Pesticides may also have adverse effects on wild fish and other aquatic animals in rice paddies that supply an additional source of food and income for some farm households and provide natural pest control. We use survey data from the Mekong Delta region of Vietnam to estimate the impact of pesticides on fish harvests from rice fields. The results confirm findings of ecological studies that pesticide use harms fish populations. However, fish harvest losses are small enough that ignoring them is likely economically rational.

In the past four decades, rice has also become a commercial crop of great importance to Mekong farmers, augmenting but not replacing its role in securing their subsistence. This book is based on collaborative research to (a) compare the current situation and trajectories of rice farmers within and between different regions of the Lower Mekong, (b) explore the value chains linking rice farmers with new technologies and input and output markets within and across national borders, and (c) understand the changing role of government policies in facilitating the on-going evolution of commercial rice farming. Book excerpt: Abstract : Vietnamese farmers are at high risk of pesticide exposure due to usage of pack-back sprays for application of pesticides with their rice crops. Chlorpyirifos has been the most common organophosphate registered for agricultural use in Vietnam, however the health risk due to the use of this compound by rice farmers has not been evaluated. The primary objective of this study was to evaluate the health risk of chlorpyrifos exposure to rice farmers, using a probabilistic approach, with a secondary objective of developing safety strategies for pesticide risk reduction, using qualitative needs assessment methods used for evaluating health promotion programs. Farmer exposure to chlorpyrifos from pesticide application was measured by biological monitoring. Urine samples were collected from farmers (18) over pesticide spraying application time and analysed for 3,5,6-trichloropyridinol (TCP), the major urinary metabolite of chlorpyrifos, using an enzymatic pre-treatment before extraction followed by high-performance liquid chromatography tandem mass spectrometry (HPLC-MS/MS). Absorbed Daily Doses (ADD) of chlorpyrifos for farmers was then estimated from urinary TCP levels, expressed as og/g creatinine. The exposure doses, comprising baseline exposure dose (ADDB), post-application exposure dose (ADDA), and lifetime average daily exposure dose (LADDE) were calculated. The baseline exposure dose (ADDB) ranged from 0.03 to 1.98 og/kg/d with a mean of 0.24 og/kg/d. The post-application exposure dose (ADDA) ranged from 0.35 to 94 og/kg/d with a mean of 19.4 og/kg/d which is approximately 80 times higher than the mean values of ADDB (0.24 og/kg/d). The lifetime average daily dose (LADDE) ranged from 0.01 to 1.7 og/kg/d with a mean of 0.3 og/kg/d. Multivariate regression analysis indicated that personal protective equipment reflected by percentage of body coverage, amount of chlorpyrifos used and length of application made major contributions to ADDA. However, the best regression model for the relationship between ADDA and exposure factors was observed with two independent variables comprising body coverage and amount of chlorpyrifos used.

Book excerpt: "The WHO Recommended Classification of Pesticides by Hazard was approved by the 28th World Health Assembly in 1975 and has since gained wide acceptance. When it was published in the WHO Chronicle, 29, 397-401 (1975), an annex, which was not part of the Classification, illustrated its use by listing examples of classification of some pesticidal active ingredients and their formulations. Later suggestions were made by Member States and pesticide registration authorities that further guidance should be given on the classification of individual pesticides. Guidelines were first issued in 1978, and have since been revised and reissued every few years. Up until the present revision the original guidelines approved by the World Health Assembly in 1975 have been followed without amendment. In December, 2002 the United Nations Committee of Experts on the Transport of Dangerous Goods and on the Globally Harmonized System of Classification and Labelling of Chemicals (UNCETDG/GHS) approved a document called 'The Globally Harmonized System of Classification and Labelling of Chemicals' with the intent to provide a globally-harmonized system1 (GHS) to address classification of chemicals, labels, and safety data sheets. The GHS (with subsequent revisions) is now being widely used for the classification and labeling of chemicals worldwide. For this revision of the Classification the WHO Hazard Classes have been aligned in an appropriate way with the GHS Acute Toxicity Hazard Categories for acute oral or dermal toxicity as the starting point for allocating pesticides to a WHO Hazard Class (with adjustments for individual pesticides where required). It is anticipated that few of the more toxic pesticides will change WHO Hazard Class as a result of this change. As has always been the case, the classification of some pesticides has been adjusted to take account of severe hazards to health other than acute toxicity (as described in Part II). The GHS Acute Toxicity Hazard Category for each pesticide is now presented alongside the existing information"--Page 1.

Regression analysis of blood tests reveals a lower incidence of poisoning for farmers who avoid the most toxic pesticides and use protective items. The authors also find very large provincial differences in poisoning incidence after they control for individual factors. The results highlight the potential importance of negative externalities, and suggest that future research on pesticide-related damage should include information on local water, air, and soil contamination.
