure may also significantly alter the toxicity and concomitant risk. In addition, some of the more interesting potential routes of exposure (e.g., contact with contaminated surface) may be estimated using a variety of models and assumptions, resulting in substantially different assessments of exposure and risk. Although various complex factors should be considered in the risk assessment, simple models should also be used to estimate an upper bound on risk to ensure that a concatenation of conservative assumptions do not result in impossible situations (e.g., predicting exposure to more PCBs by one or several routes than were available for the exposure that was estimated).

PCBs are environmentally persistent, and accumulate in the food chain. They are designated by the Stockholm Convention on Persistent Organic Pollutants as persistent pollutants, and many countries have severely restricted or banned the production of PCBs. This report evaluates the effects of PCBs on human health, caused due to exposure by inhaling contaminated air or ingesting contaminated food and water.

Book excerpt: Common analytical methods for detecting and quantifying polychlorinated biphenyls (PCBs) in environmental samples rely on matching a pattern of peaks to a series of Aroclor standards. Due to differences in degradation, partitioning, and metabolism, the PCB pattern in environmental samples can be very different from the Aroclor standards, making identification and quantification of PCBs difficult. To identify an appropriate approach for PCB analyses, the U.S. Environmental Protection Agency Region 9, Biological Technical Assistance Group (BTAG), has considered PCB environmental fate and ecotoxicity, reviewed methods and laboratory capabilities for PCB analysis, and evaluated site-specific data from California and elsewhere. Results of this review indicate analytical methods for routine measurement of specific PCB congeners are currently available, and are cost-effective in comparison with Aroclor- based methods. Accordingly, BTAG has developed a core list of congeners and a phased approach for PCB congener-specific analysis in ecological risk assessments.
