Book excerpt: The Franco-Texan Land Company was formed, ostensibly, by the French bondholders of the Memphis, El Paso, and Pacific Railroad in an attempt to salvage their investments through sale of lands in the railroad's Texas land grant. Most of the land company's wealth, however, went into the pockets of unscrupulous local managers and directors, and another railroad eventually built a road across Texas along the Memphis, El Paso, and Pacific right of way. Despite their unsavory histories, the land company and its railroad parent played an important part in the development of Northwest Texas. Virginia Taylor's account of their activities furthers the study of the role of land companies in the settlement of the United States and adds interesting sidelights on one of the immigrant groups that left the imprint of Europe on frontier Texas.

Induced by titles and estates, Spanish adventurers ventured into the frontier, followed by traders and artisans. West Texas was described as "Great Space of Land Unknown" and Spanish sovereigns wanted to fill that void. Gaining independence from Spain, Mexico launched a land grant program with contractors who recruited emigrants. After the Texas Revolution in 1835, a system of Castilian edicts and English common law came into use. Lacking hard currency, land became the coin of the realm and the Republic gave generous grants to loyal first families and veterans. Through multiple homestead programs, more than 200 million acres had been deeded by the end of the 19th century. The author has relied on close examination of special acts, charters and litigation, including many previously overlooked documents.

Needed at one moment, scorned at others, Mexican agricultural workers have moved back and forth across the US–Mexico border for the past century. In South Texas, Anglo growers’ dreams of creating a modern agricultural empire depended on continuous access to Mexican workers. While this access was officially regulated by immigration laws and policy promulgated in Washington, DC, in practice the migration of Mexican labor involved daily, on-the-ground negotiations among growers, workers, and the US Border Patrol. In a very real sense, these groups set the parameters of border enforcement policy. Managed Migrations examines the relationship between immigration laws and policy and the agricultural labor relations of growers and workers in South Texas and El Paso during the 1940s and 1950s. Cristina Salinas argues that immigration law was mainly enacted not in embassies or the halls of Congress but on the ground, as a result of daily decisions by the Border Patrol that growers and workers negotiated and contested. She describes how the INS devised techniques to facilitate high-volume yearly deportations and shows how the agency used these enforcement practices to manage the seasonal agricultural labor migration across the border. Her pioneering research reveals the great extent to which immigration policy was made at the local level, as well as the agency of Mexican farmworkers who managed to maintain their mobility and kinship networks despite the constraints of grower paternalism and enforcement actions by the Border Patrol.

In the decade preceding World War I numerous land companies flourished in the area and acted as catalysts for settlement and economic expansion. Prominent among these companies was the Plainview-based Texas Land and Development Company, founded in 1912 as an operating agent for a syndicate of eastern financiers. Like most land companies, the Texas Land and Development Company operated a large-scale enterprise that broke up ranch holdings into tracts for sale to farmers. Company agents advertised broadly in newspapers and magazines and organized special train trips to bring prospective customers to the area. And, like most entrepreneurs associated with frontier land companies, backers of the Texas Land and Development Company hoped to realize a quick profit from land sales. The Plainview enterprise was, however, unique in many ways. It promoted relatively high-priced lands and tried to sell fully developed, irrigated farms. The company was an important social and economic force in Plainview and the surrounding counties because its backers put capital into the region instead of taking money out. Especially during the early years, the company realized little profit from sales because of war and depression. The complex and sophisticated fiscal structure of the company is of particular historical significance. B. R. Brunson traces the history of the influential Texas Land and Development Company from its inception in 1912 to its final dissolution in January 1956. He combines an analysis of the company's role in Panhandle economic growth with lively biographies of the men who organized the operation and descriptions of their achievements in the fields of irrigation, farm planning, company organization, and finance.
