Book excerpt: Japan’s unusual position in the realm of international politics encapsulates a three-fold juxtaposition: both in and out of Asia, both occupied by and a close ally of the United States, and both a key trade partner and a strategic rival of China. Whilst international relations theory offers a number of ways to analyse these relations, this book instead utilizes the concept of risk to provide an innovative perspective on Japan’s relations with China, North Korea and the US. The book elucidates how risk, potential harm and harm are faced disproportionately by certain groups in society. This is demonstrated by providing an empirically rich analysis of the domestic implications of security relations with China, North Korea and the United States through the presence of US troops in Okinawa. Beginning with a theoretical discussion of risk, it goes on to demonstrate how the concept of risk adds value to the study of international relations in three senses. First, the concept helps to break down the boundaries between the international and domestic. Second, the focus on risk and the everyday directs us to ask basic questions about the costs and benefits of a security policy meant to secure the national population. Third, what implications do these two points have for governance? The question is one of governance as Japan’s externally oriented security policy produces domestic insecurity shared disproportionately, not equally, as this volume makes clear. The recurrence and intractability of such incidents suggest that, in addition to the imperfect supervision system, the greatest obstacle to China's food quality safety management is that China's “farm to fork” food supply chain has too many stages, the members on the supply chain have not form a stable strategic and cooperative relation, and on the other hand, during the transitional period, some practitioners lack social responsibility. Therefore, China's food quality safety management and the establishment of food quality and safety traceability system should follow the development trend of international food quality and safety supervision, and should combine with the establishment of China's agricultural industrialization and standardization, integrate China's existing but isolated effective measures, such as the establishment of bases for the implementation of the system of claiming certificates or invoices, for the performance of Management Regulations for Pig Slaughtering and Quarantine Inspection in Designated Places, and for the conduct of World Expo, as well as the establishment of market access system, take into consideration the demand, the dynamic mechanism, and the performance of important measures of food supply chain members for food quality and safety control, as well as the difficulties and the deep-seated reasons in the implementation process of such measures. To this end, this book chooses important agricultural products of vegetables, pork and aquatic products as the subjects investigated. Participants explained how their respective import food control systems provided the level of protection deemed appropriate by the country, establishing safety measures that protected human life or health within a country’s territory. Participants recommended the application of risk-based imported fish controls and provided a set of recommendations to improve the reporting of import rejections, as well as recommendations to improve data analysis.

Achieving food safety success in this changing environment requires going beyond traditional training, testing, and inspectional approaches to managing risks. It requires a better understanding of organizational culture and the human dimensions of food safety. To improve the food safety performance of a retail or foodservice establishment, an organization with thousands of employees, or a local community, you must change the way people do things. You must change their behavior. In fact, simply put, food safety equals behavior. When viewed from these lenses, one of the most common contributing causes of food borne disease is unsafe behavior (such as improper hand washing, cross-contamination, or undercooking food). Thus, to improve food safety, we need to better integrate food science with behavioral science and use a systems-based approach to managing food safety risk. The importance of organizational culture, human behavior, and systems thinking is well documented in the occupational safety and health fields. However, significant contributions to the scientific literature on these topics are noticeably absent in the field of food safety.
