It has been instrumental to the mission of the U.S. Environmental Protection Agency (EPA) as well as other federal agencies in evaluating public health concerns, informing regulatory and technological decisions, prioritizing research needs and funding, and in developing approaches for cost-benefit analysis. However, risk assessment is at a crossroads. Despite advances in the field, risk assessment faces a number of significant challenges including lengthy delays in making complex decisions; lack of data leading to significant uncertainty in risk assessments; and many chemicals in the marketplace that have not been evaluated and emerging agents requiring assessment. Science and Decisions makes practical scientific and technical recommendations to address these challenges. This book is a complement to the widely used 1983 National Academies book, Risk Assessment in the Federal Government (also known as the Red Book). The earlier book established a framework for the concepts and conduct of risk assessment that has been adopted by numerous expert committees, regulatory agencies, and public health institutions. The new book embeds these concepts within a broader framework for risk-based decision-making. Together, these are essential references for those working in the regulatory and public health fields.

First, it develops a novel typology of actors’ appreciations of analytical tools as instrumental problem-solving, legitimacy-seeking, and power-seeking. It conceptualizes the latter two as "polity policies" with actors seeking to confirm or rework decision-making structures. Second, the book theorizes how executive fragmentation and the multiplication of coordination requirements – often treated as hindrances to substantial analytical turns in an administration – nourish actors’ ideal typical appreciations of analytical tools in distinct ways. Lastly, it scrutinizes varieties of risk analysis across three risk-heavy policy domains in Germany (including the EU) and discusses the potential of risk analysis to stabilize or transform decision-making in multi-level settings. While there are many instances in which technological advance occurs without adverse consequences (and in fact, yields tremendous benefits), frequently the advent of a major innovation brings a wide array of unforeseen and (to some) undesirable effects. This problem is exacerbated as the interval between the initial development of a technology and its deployment is shortened, since the opportunity for cautious appraisal is decreased.

Furthermore, people representing extremely diverse discip lines concerned with the perception, quantification, and abatement of risks were brought together to provide an environment that stimulated the exchange of ideas and experiences. The keys to this exchange were the invited papers, arranged into four symposium sessions. These papers appear in this volume in the order of their presentation. The discussions that in turn followed from the papers are also included.
