È come se un paese ricchissimo di mari e bacini di pesca invece di investire in pescherecci e canne da pesca si ostinasse a importare il pesce a carissimo prezzo dall’estero. Se la Norvegia è arrivata al 66% di energia da fonti rinnovabili (eolico e fotovoltaico), perché noi siamo appena al 16%? Non solo abbiamo il bisogno di produrre energia senza emettere sostanze inquinanti e gas che alterano il clima, ma dobbiamo anche sprecarla il meno possibile. Accompagnare l’elettrificazione dei consumi, là dove possibile, con la produzione da fonti rinnovabili è la via maestra per lo sviluppo sostenibile, economico, ambientale e sociale. Le sofferenze insegnano, amava ricordare lo storico greco Erodoto, e purtroppo l’umanità sembra aver bisogno della pedagogia delle catastrofi. Già prima dell’invasione dell’Ucraina sapevamo che le fonti rinnovabili erano il futuro per almeno tre motivi fondamentali: la riduzione dell’inquinamento dell’aria e quindi la salute, la riduzione delle emissioni e quindi la lotta al riscaldamento globale, e la convenienza di prezzo. Con le economie di scala realizzate a seguito dell’enorme aumento di produzione globale, eolico e fotovoltaico erano infatti di gran lunga già prima della guerra il modo più conveniente dal punto di vista economico di produrre energia. Oggi purtroppo si è scoperto che i prezzi delle fonti fossili (petrolio e gas) sono molto più volatili e soggetti agli shock. Questo libro esorta alla conquista dell’indipendenza energetica e di un mondo dove la produzione di energia pulita, diffusa e partecipata diventi, oltre a tutte le altre convenienze, un modo concreto per costruire la pace e prevenire i conflitti. Ed è una sfida che non solo è necessario affrontare, ma anche possibile. Con questo obiettivo il lettore viene condotto attraverso un viaggio che parte dalla valutazione comparata delle diverse fonti di energia. Il libro affronta poi il tema dei limiti delle obiezioni alle fonti rinnovabili analizzando i problemi di intermittenza della produzione (che succede quando non c’è il sole) e delle tecnologie predisposte per fronteggiarli, e la questione dello spazio, del paesaggio e della potenza richiesta alla rete per accogliere l’enorme crescita di produzione da sole e vento che dovremo realizzare nel prossimo futuro. Non mancano le proposte politiche più utili per raggiungere il più rapidamente possibile i due obiettivi coincidenti di transizione ecologica ed emancipazione energetica. Bastano pochi anni per renderci indipendenti dalla Russia, ma in prospettiva anche dal legame con altri regimi non democratici. Quello che serve è una rivoluzione energetica, che sia positiva per clima, salute e stabilità: se vogliamo costruire la pace, è il momento di cambiare l’energia.

Book excerpt: Consumer (co-)ownership in renewable energy (RE) is essential to the overall success of Energy Transition. In June 2018, the European Union agreed on a corresponding enabling framework as part of a recast of the Renewable Energy Directive (RED II). The transposition of these comprehensive rules – in particular those on local RE communities – requires developing, implementing and rolling out business models that broaden the capital participation of consumers. The challenge is to include municipalities and/or commercial investors like SMEs and advance to economies of scale while retaining the benefits of individual consumer participation. This book is addressed to energy consumers in local communities, their municipalities and to the policy makers who represent them. Additionally, non-EU countries, in particular those where rural areas have limited access to energy, e.g. in Asia, Africa and Latin America, may be interested in the benefits of consumer ownership. While demand for energy in developing countries is growing, access to energy is crucial for improving the quality of life. The editor of this book presents a new model of consumer ownership in RE for both the EU and countries worldwide. Part One describes the rationale for consumer ownership in RE with regard to social, organizational, legal and financial conditions. Part Two discusses the issue of financing RE and introduces a new financing technique, the Consumer Stock Ownership Plan (CSOP), comparing it to traditional models. Part Three provides 18 country studies from Europe, North America, South America and Asia, organized so as to enable a cross-country comparison of policy approaches and feasibility. Policy recommendations are based on the results of this survey. Part Four summarizes, compares the best practice cases, presents a cost-benefit analysis of “prosumage” and against this background evaluates the impact on future policy.
